TO: Honorable Mayor'and 1Vlembers of the City Council through City Manager FROM: Vincent Marengo, Public Works Director SUBJECT: Resolution Ratifying the Submission of Two Applications to the Sonoma County Transportation Authority for 2010 Transportation for Clean Air Program Grants for an Interim Bike Boulevard Project on D-Street, from Lakeville .Street to Payran, Street, and for Citywide Transit Marketing, and Authorizing City Manager to Receive Grant-Funds and Execute All Documents Related to Said Grants REC®MIVIENDA'I'ION: It is recommended that the City Council adopt the. attached resolution ratifying the submission of two applications to the Sonoma County Transportation Authority for 2010 Transportation for Clean Air Grants for an Interim Bike Boulevard Project on. D Street, from Lakeville Street to Payran Street, and for citywide transit marketing, and authorizing City Manager to receive grant funds and execute all documents related to said grants. BACKGR®UND: The Sonoma County Transportation Authority(SCTA) is the Program.-Manager for the Bay Area Air Quality Management District's (BAAQMD) Transportation Fund ,for Clean Air (TFCA) Program Manager fund. This hind is also known as the AB 434, Program. The SCTA is charged with administering: the program and approving an Expenditure Plan and a Program of Projects to utilize these funds each year. TFCA funds are generated .through a •$4.00 vehicle registration surcharge. The Program Manager fund`s .consist of 40% of these revenues, wh'eh are guaranteed to return to each County of:orgin. The BAAQMD area extends-over the southern part of Sonoma County only, in which the City of Petaluma is included. .All TFCA projects must .demonstrate an air• quality benefit:-.specifically, a reduction of motor vehicle. emissions -and' must meet minimum air district requirements for eligibility and cost effectiveness. March. 8, 201.0 with a grant application, deadline of April 12, '2010, with an expected award announcement to follow in'May 2010. DISCJSSION: Pefaluma:has submitted two applications. to the SCTA for- the FY 2010/2011 funding cycle. One: .application is, for a Petaluma Transit Marketing Program and the other ~is for an Interim East D Street Bike Boulevard Project (from Lakeville Street to Payran Street). Petaluma Transit Marketing Program Petaluma will use TFCA funds to sustain and expand the new Petaluma Transit marketing program.. Petaluma Transit will employ industry best practices to increase ridership via improved service information at bus stops, and .key trip generators (schools, transit transfer centers, public facilities, senior centers, etc). Recent improvements. in two-way communication with riders will increase. Petaluma has increased ridership in FY 09-10 via (2007) TFCA funding by .conducting market research. and outreach to two key demographic rider groups, students and seniors.: Ridership :has risen from 154,500 in FY 08-09 to (a projected) 160,000 in FY 09-10.(as other systems have lostridershtp); without any significant improvements to the route network itself. Ivlaj or route improvements are to be implemented in July 2010, which, whileaaving money, also'will improve transit service for the majority of Petaluma Transit customers. The improvements will better align service provision with demand, protecting productive routes and eliminating duplication. The new route network will require extensive marketing elements, .including bus stop schedule information holders,. new bus schedule books, kiosk and point of sale posters, and strategic print media placement, such. as school publications and senior oriented newsletters. Ridership is estimated to increase by a total of 164 daily trips by FY 11-12 (from 6.10 weekday hoardings to 774), due to better community awareness of, and .familiarity with use of Petaluma Transit. :Interim East D Street Bike Boulevard The goal of the Interim East p S"treet Bike Boulevard Project (from Lakeville Street to Payran Street) will be to encourage more'.bicyclists to use East D Street as an alternative to East Washington Street, as well as to enhance bicycle safety and convenience. The modifications should also calm traffic and improve pedestrian safety. Work will generally .consist of removing existing; stop'sgns' and installing traffic delineators as interim traffic circles and creating liulb- outs .at: each,intersection. If the interim. project proves successful, ..funds will be sought ao implement the projectimprovements permanently. FINANCIAL IMPACTS: The City of Petaluma.. is requesting. $60;000 in TFCA grant funding for the Petaluma Transit Marketing program and $50,000 for the Interim East D'Street Bike Boulevard Project, for a total request of $~1,1.O~O4Q0_ Design for the Bike Boulevard Project will be completed by a traffic engineering consultant, with construction and inspection completed by Public Works crews. All direct billing for desgn.and construction are eligible. for 100% reimbursement. Grant administration; .accounting and overhead are.not reimbursable under this program. No other funding is foreseen to be needed on this project. _ .. 2 If successful, the projects must commence in 2010. Projects must be completed and funds expended within two .years. TRANSIT MARKETING, AND AUTHORIZING THE CITY,MANAGER'TO RECEIVE GRANT FUNDS AND EXECUTE ALL DOCUMENTS RELATED TO SAID GRANTS WHEREAS; the Bay Area Air Quality Management District ('BAAQMD) provides state funds for city and county projects that reduce on-road motor vehicle emissions through the Transportation Fund .for -Clean Air Program (TFCA); and WHEREAS, the Sonoma County Transportation Authority (SCTA) is the Program Manager for the .Bay Area Air Quality Management District's (BAAQMD) 20.10/2011 Transportation Fund for Clean Air (TFCA) Program Manager fund; and WHEREAS, to meet the April 12,.2010 filing deadline, City Staff submitted: two TFCA Program Manager Fund applications: the Petaluma Transit Marketing. Program and an Interim East D Street Boulevard Project (from Lakeville Street to Payran Street); and WHEREAS, the two submitted TFCA .grant applications for the Petaluma Transit. Marketing Program ($60,000) and an Interim East D Street Bike Boulevard Project ($50;000) total $110,0.00 in TFCA .grant funding, which, if awarded, will be sufficient funds for the entire projects; and WHEREAS, if selected, the City of Petaluma wi1T enter into a funding agreement with the SCTA to complete the project(s). NOW, THEREFORE, BE IT `RESOLVED that the City of `Petaluma .City Council hereby: Ratifies the submission of two TFCA Program Manager grant applications for the Petaluma Trarist Marketing Program ($60,000) and an Interim East D Street Bike Boulevard Project ($50,000), totaling $1-10,000 in TFCA grant funding. 2..
