SUBJECT: Resolution Authorizing Award of Contract for the Magnolia Pump Station
Upgrade Project
It is recommended that the City Council approve the resolution authorizing the award of contract
for the Magnolia Pump Station Upgrade Project.
BACKGROUND
This project consists of reconstructing the Magnolia Potable Water Pump Station which was
constructed in 1971 and was included in the current CIP for completion during this fiscal year.
This is the oldest pump station in the City's potable water system and it has become unreliable
within the past several years with problems including: water hammer, no emergency power
disconnect, an electrical incident that damaged a PG&E transformer, and other numerous repairs.
There is no convenient back-up to this pump station if it fails as the use of McNear Pump Station
may result in water turbidity issues.
The proposed project will improve potable water delivery reliability to users and reduce current
manpower needed to constantly repair and operate the station. The project location is shown on
Attachment 2.
DISCUSSION
The project to reconstruct the potable water pump station will include electrical equipment,
transfer switch for emergency power, and electrical controls and instramentation. The
construction project will include startup and testing of all systems, including updating station
controls programming and SCADA.
The Notice Inviting Bids was issued on February 13, 2014. On March 12, 2014, four bids were
received as follows:

Lowest Responsible Bidder
The lowest responsible bidder, Pullman Construction, Inc. (Pullman), has performed electrical
projects for the City of Healdsburg and the County of Napa. Staff verified that Pullman possesses
a valid Class C-10 California Contractor's License, license number 913809, which expires on
April 30, 2014, that qualifies Pullman to perform the work.
Construction is scheduled to begin in May and to be completed by July of 2014. It is anticipated
that construction management, programming and inspection services will be conducted by City
staff with assistance by an outside consultant for electrical and mechanical expertise.
The proposed action meets Council Goals: "Plan for and implement priority capital projects as
funding permits."
FINANCIAL IMPACTS
The work at Magnolia Pump Station will complete the Pump Station Emergency Power Project
(C67401004). To date, $28,541.68 has been expended for pre -engineering, assessments, design,
and other pump station emergency repair work. The following table is a breakdown of the
emergency power budget and the estimated total project cost for Magnolia:

Once completed, staff anticipates transferring the excess budget of about $130,000 back to the
Water Enterprise Fund.

RESOLUTION AUTHORIZING THE AWARD OF CONTRACT FOR
THE MAGNOLIA PUMP STATION UPGRADE PROJECT
WHEREAS, in accordance with the City of Petaluma Charter and Municipal Code,
California Public Contract Code Section 20162 and other applicable law, City staff prepared
construction bid documents and solicited bids for the Project; and
WHEREAS, the project was bid on February 13, 2014, and four (4) bids were received
and opened on March 12, 2014 in accordance with applicable law; and
WHEREAS, the lowest responsible bid for the Project was submitted by Pullman
Construction, Inc. (Pullman) from Middleton, CA for $132,227.50; and
WHEREAS, staff has determined that the Contractors bid satisfies the bidding
requirements for the Project; and
WHEREAS, staff has verified that Pullman possesses a valid California Contractor's
License, Class C-10, number 913809 that qualifies Pullman to perform the Project; and
WHEREAS, the Project is categorically exempt pursuant to California Environmental
Quality Act ("CEQA") and Title 14, the California Code of Regulations ("CEQA Guidelines"),
Section 15302, because the project consists of replacement and reconstruction of existing utility
systems and/or facilities involving negligible or no expansion of capacity.
WHEREAS, the funds available are in the 2013/2014 project budget; and
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City hereby:
1. Approves a construction contract contingency of $20,000, and
2. In accordance with the City of Petaluma Charter and Municipal Code, California Public
Contract Code Section 20162 and other applicable law, waives any and all non-
conformance in the bid of Pullman for the Magnolia Pump Station Upgrade Project,
Project No. C67401004, finds the bid of $137,227.50 to be the lowest, responsive bid and
further finds that Pullman is the lowest responsible bidder.
3. Awards the contract for the Magnolia Pump Station Upgrade Project, Project No.
C67401004 to Pullman in the amount of $137,22750, the amount of the lowest
responsive bid, conditioned on Pullman's timely executing the project contract and
submitting all required documents, including but not limited to, executed bonds,
certificates of insurance, and endorsements, in accordance with the project bid
documents.
4. Directs staff to issue a notice of award to Pullman Construction, Inc.
5. Authorizes and directs the City Manager to execute the project contract on behalf of the
City of Petaluma upon timely submission by Pulhnan of the signed project contract and
all other required document, including but not limited to, executed bonds, certificates of
insurance, and endorsements, in accordance with the project bid documents.
