HomeMy WebLinkAboutStaff Report 3.E 5/19/201401 DATE: May 19, 2014 Agenda Item #3.E TO: Honorable Mayor and Members of the City Council through City Manager FROM: Dan St o E — Director, Public Works & Utilities Larry Zimmer, P.E. — Capital Improvements Division Manager SUBJECT: Resolution Approving the Budget and Authorizing Award of Contract for Water and Sewer Main Replacement and Rehabilitation — 2013/2014 Projects RECOMMENDATION It is recommended that the City Council approve the resolution authorizing the award of contract for the Water and Sewer Main Replacement and Rehabilitation 2013/2014 Projects. BACKGROUND To maintain and improve the condition of the City's water and wastewater systems, the Department of Public Works and Utilities annually replaces or rehabilitates deteriorating water and sanitary sewer mains throughout the City. City staff has developed a 5 -year priority list of water and sewer lines needing replacement. These projects are cross referenced with the City's street maintenance program, development projects, and proposed PG&E work to endeavor to assure that new or nearly new pavement will not be impacted. The sewer rehabilitation projects include backyard pipe bursting at Phillips Ave to Mountain View, Mission Drive to Middlefield, and McNear Ave to Middlefield. Pipe bursting is a process requiring less excavation where a new pipe is threaded through an old pipe, bursting the old pipe as it goes so the new pipe can be the same diameter as the old pipe. The sewer main replacement projects include portions of Cherry Street, Middlefield, Kent Street, 8111 Street, and Wallace Court. The Mission Drive water and sewer main replacement will replace approximately 900 feet of undersized 2 and 4 -inch water mains with a new 8 -inch water main, new water service laterals and fire hydrant, and remove and replace approximately 400 feet of old and deteriorated 6 -inch vitrified clay pipe (VCP) sewer main with a new 8 -inch sewer main. The Mission Drive project limits are from Mountain View Avenue to Middlefield Drive. The Mission Drive portion of the project will also resurface the existing street. The sewer mains in portions of 8th Street, Wallace Court, Kent Street, Middlefield Drive, and Cherry Street are old and deteriorating and in need of replacement. The removal and replacement includes approximately 2,000 linear feet of 8 inch sewer main. The project also includes removal Aeenda Review: City Attorney Finance Director City Manag and replacement of sewer manholes along the entire length of the project. Resurfacing of the street is included on Wallace Court and Cherry Street. The sewer rehabilitation portion of the project includes backyard pipe bursting on McNear Avenue, Mission Drive, Middlefield Drive, and Philips Avenue to Mountain View Avenue. A new pipe will be pulled through the deteriorated 6 -inch backyard mains. The laterals will be reconnected at the mains within the existing easements. This project will improve service, reduce maintenance costs and significantly reduce inflow and infiltration. The project location is shown on Attachment 2. The proposed action meets Council Goal: "Plan for and implement priority capital projects as funding permits." DISCUSSION The Notice Inviting Bids was issued on March 18, 2014. On April 23, 2014 four bids were received as followings: Name of Bidder Bid Total Team Ghilotti, Inc. $ 1,389,385 Lowest Responsible Bidder W.R. Forde Associates, Inc. $ 1,689,351 Argonaut Contractors $ 1,734,552 D&D Pipelines. Inc. S 1,910,061 Engineer's Estimate $ 1,750,000 The lowest responsible bidder, Team Ghilotti, Inc., has performed similar projects for the City of Petaluma, City of Santa Rosa, City of Mill Valley, and the San Rafael Sanitation District. Staff verified that Contractor possesses a valid Class A California Contractor's License, license number 895384, which expires on April, 30 2015, that qualifies Contractor to perform the work. Construction is scheduled to begin in June of 2014 and to be completed in December of 2014. Construction management and inspection will be conducted by City staff. The project was designed by City staff without reliance on consultants except for geotechnical, survey, and material testing specialists. FINANCIAL IMPACTS The total projects budget for the Water and Sewer Main Replacement and Rehabilitation 2013/2014 Project (C66401417, C67501303, and C66501003) is $2,065,385. The projects expend $1,503,455 from Sewer Main Replacement (C66401471), $539,500 from Water Main Replacement (C67501303), and $72,430 from Sewer Manhole Rehabilitation (C66501003). The following is a breakdown of the budget: Construction Contract (low bid) $1,389,385 Design (City Staff) $ 62,000 Administration $ 16,000 Construction Management & Inspection $ 172,000 Salaries/Benefits $ 119,000 CIP Overheads $ 27,000 Contingency/Remaining Budget $ 280,000 TOTAL: $2,065385 It is not anticipated that the contingency will be entirely spent and the remaining contingency funds will be proportionally returned to their funding source. Location Map Attachment 1 RESOLUTION APPROVING THE BUDGET AND AUTHORIZING THE AWARD OF CONTRACT FOR THE WATER AND SEWER MAIN REPLACEMENT AND REHABILITATION 2013/2014 PROJECT WHEREAS, city staff has prepared construction bid documents and advertised for construction the Water and Sewer Main Replacement and Rehabilitation, Project Numbers C66401417, C67501303, and C66501003, ("the Project"); and WHEREAS, in accordance with the City of Petaluma Charter and Municipal Code, California Public Contract Code Section 20162 and other applicable law, City staff solicited bids for the Project; and WHEREAS, the project was bid on March 18, 2013, and four (4) bids were received and opened on April 23, 2014 in accordance with applicable law; and WHEREAS, the lowest responsible bid for the Project was submitted by Team Ghilotti, Inc. from Petaluma, CA for $1,389,385; and WHEREAS, staff has determined that the Contractor's bid satisfies the bidding requirements for the Project; and WHEREAS, staff has verified that Team Ghilotti, Inc. possesses a valid California Contractor's License, Class A, number 895384 that qualifies Contractor to perform the Project; and WHEREAS, the project is categorically exempt pursuant to California Environmental Quality Act (CEQA) and Title 14, the California Code of Regulations ("CEQA" Guidelines"), Section 15302, because the project consists of replacement and reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity. WHEREAS, the funds made available are in the 2013/2014 water and wastewater collection system budget; and NOW, THEREFORE, BE IT RESOLVED that the City Council of the City hereby: 1. Approves the project budget of $2,065,385 2. In accordance with the City of Petaluma Charter and Municipal Code, California Public Contract Code Section 20162 and other applicable law, waives any and all non- conformance in the bid of Contractor for the Water and Sewer Main Replacement and Rehabilitation 2013/2014 Project, Project Numbers C66401417, C67501303, and C66501003 and finds the bid of $1,389,385 to be the lowest, responsive bid and further finds that Team Ghilotti, Inc. is the lowest responsible bidder. 4 Awards the contract for the Water and Sewer Main Replacement and Rehabilitation Project, Project Numbers C66401417, C67501303, and C66501003 to Team Ghilotti, Inc. in the amount of $1,389,385, the amount of the lowest responsive bid, conditioned on Team Ghilotti, Inc.'s timely executing the project contract and submitting all required documents, including but not limited to, executed bonds, certificates of insurance, and endorsements, in accordance with the project bid documents. 4. Directs staff to issue a notice of award to Team Ghilotti, Inc. Authorizes and directs the City Manager to execute the project contract on behalf of the City of Petaluma upon timely submission by Team Ghilotti, Inc. of the signed project contract and all other required document, including but not limited to, executed bonds, certificates of insurance, and endorsements, in accordance with the project bid documents.
