RESOLUTION ADOPTING THE STATE-CERTIFIED
1999-2006 CITY OF PETALUMA HOUSING ELEMENT
WHEREAS, the State of California Housing Element Law (Government Code Article 10-6,
Sections 65580-65589.5) finds that the "availability of housing is of vital statewide importance
and the attainment of decent housing and a suitable living environment for every California
family is a priority of the highest order"; and,
WHEREAS, State law requires that the Housing Element "shall consist of an identification and
analysis of existing and projected housing needs and a statement of goals, policies, quantified
objectives and scheduled programs for the preservation, improvement, and development of
housing; and,
WHEREAS, the City of Petaluma submitted an Element for review by the State Department of
Housing and Community Development which addresses the community's 1999-2006 affordable
housing needs and presents a land use, fiscal, and programmatic plan to meet the City's Regional
Housing Needs Determination, as distributed by the Association of Bay Area Governments
(ABAG); and includes:
® An evaluation of the 1999 Housing Element
® Updated demographic data, land use and planning information
® A discussion of governmental and non-governmental constraints
® An inventory of resources available to meet housing goals
® The city's specific housing programs, policies, and programs
® Quantified objectives for the City to use in addressing its housing needs through 2006
WHEREAS, the State of California reviewer has submitted a letter of certification to the City of
Petaluma on October 17, 2002 stating that "the element will be in full compliance with the law
when adopted..."
NOW, THEREFORE, BE IT RESOLVED that the City Council of Petaluma adopts the
Housing Element of the General Plan as certified by the State Department of Housing and
Community Development and attached hereto as Exhibit A.
BE IT FURTHER RESOLVED THAT the appropriate City Departments will be responsible
for the implementation of the 1999-2006 Housing Element.

BE IT FURTHER RESOLVED THAT the existing In-lieu Fee Schedule for implementation
of Housing Element requirements for projects and programs which serve the broad spectrum of
need, including homeless programs, senior and family rental housing, homeownership programs,
and special needs housing for very-low, low, and moderate income housing remains at the
current level pending aCity-wide fee analysis.
