ESTABLISHING THE CLASSIFICATION DESCRIPTIONS
FOR INSPECTION SUPERVISOR, PUBLIC WORKS INSPECTOR II,
SENIOR BUILDING INPPECTOR, AND
ASSISTANT DIRECTOR OF COMMUNITY DEVELOPMENT
AND ESTABLISHING THE PAY RANGE AND UNIT ASSIGNMENT FOR
INSPECTION SUPERVISOR, PUBLIC WORKS INSPECTOR II,
SENIOR BUILDING INPPECTOR, AND
ASSISTANT DIRECTOR OF COMMUNITY DEVELOPMENT
WHEREAS, the classification titles and specifications as adopted by Resolution No. 90-147
N.C.S., are hereby amended by establishing the classifications of Inspection Supervisor, Public Works
Inspector II, Senior Building Inspector, and Assistant Director of Community Development (as attached
hereto and marked Exhibit A and made a part hereof); and,
WHEREAS, the establishment of the pay ranges and unit assignments for the classifications as
listed below, are hereby amended by the corresponding Resolutions listed below, effective the pay period
of November 25, 2002.

that the City Manager recommends this action.

SUMMARY
Under general supervision this position monitors, supervises and coordinates the building and.
public works inspection activities of the Community Development Department; participates' in the
more complex and difficult work of performing technical inspection. This position exercises
formal and/or functional supervision over inspection field staff and performs a variety of technical
and supervisory tasks relative to assigned areas of responsibility, In the course of performing the'
duties, this position requires independent action, discretion and sound judgment within established
management and technical guidelines.
CLASS CI=IARACTERISTICS
This is a supervisory, advanced journey level position distinguished by the level of responsibility
assumed and the complexity of the duties assigned. This position reports to the City Engineer
(Community Development Department).
ESSENTIAL DUTIES;, SKILLS, AND -DElVIANI)S OF THE POSITION
Duties:.
Coordinate and review work of staff responsible for building and public works. inspection services.
Provide administrative .support and assistance to management staff regarding matters affecting
inspection services.
Review performance of subordinate personnel and initiate training programs according to
demonstrated needs:. Participate. in the selection of staff.
Plan and participate in routine;-and more complex inspections and services.
Coordinate work between sections, divisions,. departments or other agencies.
Identify resource needs and review needs 'with appropriate management staff.
Examine plans and specifications to determine compliance with the provisions of applicable codes,
standards, ordinances and regulations.
Confer with engineers; contractors, builders and the general publican the field and office.
Resolves conflicts and disputes between subordinate inspectors and the public.
.Respond to public inquiries in a courteous and professional manner; provide information within the
area of assignment; aril resolve complaints in an efficient and timely manner.
Recommend. changes in office procedures, schedules, assignments and standards, and participates in
developing' and maintaining' an effective, customer-oriented team.
Recommend changes-or improvements in existing codes and regulations.

Applicable codes, standards, regulations and ordinances governing building and/or

Ability to:

^ Maintain accurate records and preparing clear and concise reports, correspondence. and other
written materials using a computer.
EDUCATION ANI).EXPERIEN.CE
Equivalent to graduation from high school.
Five years of increasingly responsible experience as a journey-level worker in the construction
trades. Lead. and/or supervisory experience desirable.

SUMMARY '
Under general supervision this position monitors, coordinates and participates in the more complex
and difficult work of performing technical public works inspection; enforcing compliance with.
applicable City codes, regulations and ordinances; and performing a variety of technical tasks
relative to assigned areas of responsibility. In :the course of ,performing the duties, -this position
requires independent action, discretion and sound judgment within established management and
technical guidelines.

This is~ a non-management, advanced journey level position distinguished by the level of
responsibility assumed and the complexity of the duties assigned: Employees in this position
perform the most difficult •and responsible types of duties assigned to the Public Works :Inspector
classification series.

Duties:

Confer with architects,.contractors, builders and the general public in the field and office.
Assist supervisors and co-.workers in determining final interpretation of pertinent codes,
ordinances and regulations.

^ International Conference of Building Officials certification as a Combination Building
Inspector or certification in all four inspection areas (Building, Plumbing, Mechanical,
Electrical).
Thorough knowledge of materials, methods and practices involved in building
construction, alteration and repair.
^ Thorough knowledge. of the California Building and Housing Codes, City regulations and
ordinances governing building construction, .alteration ..and repair.
^ Thorough knowledge of complex principles and techniques of building: inspection.
Ability to:
^ Exercising sound independent judgment within established procedural guidelines.
Maintaining accurate records. and preparing clear and concise reports,. correspondence and
other written materials using a computer.
EDUCATION AND EXPERIENCE
..Equivalent to graduation from.hgh school,
Three years of `increasnglyr~sponsible experience as a Building Inspector II orjourney-level
worker in the building trades..
Other Requirements'.
Must. possess a valid California Driver's license and have a satisfactory driving record.
Building Inspector Certification with the International. Conference of Building Officials (ICBO),
as required by State law, with certification in Plumbing, Mechanical, Electrical and Combination
inspection.

CLASS CRARACTERgSTICS
The Assistant Director of'Community Development is distinguished from the Director in thatthe
latter has responsibility for the overall administration and management of the department.: The
incumbent is responsible for assisting the Director in accomplishing departmental goals and
objectives, supervising staff, and directing the day-to-day operations and activities of the
assigned .areas.

Duties•

code enforcement.

Selects, assigns; monitors and. evaluates work- performance of assigned staff. Interprets City
policies and procedures to employees, establishes work priorities and schedules and/or

Assists in the preparation of the department budget; implements and monitor expenditures of the
approved'budget.
Confers with local, regional and state authorities, civic leaders, and planning and development
specialists:
Recommends measures affecting land use, public utilities, community facilities, housing and
transportation relative to community development and planning.
Represents the department.at~public meetings and presents planning matters to the City Council,
Planning Commission, and citizen committees as required; prepare or directs the preparation of
reports, studies and recommendations for boards or committees.

major coursework in urban planning, business or public. administration, or a closely related field
and two years of management or supervisory experience in planning and community
development which has included program planning; development and administration. An
appropriate advanced degree and experience in working with citizen organizations are desirable.
