It is recommended that the City Council adopt the attached resolution approving street closures
on Second Street between B Street and D Street every Wednesday from June 2, 2010 through
September 1, 2010 from 2 PM to 8 PM for a weekly Farmers' Market.
BACI~GROiJND:
The Wednesday Farmers' Market is a weekly event designed to provide local farmers a location
to market their goods directly to the community. The event has been held on Second Street
every Wednesday during harvest season for the past two years. The event is both well
established and well managed.

The Wednesday Farmers' Market is a weekly event designed to provide local farmers a location
to market their goods directly to the community. The event. has been held on Second Street
every Wednesday during harvest season for the past two years. The event is beneficial for the
City'of Petaluma in that it brings many people to the downtown area and enhances business.
Public Works intends to have permanent signs in place :posting the street closure areas 24 hours
in advance. of the first event scheduled June 2, 2010. Additionally, a minimum of two parking
spots at the south end of Second Street at D Street will be reserved for Petaluma Fire Department
parking. Event orgariizers have agreed to pay all City of.Petaluma costs associated with this
event.
The City Council may elect to approve the road closure as described in this report. The City
Council may elect to limit the road closure to the previous year's size which extended on Second
Street from D Street to C Street. The City Council may elect to deny the road closures.

WHEREAS, the Petaluma Farmers' Market is requesting permission to hold a Farmers'
Market each Wednesday from June 2, 2010 through September 1, 2010 from 4:30 PM to 8 PM
on Second Street between B Street and D Street; and
WHEREAS, the Farmers' Market event would require the closure of Second Street
between B Street and D Street on each Wednesday from 2 PM to 8 PM; and
WHEREAS, the Farmers' Market has demonstrated success in managing this event in
past years; and
WHEREAS, the Farmers' Market has demonstrated success in attracting additional
business to the downtown area merchants.
NOW, THEREFORE, BE IT RESOLVED that the City Council hereby authorizes the
Petaluma Police Department to close Second Street Between B Street and. D Street every
Wednesday from June 2, 2010 through September 1; 2010 from 2 PM to 8 PM for a weekly
Farmers' Market, subject to all conditions of the encroachment permit and special events permit
issued by the Petaluma Police Department relating to said use.

City of Petaluma as an additional insured party for general liability coverage. The insurance requirement
will be waived for persons or groups sponsoring First Amendment Events on city streets/sidewalks or
parks who cannot afford to purchase insurance for their event. First AmendmentEvents includes marches
and assemblies to support/protest goveriunentpolicies or decisions, or'to express religious or political
beliefs.
To request a waiver you must first determine whether your group can afford insurance coverage. Check
with a licensed insurance agent to determine the cost of purchasing insurance far your event. If you
