Funds for the City's Transit System for FY 2010=2011
REC®MMENDA~'ION:
It.is recommended that the:City Council adopt the attached resolution.authorizing the filing of an
application with the Metropolitan Transportation Commission.for allocation of Transportation
Development Act/ State Transit Assistance funds for the City's transit system for FY 2010-2011.
BACKGROUND:
The Transportation Development Act (TDA) provides two major sources of funding for public
transportation: the Local Transportation Fund (LTF) and the State Transit Assistance fund (STA).
These funds are for the development and support of public transportation in California. Revenue is
derived from one-quarter cent sales tax, which is returned by the.;State Board of Equalization to each
countyin the amount of tax collected, in the county;':and then disbursed according to population.
Although revenues are held in the County Treasury; the Metropolitan Transportation Commission, as the
Transportation Planning.,Agency.for the region, has the responsibility for approving applications and
.,ensuring tha"t funds are used for eligible expenditures. Once. an. application is approved payment is •
authorized byal~loeaton.instr-uctons issued bythe MTC, which:may call for payment in'a lump sum,, in
installments; or as funds'become avalabTc. Thisrepresents the main source of funds'used fo operate.
Petaluma's f xed route and paratranst service. The estimated FY 20'10-2'011 TDA balance offends for
Petaluma is $1;078,227, $323,,239;n STA funds is also anticipated, The STA program was recently
reinstated by•legislative action and will provide a partial"buffer for the declined TDA revenues.
I)ISCUSSI®N:
An initial TDA apportionment exists for-eaeh.city in the County, as well as for Golden Gate Transit and
Sonoma County Transit, the County's intercity and regional transit. providers. Of this initial

apportionment of $1,782,363, $513,9,44 (28:835%) is paid to Golden Gate Transit for regional service to
1Vlarin and San Francisco, and $158,493 •(;8.,89%) is dedicated to Sonoma County Transit to support
intercity routes 44 and 48 (Rohnert Park/SS.U & Santa Rosa). An additional $31,699 is apportioned to
Sonoma County Transit for intercity paratransit services. This leaves,Petaluma with an estimated
$1,078,227 to support fixed route and paratransit service within the city limits.
FINANCIAL IMPACTS:
Petaluma's total available TDA funding of $1,078,227 for the 2010-2011 fiscal year decreased by
$174;873, from FY 2009-2010. This directly reflects the declining sales tax revenues generated in
Sonoma County during this prolonged recession. In FY 2010=201.1, this revenue shortfall; as well as the
revenue shortfall in Measure M, which is also asales-tax-based revenue, will be compensated through a
combination of budget reductions, maintenance savings, increased paratransit efficiencies, and a
possible fare increase. Additionally; as a recently approved Federal Transit.Administraton grantee, the
City of Petaluma expects to receive federal 5307 Preventative Maintenance funding, which can be used
to help offset these shortfalls. The positive development for Petaluma Transit's budget is the recent
reinstatement of $323,239 in STA revenue (from the gas tax swap) to pre-2008 levels. These reinstated
funds will allow Petaluma Transit to minimize service reductions overtime, and rebuild reserves.. In
addition to requesting all the available TDA and STA funding for the year, Petaluma will also be
requesting $27,033 of its prior year reserves to complete the local match for an upcoming bus purchase.
This is arevenue-generating proposal for FY 2010-2011.

W>FIEREAS, the Transportation. Development Act {TDA) ,(Public Utilities Code §99200 et seq.);
provides for disbursement of funds from. the Local. Transportation Fund (LTF) ~of the County of Sonoma
for use by eligible applicants for the purpose of fixed route and paratransit service; and
WI~EREAS, pursuant to -the provisions of the TDA, and pursuant to the applicable rules and
re ulations'hereunder 21 Cal. Code ofRe s. 6600 se a ros ective a licant wishin to receive an
allocation from the Local Transportation Fund (LTF) shall file its claim with the Metropolitan
Transportation Commission; and
WI=IEREAS, the State Transit Assistance (STA) fund is created pursuant to Public Utilities
Code, Section 99310 et seq.; and
WIIEREAS, TDA `funds from the Local Transportation Fund of Sonoma County and STA. funds
will be required by applicant in• Fiscal Year 2010-2011 for fixed route and paratransit service; and
WIIEREAS, the City of Petaluma is aneligible-applicant for TDA and/or STA funds, pursuant
to Public Utilities Sections 99260,'99260(a).and 99400,. as attested by the opinion of counsel dated April
2010. ~ '
NOW, TIIEREEORE', BE IT'-RESOLVED by the City Council of the City of Petaluma that
the City Manager is authorized to execute and file appropriate TDA/STA applications,. together with all
'pecessary supporting documents, with the .Metropolitan. Transportation Commission for an allocation. of
' TDA-:and STA funds in Fiscal Year 2010-2011; and
BE IT >F'U>EtTHER' RESOLVED, that a copy of this Resolution be transmitted to the.
. Metropolitan Transportation Commission, in conjunction with. the filing of the claim; and the
Metropolitan Transportation Commission~be requested to grant the allocation of fiinds as specified in
Exhibit A, attached and incorporated herein by reference.
