RESOLUTION AMENDING
RESOLUTION N0.99-180 N.C.S.
COMPENSATION PLAN FOR EMPLOYEES IN UNIT 4
(PROFESSIONAL)
WHEREAS, the employees in Unit 4 are not represented by any recognized employee
organization; and,
WHEREAS, the City Manager, pursuant to Section 28, Cit of Petaluma City Charter, is
required and empowered to make a recommendation to the City Council on matters related to
employee's compensation; and,
WHEREAS, the City Manager has recommended that Salary provision of the
Compensation Plan for employees in Unit 4 be amended,
NOW, THEREFORE, BE IT RESOLVED that the supplemental wage and benefits as
specified in the attachment for employees in this Unit, being in the best interest of the City., be
approved and shall be effective July 8, 2002 through June 30, 2003.
Under the power and authority conferred upon this Council by the Charter of said City.

Unit 4 (Professional)
Compensation Plan
Fiscal Year 2002-2003
This COMPENSATION PLAN shall be presented to the City Council of the
CITY OF PETALUMA as the recommendation of the City Manager for salary and employee
benefit adjustments for the period July 8, 2002 and ending June 30, 2003.
SECTION 1
TERM OF AGREEMENT
This COMPENSATION PLAN shall be effective fora one (1) year Perm for fiscal year
commencing July 8, 2002 and ending June 30, 2003.
SECTION 2
SALARY
The City agrees to a general wagerincrease of 3 1/~% retroactive to the first pay period of
fiscal year 2002-2003. (Pay period beginning on July' 8, 2002)
SECTION 3
MEDICAL INSURANCE
The City agrees to continue to fund fhe health care benefit up to the full family premium
rate of Health Plan of the Redwoods through December 31, 2002. On January 1, 2003,
the City will provide the health care benefit up to a maximum of $673.95 per month. All
other provisions in the .COMPENSATION PLAN will remain the same.
SECTION 4
VISION INSURANCE
The vision plan will. be changed to a 12/12/12'plan or as follows:
^ Exam every 12 months with $25.00 co-pay
^ Frames every 12 months with a maximum benefit of $120.00
^ Lenses every 12 months with a maximum benefit of $200.00
The City will continue to use a third party to administer the program.

SECTION 5
BILINGUAL PAY
The City :agrees to increase Bilingual pay to $200 per month. All other provisions
in the COMPENSATION PLAN will remain the same. This provision is retroactive to
the first pay period of fiscal year 2002-2003. (Pay period'beginning on July 8, 2002)
SECTION 6
FAMII:I' MEDICAL LEAVE ACT
The City' will change the wording,in the COMPENSATION PLAN to comply with the
State's Domestic Violence Victim's Leave requirements.
SECTION 7
DISCIPLINE PROCEDURE
The City will amend the COMPENSATION PLAN so that "letters of counseling" in the
employee's personnel file will only be retained. for two years rather than three years.
Replace theword "supervisor" with "manager" to'the Informal Action section of the
above stated section of the COMPENSATION PLAN.
SECTION 8
TEMPORARY WORK OUT OF CLASSIFICATION
Add the following wording "that it must be .approved by the Department Head prior to
the employee. working out of classification" to the above. stated section of the
COIvIPENSATION PLAN.
SECTION 9
SICK LEAVE
Replace the wording "his/her immediate superior or the Personnel Office" with
"`Department Head" to the above stated section of the COMPENSATION PLAN:

GRIEVANCE PROCEDURE
Increase the number of days from-five (5) to ten (10) working. days in the section. dealing
with the,Department Head's and Personnel Officer's response to the above stated section
of the COMPENSATION PLAN.
