AND SENIOR REDEVELOPMENT PROGRAM MANAGER
WHEREAS, the classification titles and specifications as adopted by Resolution No. 90-147
N.C.S., are hereby amended by establishing the classifications of Engineering/Traffic Manager, Housing
Project Manager, Redevelopment Project Manager, Redevelopment Program Manager, Senior
Redevelopment Program Manager, Plans Examiner/Deputy Chief Building Official, and City Engineer
(as attached hereto and marked Exhibit A and made a part hereof); and
WHEREAS, the establishment of the pay ranges and unit assignments for the classifications as
listed below, are hereby amended by the corresponding Resolutions listed below, effective the pay period
of November 25, 2002.

SUMMARY
The Engineering Manager for Public Facilities & Services directs, coordinates and exercises
functional authority for planning, organization, control, integration and completion of
engineering maintenance projects, and specialized traffic and transportation functions, within the
Department of Public Facilities and Services, by performing the following duties personally or
through subordinate staff. The Engineering Manager has day-to-day responsibility for the
management and operations of multiple sections of the Department of Public Facilities and
Services under the functional units of Civil Engineering and Traffic Engineering. The
Engineering Manager uses considerable independent judgment and discretion in staff supervision
and delegated administration and management, including the prioritization and coordination of
department goals and objectives.
CLASS CHARACTERISTICS
The Engineering Manager classification functions as an assistant to the department head with
emphasis on both field and office engineering functions. In addition, this mid-management
position directs the work of staff and contractors. This class is distinguished from the Director of
Public Facilities and Services in that the latter has overall management responsibility for all
public works engineering and activities. The Engineering Manager may act for the Director as
assigned.
ESSENTIAL DUTIES, SKILLS, AND DEMANDS OF THE POSITION
Duties:
Under direction of the Director of Public Facilities and Services assists in formulating long-range
goals of the department and iri developing plans for accomplishing these. goals. Assists in
preparation and administration of the Department's Capital Maintenance Program and operating
budgets; reviews and evaluates programs and anticipates future needs.
Coordinates transportation engineering activities as follows: prepares or directs the preparation
of plans, specifications and estimates pertaining to. construction; investigates and makes
recommendations on traffic problems; provides technical support in updating the traffic
circulation element of various City projects; supervises the preparation of -plans for
channelization, geometries and the signing of new projects;, recommends appropriate corrective
solutions to circulation problems; receives and investigates citizen concerns and prepares
necessary correspondence; responds to public requests for traffic control changes; reviews traffic

and transportation elements of environmental impact reports for compliance with City policies,
rules and regulations; conducts studies and prepares reports on traffic control issues; applies for
and administers traffic or transportation grant funds for studies and construction projects.
Performs detailed analysis of designs, specifications and plans; applies engineering principles
and techniques to the solution of complex civil and traffic engineering problems, including
maintenance of land, and municipal infrastructure and operation of traffic facilities and
equipment; reviews and signs engineering drawings, contracts, work orders, change orders, and
purchase orders.
Assembles, organizes and presents written and/or oral reports containing alternative solutions
and recommendations regarding specific resources, plans and policies; researches and
recommends general traffic administration policies and procedures.
Reviews policies and operating procedures for conformance to established standards; ensures the
City's compliance with various ordinances, codes and applicable laws; reviews traffic operating
conditions in the field; coordinates the preparation of capital maintenance programs and budgets
for the- department.
Coordinates activities concerned with technical developments, scheduling and resolving
engineering design and test problems; prepares budget estimates based upon anticipated needs of
the department and controls expenditures within limitations of project budget. Prepares interim
and completion project reports.
Manages professional and technical contracts regarding the operation and maintenance of the
City's facilities and infrastructure; directs the preparation of complex engineering and
environmental studies, schedules, plans,. maps, reports, workload forecasts, cost estimates, and
specifications.
Evaluates and determines organizational needs and functional changes in order to improve
efficiency and effectiveness of the department; organizes project staff according to project
requirements. Provides effective leadership in the development of new or improved procedures;
provides direction and supervision to professional and technical staff in areas of financial and
program management.
Coordinates department activities with other City departments and maintains effective working
relationships with those contacted in the course of the work.
Provides advice and. technical assistance to City management and staff, commissions,
committees, and the public; represents the Department on the Traffic Committee; discusses and
explains Department plans, programs and projects at public and community meetings, legislative
and administrative hearings, and related functions.
Attends conferences, meetings and seminars to keep informed of new developments; confers
with a variety of public and private officials on related issues and may serve as the City's
representative to other governmental agencies.

SUPERVISORY RESPONSIBILITIES
Manages professional and technical staff in the Public Facilities and Services IDepartment's
Engineering .Division. Is responsible for the overall direction, coordination and evaluation of
this unit; plans, organizes, schedules, assigns, supervises and evaluates the work of assigned
staff, trains staff and provides for their professional development.
Carnes out supervisory responsibilities in accordance with the organization's policies .and
applicable laws. Supervises. and directs professional. and technical staff in areas of personnel
management, including selection, evaluation, promotion, assignment, disciplinary action, and
training of employees.
ADDITIONAL DUTIES AND DEMANDS OF THE POSITION

Skills:
Ability to read, analyze, and interpret common scientific and technical journals, financial reports,
and legal documents. Communicate in a clear, concise and effective manner (both orally and in
writing). Write effective reports and explain complex engineering projects and ideas in a manner
that is understandable to those with little or no engineering background.
Establish effective working relationships with public officials, representatives from other
agencies and cities, other City staff, and the general public; make effective public presentations.
Use Microsoft Word and Excel, or the current accepted system, proficiently, and develop
computer applications related to traffic engineering analysis.
Ability to apply advanced mathematical concepts and knowledge of engineering principles and
techniques to solutions.

EDUCATION and/or EXPERIENCE
Bachelors of Science degree (B.S.) or equivalent from an accredited college or university with

At least five years of related, experience, or training, education and experience that would be
equivalent to five:years of experience. A minimum of two years in a managerial or supervisory
capacity is required.
CERTIFICATES, LICENSES, REGISTRATIONS
Registration as aProfessional Civil Engineer and/or Traffic Engineer in the State of California.

Under direction of the Econorruc Development & Redevelopment Director or Housing
Administrator, this position will .plan, organize, direct, and .coordinate redevelopment and
economic development programs and projects for the City of Petaluma. The Housing Project
Manager will -provide technical. and administrative support to the Housing Administrator;
supervise real property acquisition and development activities ..and assist in preparing and
administering related budgets.
ESSENTIAL DUTIES, SKILLS, AND DEMANDS OF T-HE POSITION
Duties
Plans, coordinates, and manages complex redevelopment and rehabilitation projects and
programs; oversees the acquisition and/or development of properties as well as the use and
maintenance of properties owned by the Redevelopment Agency ornon-profit organizations.
Assists the. Economic Development & Redevelopment Director and Housing Administrator in
establishing .economic goals and policies; coordinates with other City departments to perform
short and long range planning to ensure stable economic growth.

Negotiates, prepares and adnnisters contracts and agreements related to housing and Block
Grant projects and programs.
Prepares, monitors,, and administers operating budgets and funding allocations; develops

SUMMARY
Under direction of the Economic Development & Redevelopment Director, the
Redevelopment Program Manager assists in carrying out the City-wide economic and
development strategy in Redeyelopment/Economic Development- programs. This position will
direct, assign, and supervise .the redevelopment and economic development, capital
construction/development programs and projects for the City of Petaluma.
CLASS CHARACTERISTICS
This is amid-management classification that performs a broad range of work in the Economic
Development .and Redevelopment Department, The position is responsible for supervision of
staff 'in economic development and redevelopment projects.. Incumbents of this. classification
have :extensive contact with public officials, business associations, developers, and
neighborhoocUcommunity organizations and take active role in marketing strategy and project
.development. The ,Redevelopment Program Manager is distinguished from the Director of
Economic Development and Redevelopment.in that the latter has responsibility for the overall
administration and management of the department., The Redevelopment Program Manager is
distinguished from the Senior Redevelopment Program Manager in that the latter possesses
California Registration as a professional Civil Engineer.
