DENYING THE APPEAL RE SPARC
AP,PROVAL O'F CHANGES TO
WINDO.WS OF OLD CHURCH BUILDING AT 17 KELLER STREET
WHEREAS Debbie Riddle, on behalf of the Heritage Homes Organization, has
appealed the action of the Site Plan and Architectural Review Committee of
April 25, 1985, approving a reduction in height and change in shape of the
windows of the old church building at 17 Keller Street, Petaluma,
California; and
WHEREAS the matter has been properly brought befbre and heard by the
City Council and the applicants and all interested parties were permitted to
be heard; and
WHEREAS, the City Council hereby finds as follows:
1. The retention of the original windows would be the best architectural

solution ;
2. Gothic windows are aharacterized by a proportion which is much taller
than it is wide; and
3. A trend in Petaluma has been . to .retain and restore the historical
architecture of the town, rather than to make it over,
NOW, THEREFORE, BE IT RESOLVED that based on the foregoing findings,
the appeal is hereby denied and the action of. the Site Plan and
Architectural Review Committee is upheld with , the original conditions as
listed below numbered 1 to 11 with the addition of a condition #12.

1. A planting plan shall be prepared to fully shield the sidewalk view of
the front deck, subject to staff approval. Alternately, this area may
be shielded with lattice or other woodwork, to staff approval.
2. A railing shall be added to the outside deck per UBC; design subject
to staff approval. The railing design shall harmonize with the
traditional architecture of the building.
3. A minimum of five street trees shall be planted in rhythm with parking
spaces in front of the site, species subject to staff approval.
4. Deteriorated portions of the sidewalk fronting the site shall be
repaired subject to approval of the City Engineer.
Additional standard 5PARC conditions:
5. All trees shall be fifteen gallon size, double staked; all shrubs shall
be five gallon size. All landscaped areas not improved with lawn shall
be protected with a two-inch deep bark mulch as a temporary measure
until the ground cover is established.
6. All plant material shall be served by a City approved automatic
underground irrigation system.
?. All planting shall be maintained in good growing condition. Such
maintenance shall include, where appropriate, pruning, mowing,
weeding, cleaning of debris and trash, fertilizing and regular
watering. Whenever necessary, planting shall be replaced with other
plant materials to insure continued compliance with applicable
landscaping requirements. Required irrigation systems shall be fully
maintained in sound operating condition with heads periodically cleaned
and replaced when missing to insure continued reguIar watering of
landscape areas, and health and vitality of landscape materials.

8. All outdoor mechanical equipment shall be fully visually screened upon
installation subject to the approval of the Community Development
Department.
9. Trash enclosure screens shall be protected from vehicular movements
with minimum three foot wide curbed landscape buffers, and shall be
designed to conform with all specification of the City Trash Enclosure
Screen Design Standards.
10. Location and design of exterior lighting fixtures shall be shown on
plans and be subject to approval of the Community Development and
Planning Department. Such lighting shall be of a low level type and
conform to the City's performance standards.
11. Any outdoor advertising signs shall be submitted for review and
approval of the Community Development Department.
12. The windows of the building may be modified to provide rectangular
clear windows in the same proportion and positions as the pointed-top
gothic windows that now exist. Height of said revised windows may
include part of an awning as part of the height.
NOW, THEREFORE, BE IT FURTHER RESOLVED that window revisions are
subject to staff review and that those that ha~e brought this appeal should
be informally invited to comment on the design.
