RECOMMENDATION It is,recommended that the City Council,approve a.reselution accepting Federal Job Access and Reverse Commute (JAR() and:New Freedom grants; and authorizing the City Manager to execute grant-related document§ BACKGROUND The Public:Works and Utilities Department, Transit Division, received:notioefrom Caltrans that the City.of Petaluma-has been-awarded three FTA,(Federal Transit Administration) grants, two under JARC, and.one:under=the New Freedoms program. Staff;"submitted applications for these grants last fall based on recommendation of the.Transit Advisory Committee: Job Access and Reverse Commuteas a federal<grant program thatprovid'es funds for projects that improve access to transportation services foremployment and employment-related activities for welfare recipients'and;eligible low incomegindividuals.-New,Freedoms grants areavailable to eligible transit agencies to expand transportation>mobilit'options available to persons with disabilities beyond;the requirements Of the Ainericans.wi$i'Disabilities Act of 19905,as amended. DISCUSSION • The three projects'being funded.from:these grants areas follows: JARC Project 1: Latino Outreach Program.($16,000,in,FTA.funds) This grant provides 50%"of the funding to"improve marketing and outreachsefforts towards Petaluma's•Latino community which hasvrepresented a growing:ridership segment:. Transportation Development Act (TDA) Transit operating'fiinds,will'provide the 50%match to get started in March or April 2014,,and are included in the City's FY 13-14 Operating Budget. The funds will be'used to'hire a'temporary part time employee toymaximize Agenda Review: j City Attorney Final-lee-Director City Manager " s . themodest}funding€in this grant;;andfo seek a consistent "presence in-the Latino•community. The,grant=-will to"fund a part<time'employee for 840thoufsperweek forarmericiaMftwo•years. This;projectw'ill staffas,soonsas the grant,documents are finalized. $3;000 of thergrant funds were"programmed in the mid-year FY 134 4ttansit budget anticipating Council approval of this. grant. JARC•Project 2: Night Service ($37 533'in ETA-funds) This:grant provides funding to extend Petaluma Transit and•Paratransit';services later into the t evenings to meea ridership goal;consistently requested over last few years. Staff expects service totbe expanded;in August 2014. Currently, Petaluma Transit stops running at 7:15pm on weekdays,..and 6:1Spirr-on weekends: Staff is finalizing expansion details and plan to transition to a basic,route network by dropping from 4;to 2 buses in the'network in the?early evening. These modest grant funds will provideta couple:hours°of additional evening service for approximately 2 years. TDA Transit operating.funds will provide the 50%match'which will be budgeted in FY 14-15. New Freedoms Project: Travel Tiaining Program ($21,235 per year for two years in,FTA funds) Thisgrant provides 100% funding to extend the City's currenf'Transit'Travel Training program for an additional two years through June'2016. The<City's:part-time Transit Travel Trainer and Marketing-Assistant will continue to perform outreach•to seniors and existing paratransit customers to educate them on:how best to utilize the-more efficient fixed-route system. One-on- one•and group trainings are conducted, and outreach performed at local eventsand;senior- oriented'facilities. The Transit Advisory Committee considered this;item on,February 6;;2014 and recommends that City.Council acceptthese grants: The proposed item meets Council,Goal:Maintain a safe Petaluma. FINANCIAL IMPACTS Only the:Latino'Outreach Program will commence in FY 13 and.accordingly a budget adjustment were,made;to add the,_funding (6500:65200!44429) and expenses (6500.65200.51120) for the parttime position that wilt start-in°the spring, The other projects will be included in the FY 14-15 budget. NOW, THEREFORE,,;BE IT.RESOLVED that the•City Council of the City of Petaluma: • .1. Approves aeeeptanceiof:FTASection 5316•JARC,funding.in`the amounts of$37,533:.and $16,000;:and 2. Approves acceptanceof FTA,Section531'7'NewFreedoms:Ti.hiding in the amount of $42;470;;and, 3. Approves a totallocatgrant match of$53,533 from TDA"Transit+operating funds; and 4.. Authorizes`the CityManagerto,;execute grant related documents for said grants. 4
