SUBJECT: Resolution.Amending'the Classification and Compensation Plan by Revising the
Classification:Specification of PennitProcessing Technician and Authorizing the
Position Allocation of Permit ProcessingTechnician.
RECOMMENDATION
It is recommended that the CityCounciliadopt the attached Resolution Amending the
Classification and Compensation Plan by Revising the Classification Specification of Permit
Processing Technician and Authorizing the Position Allocation of Permit Processing Technician.
BACKGROUND
The classification specification of Permit Processing Technician was last reviewed in 1995.
The specification has been recently reviewed and revised. Revisions to the specification
include a change in the minimum requirement to require graduation from high school and an
associate degree or college coursework as desirable, and two years of responsible clerical or
office assistant experience involving public contact and the use of computer applications. Prior
to this revision,theminimum requirements included an associate degree or completion of college
coursework and one year of related experience. Other minor changes were made as well and the
revised specification now reflects current industry standards. There is no change in`-the salary in
this recommended action. The City met and conferred with bargaining unit representatives
regarding the changes to the specification.
DISCUSSION
Due to revenue,shortfalls in 2008 the Community Development Department was reorganized and
two of the three,PermitProcessing Technician positions were abolished by Resolution 2008-184.
One PermitProcessingTechnician position was retained in the reorganized department;that
position is occupied. The Building Division's needs for permit processing and related duties are
currently being filet by one full-time Permit Processing Technician and one Building Inspector I.
The Building Inspector I.spends about half of her time conducting field inspections and the other
half f of her performing-office'work and providing;service at the counter:

The workload in the Building,Services Division has increased both in the office and in the field.
Adding an additional full-time Permit Processing Technician position will increase counter staff
and free up the existing Building Inspector Ito perform more field inspection work.
Revenues generated since the beginning of the fiscal year support this additional expense.
Therefore, it is recommended that the City Council approve the resolution to allocate the position
of Permit Processing.Techriician.
FINANCIAL IMPACTS
With the Council's authorization of this position,.staff will initiate recruitment and it is
anticipated that the position will be filled by early April 2014. The annual cost for this position
for salary and benefits at the,highest salary step is $98,910.90 per year If the hiring process is
completed as described and anticipated,the cost will be approximately$25,000 for the remainder
of this fiscal year.
For FY 2014 the Building Services Department is budgeted for$1,300,000 of anticipated income
and has anticipated expenses of$1,045,000. As of 2/10/14 we have had $900,000 of income and
$565,000 of expenses. Income for the next few years is expected to be similar to or to increase
slightly from the current FY 2014 projections.

PROCESSING TECHNICIAN AND AUTHORIZING THE POSITION
ALLOCATION OF PERMIT PROCESSING TECHNICIAN
WHEREAS, the City wishes:to keep current its.Classification,and Compensation
Plan;and amendments and or'revisions to the Classification and.Compensation Plan are
effective upon approval by the City Council; and,
WHEREAS,the City Manager/Personnel Officer has determined that certain
duties and responsibilities are appropriately allocated to the classification of Permit
Processing Technician (as attached hereto and marked Exhibit A); and;
NOW, THEREFORE, BM RESOLVED that the City Council of the City of
Petaluma:
1. Approves the amendment to the Classification and Compensation Plan as
written in this Resolution including the amendment in the Competitive
Service of the.Personnel System.
2. Takes this action pursuant to Personnel Code 3M4.020 and.Personnel
Rules and Regulations (Rule IV- Classification and Rule V—
Compensation) and, that the notice of this action has been properly posted.
3. Authorizes;the position allocation of an additional Permit Processing
Technician position in the Building Services Department effective with
the'adoption of this Resolution.

Permit Processing Technician
Summary
Provide technical information to industry professionals and the general public concerning the
policies and procedures of the Community Development Department; explain codes, ordinances,
rules, and regulations; accept applications for development activity, related permits, clearances
or requests for service; process same-day or over-the-counter permits.
Class Characteristics
General supervision is provided by the Chief.Building Official; responsibilities may include the
indirect supervision of support staff.
Essential Duties, Skills, and Demands of the Position
The duties, skills, and demands described here are representative of those that must be met by an

Duties:
Provide information to the public at the counter, by telephone and through correspondence.
Assist the public in completing and filing applications and related materials for completeness and
accuracy prior to submission for plan check.
Input data into computer system for tracking file management.
Verify State Contractors' licenses.
Receive complaints and route to appropriate staff members.
Assemble application materials and create project application files for routing to other
departmental staff for processing.
Process/balance monies received from issuance of permits and apply to code accounts, and
coordinate payment of special development impact fees.
Operate standard office equipment such as faxes, photocopiers, and computers.
Perform related duties as assigned.
Skills/Abilities:
Read, analyze, and interpret general business periodicals, professional journals, technical
procedures, codes'; or governmental regulations.
Write reports, business correspondence, and procedure manuals.
Effectively present information and respond to questions from industry professionals and the

Physical Demands and Work.Environment:
While performing the duties of this job, the employee is regularly required to sit, use the
computer keyboard and mouse, use hands to finger, handle, or feel, reach with hands and arms,
talk or hear, stand, walk, and stoop, or crouch. Occasionally lift and/or move up to 25 pounds.
Specific vision abilities required by this job include close vision, distance vision, color vision,
peripheral vision, depth perception, and ability to adjust focus. Requires the ability to work in an
office environment where the noise level is usually moderate and the ability to interact with large
groups of people.

Education:
Equivalent to graduation from high school. An Associate's degree or completion of college
coursework in construction, engineering, architecture, planning or related field is desirable.
Experience:

use of computer applications.

Possession of a valid California Class C driver's license.
