A RESOLUT.IQN APPROVING THE I_S'SUANGE OF A
NEGATIVE DECLARATION PURSUANT TO THE
GALIFORNIA ENVIRONMENTAL QUALITY ACT
FOR AMEN:DING ARTICLE 1, SECTION 1 203; AND
ADDIN'G ARTICLE 13, 5ECTION 13.419 OF
ZONING ORDINANCE NO. 1072 N.C.S.
WHEREAS, the City Planning Commission has recommended the issuance of a
Negative Declaration pursuamt to the California Environmental Quality Act
(CEQA) for the following. project:
Amending Ordinance No. 1072 N.C.S.. (the Zoning Ordinance) as
follows :
Article 1, Seetiqn 1-203; to provide a definition for fortune-telling and
related activities; and adding Article 13, Section 13-419 to allow
fortune-telling and related activities as described in Section 1.203 as a
conditional use within the C-H~ (Highway Comr~iercial) Zoning District.
NQW, THEREFORE, BE IT RESOLVED that the issuance of said Negative
Declar,ation p.urs.uant to GEQA is hereby approved, based on the following
findings:

1. The project does not have the potential to degrade the quality of the
environment, substantially reduce the habitaf of a fish or wildlife
species, cause a fish or wildlife population to drop below

self-sustaining levels, threaten to elim'inate a plant or animal
community, reduce the number or restrict the range of a rare or
endangered plant or animal or eliminate important examples of major
periods of California history or prehistory.
2. The project does not have the potential to achieve short term to the
disadvantage of lon.g term environmental goals .
3. The project does not have impacts which are individually limited but
cumulatively considerable.
4. The project does not have environmental effects which will cause
substantial adverse effects in human beings either directly or
indirectly .
