of the City of Petaluma, California
APPROVING PURCHASE OF TEN (10) PASSENGER WAITING
SHELTERS FOR PETALUMA TRANSIT
WHEREAS, Sonoma County Transportation Authority (SCTA) has been
designated by Metropolitan Transportation Commission (MTC) to assist with the Lifeline
Transportation Program in Sonoma County on behalf of MTC, and conducted a competitive call
for projects; and,
WHEREAS, City of Petaluma submitted a project(s) in response to the
competitive call for projects, seeking to purchase and install bus shelters in or adjacent to lower
income census block areas within Petaluma; and,
WHEREAS, City of Petaluma agrees to meet project delivery and obligation
deadlines, comply with funding conditions placed on the receipt of funds allocated to the
Proposition 1B Lifeline Transportation Program, provide for the required local matching funds,
and satisfy all other conditions set forth in MTC Resolution No. 4033; and,
WHEREAS, this action is exempt from the California Environmental Quality Act
(CEQA) pursuant to title 14, Chapter 3 of the California Code of Regulations (CEQA
Guidelines), including but not limited to sections 15301 (Existing Facilities) and/or 15303 (New
Construction or Conversion of Small Structures); and,
WHEREAS, the Petaluma Municipal Code section 4.04.100 provides that
purchases made through a cooperative purchasing program with the state, county or other public
agencies are exempt from provision of Chapter 4.04 of the Petaluma Municipal Code which
requires the City to conduct its own competitive bid process for certain purchases and
documentation as to the advantage of the cooperative purchase will be retained: and,
WHEREAS, there is no legal impediment to City of Petaluma making the
funding request.

NOW, THEREFORE BE IT RESOLVED, that City of Petaluma adopts this
Resolution Authorizing the Purchase of Ten (10)New Passenger Waiting Shelters from Tolar
Manufacturing, Inc., utilizing competitive pricing and assigned options from the FTA-approved
CaIACT/MBTA Purchasing Cooperative and directs the issuance of a purchase order in the
amount of$81,397.
