SUBJECT: Resolution Amending the Pay Rates for Part -Time Positions
RECOMMENDATION
It is recommended that the City Council adopt the attached resolution amending the Pay Rates
for Part -Time Positions if the City Council increases the Living Wage for FY 2014/15, effective
July 1, 2014.
BACKGROUND
A related item is on the Council's agenda for May 19, 2014, that would, with Council approval,
increase the Living Wage rate for FY 2014/15. The City's part-time classifications of Building
Attendant, Marina Attendant, Tiny Tots Teacher I, and Ramp Attendant are subject to the Living
Wage. These positions, and Recreation positions benclunarked to the City's Living Wage
positions, were last adjusted by 2.2% effective July 1, 2013.
If the City provides a 2.6% pay rate adjustment to those employees in Living Wage positions
effective July 1, 2014, there are positions benchmarked to Living Wage position classifications
in the Recreation Services Division that have been treated in the sante manner. In order to
maintain pay rate consistency among those positions that are related and/or similar, but are not
subject to the Living Wage ordinance, it is recommended that those part-time position
classifications also receive the 2.6% cost of living adjustment effective July 1, 2014. The
affected positions and rates of pay are listed in Attachment A.
FINANCIAL IMPACTS
Increasing the Living Wage by 2.6 percent, effective July 1, 2014, will result in a total estimated
increased cost to the City in FY 2014/15 of $10,166. The General Fund's share of this cost is
$8,790. The estimated cost of adjusting the hourly wage of City of Petaluma Living Wage
positions is $4,512 and $5,654 for those Recreation positions benchmarked to the City's Living
Wage positions.

ATTACHMENT I
RESOLUTION AMENDING THE PAY RATES
FOR PART-TIME POSITIONS
WHEREAS, the December -to -December Consumer Price Index for San
Francisco -Oakland -San Jose (CPI -U) indicates an overall increase of 2.6% in Bay Area
consumer prices firom December 2012 to December 2013; and,
WHEREAS, the City Council of the City of Petaluma, pursuant to Petaluma
Municipal Code Section 836.060.1), adopted a 2.6% cost of living adjustment to the
Living Wage effective July 1, 2014 based upon the most recent December 2012 to
December 2013 Consumer Price Index for San Francisco -Oakland -San Jose (CPI -U);
and,
WHEREAS, the City of Petaluma's part-time positions of Building Attendant,
Marina Attendant, Ramp Attendant, and Tiny Tots Teacher I are subject to the Living
Wage and will receive an increase of 2.6 percent effective July 1, 2014; and,
WHEREAS, the City wishes to maintain pay rate consistency within certain part-
time positions which are related, and/or similar to the City's Living Wage positions, but
are not subject to the Living Wage ordinance; and,
WHEREAS, the City last adjusted the pay rates for certain part-time positions
effective July 1, 2013 by 2.2 percent; and
WHEREAS, the schedule of pay rates for the part-time positions recommended
for the pay rate adjustment of 2.6 percent are amended and listed (as attached hereto and
marked Exhibit A).
NOW, THEREFORE, BE IT RESOLVED that the City Council does hereby
approve a 2.6% pay rate adjustment for the part-time positions listed in Exhibit A; and
BE IT FURTHER RESOLVED that the 2.6% pay rate adjustment shall be
effective July 1, 2014.
