DECLARING CANVASS OF RETURNS, AND RESULT OF SPECIAL
ELECTION AND CONSOLIDATED REGULAR MUNICIPAL ELECTION
HELD ON JUNE 13, 1961,

regular meeting of the City Council of the City of Petaluma-on the with day of Juno,
1961,
WHEREAS, a special municipal bond election, mansolidated with the regular
municipal election held on June 13, 1961 in the City of Petaluma to pass upr_nn measures
hereinafter set forth; which said measures were duly and regularly submitted to the
electors of the City of Petaluma at said election; and
WHEREAS, the Council of the City of Petaluma by Resolution No, 2703 N;C, S.
duly passed and adopted on the 17th day of April, 1961, designated the precincts and
polling places and appointed the members of the precinct boards for the regular munici-
pal election to be held in said City of Petaluma on June 13, 1961 as required by law,for
the object and purpose of electing the following municipal officers cf said City of
Petaluma;
One (1) Mayor for the full term of four (4)'years
Three (3) Councilmen for the full term of four(4) years.
Three (3) School.Directors as members of the Board cf Education; and
WHEREAS, there were submitted measures as hereinafter set forth to be
voted upon by the electors at the consolidated regular municipal election
WHEREAS, the special election and the said consolidated regular municipal
election were held on Tuesday,: June 13, 1961 in accordance with law, and the votes
thereat received and canvassed, and the returns thereof_ascertained, determined and
declared in all respects as required by law.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY
OF PETALUMA, as follows:
1. That the. City Clerk of the City of Petaluma be and she is hereby instructed
to enter this resolution on the minutes of this Council as a statement of the result of
said election.
2. That the total number of votes cast in said City at said special and reg-
ular elections was , Fa 41. , That ballots were spoiled and not counted,
3. That the. names of the persons voted for at said election are as follows:

6, That the Council he:reby.finds that Everett Matzen-received the highest
number of votes given for said office of Mayor for a full term of feua- years, and the
City Clerk is hereby authorized o sign and delifrer to him a certificate of election,. and
to administer the oath of office prescribed in the•Constitudon of-the State of California,

7, That the Council hereby finds that Thomas J. Ellis, Norma?. Van Bebber
and Kenneth.J. Colin received the highest number of votes• given for said office of
Councilman for a full teen' and Thomas J. Ellis, Norman Van Bebber and Kenneth J.
Colin were thereby elected Councilmen for a full term of four years, and the City Clerk
is hereby authorized to sign and deliver to each of them a certificate of election, and to
administer the oath of office prescribed in the ConStitition of the State of California.
8. That the Council hereby finds that Sol Fishman, David W. King and
Clay Thompson received the highest number of votes given to Said office of School
Directors (members of the Board of Education), and Sol Fishman, David W. King and
Clay Thompson were thereby elected School Directors (tsmbe"rs o f thetard of Educa-
tion), and the City Clerk is,hereby authorized to sign and deliver to each of them a
certificate of election and to administer to each of said persons the oath of office pre-
scribed in the Constitution of. the State of California,
9, That Measure "A" submitted at said election was as follows:
Shall Section 64 of Article IX of the City Charter be amended to read as
follows:
Section 64: The city cleric and auditor shall be appointed by the city
council and shall serve at its pleasure. Payments by the city shall
be made only upon vouchers certified by the head of the appropriate
department and approved by the city manager, by means of warrants
on the city treasury issued by the auditor and countersigned by the
city manager or by means of checks signed by the auditor and counter-
signed by the"city treasurer, The auditor shall examine all payrolls,
bills, and other claims and demands against the city, and shall issue
no warrant or check for payment unless he finds the claim is Ln proper
form, correctly computed and duly certified; that it is justly and
legally due and,payable; that a.budget appropriation has been made
therefor which has not been exhausted, 'orrthat the payment has been
• otherwise legally authorized; and that there is money in the city
treasury to make payment.
10, That / 9 3 7 votes were cast Ln favor of said measure by the
electors of said City voting on said measure at said election and that ye)
votes were cast against said measure by the electors of said City voting at said
election and that said measure passed.
11, That Measure "B" s bthitted at said election was as follows:

Shall Section 69 of Article X of the City Charter be amended to read as
fellows:
Secbn 69: The Council shall let annually, contracts for the official
advertising for the ensuing fiscal year. For this purpose the council
shall advertise once in the official newspaper, at least five days before
award of contract, setting forth distinctly and specifically'the work
coutemplPted.to be done and ask for sealed proposals therefor. The
proposal,Shall specify the type and spacing to be used at the rates named
in the bids, If there be but one newspaper printed and published in the
City of Petaluma.then and in that event the advertisement for the sealed
proposals required hereunder shall not be required and the contract for
services required may be negotiated. If at the time of awarding the
contract for the official advertising, there are no charter or ordinance

15, That Measure "D" submitted at said election was as foi :Ws:
Subject to and contingent upon,'the?passage of Measure "P" authorized
to be placed upon the ballot for,the June 13, 1961 regular election by
the 'City of April 17, 1961, by the regaisite.number of votes; shall.
Article IX of theCity Charter be amended by adding thereto Section.
63. 2 to read as follows:
Section 63, 2: When, and in the event that band monies are provided for
the construction of a municipal swimming pool, the Council may, not-
withstanding the provisions of Section 63 of this Charter, levy a special
tax not to exceed ten cents for each one hundred dollars assessed val-
uation for the purposes, providing a fund for the repair, maintenance
and operation of a,municipal swimming pool,
16, That '`77 "votes were cast in favor of said measure by the electors
of said City voting on said measure at said election and that /y of votes were cast
against said measure by the electors of said City voting at said election and that said
Measure.failed,
17. That Measure "Et' submitted at said election was as follows:
Subject to and contingent upon the passage of Measure "G" authorized to
be placed upon the ballot for the,June 13, 1961 regular election by the
City on April 17, 1961, by the requisite number of votes; shall article
IX of the Charter be amended by adding thereto Section 63, 1 to read as.
follows:
Section 63, 1: When, and in the event that bond monies are provided for
the acquisition of a municipal museum, the council may, notwithstanding
the provisions of Section '63 of this Charter, levy a special tax not to exceed
three cents for each,one hundred dollars assessed valuationfnr the purpose
of providing a fund for the repair, Maintenance, and operation of a Mun-
icipal museum,
18. That '2 votes were cast in favor of said measure by the electors
of said City voting on said measure at said election and that /yej votes were cast
against said measure by the electors of said City voting at said election and that said
measure failed,
19, That Measure "P" submitted at said election was as follows:
Shall the City of Petaluma expend the sum of $179, 000.00 (being aportion
of the moneys raised by the sale of $220, 000.00 principal amount of
auditorium bonds authorized by the electors of the City of Petaluma at
the election held June 12, 1945, plus $49, 000,(10 interest earned on
investments of said moneys) for the acquisition, construction and com-
pletion of the following municipal improvement; to wit: A municipal
swimming pool and appurtenances, including 11, heating and filtering
equipment, dressing rooms', land, site improvements, and iother works
property or structures necessary or convenient for a municipal swim-
ming pool for the City of Petaluma?
20, That: 7/3 7 votes were cast in favor of said measure by the electors'.
of said City voting on,said measure at said election and that /44 7 votees Were bast'
against said measure by the electors of said City voting at said election and that said.

21. That Measure "G" submitted at said election was as follows:
Shall the City of Petaluma expend the sum of $40, 000.00 (being a portion
of the moneys raised by the sale of $220, 000.00 principal amount of
auditorium bonds authorized by the electors of the City of Petaluma at
the election held June 12, 1945, plus $49, 000.00 interest earned on
investments of said moneys) for the acquisition, construction and com-
pletion of the following municipal improvement, to wit: A municipal
museum, including acquisition from Petaluma City School District of
Phillip Sweed School (including both land and building), which has been
declared by said District to be surplus property, construction of
improvements to said building, site improvements, and other works and
improvements necessary or convenient to convert said land and building
into a municipal museum for the City of Petaluma?
22, That qfl' votes were cast in favor of said measure by the electors
of said City voting on said measure at said election and that 9-co3 votes were cast
against said measure by the electors of said City voting at said election and that said
measure failed.
