HomeMy WebLinkAboutResolutions 85-053 N.C.S. 02/19/1985A ~~ ' ~~~ . , ~E'SQIUtl~~ NO. g 5-5:3 N.: ~. ~. of the City of Petaluma, California A RESOLUTION APPROVIN;G THE UNIT D:EVELOPMENT PLAN FOR CASA DEL ORO 3-6, A 150 UNIT SINGLE-FAMILY SUBDIVISION, AT SARTORI DRIVE, LAKEVILLE HIGHWAY, FRATES ROAD WHEREAS, by Or.dinance No. 1491 N. C'. S. , Assessor's Parcel Number 017-040-44 has been rezoned to Planned Unit Development; and WHEREAS, by action taken on Febr-uary 12, 1985, the Planning Commission ~ considered and forwarded a recommendation to the City Council on the revised unit development plan for 150 single-family units in said Planned Unit District.: NOW, THEREFORE, BE IT RESOLVED tHat the unit development plan previously approved for the project by City Council Resolution No. 9311 N. C. S. is hereby amen.ded to permit the req.uested revisions as described in the Planning Comniission minutes of ~ Februa~ry 12, 1985 pursuant to Section 19A-504 of Zoning Urdinance No. 1072 N.C.S., as amended; and, BE IT FURTHER RESOLV.ED 'that; the City~ Gouncil her-eby adopts the following findings: ~ . . a) Said plan, as conditionally approved, clearly results in a more desirable use of lan~d and a.better physical environment than would be possible under any single zoning district or ~combination of zoning districts. b) P.U.D. Distriet . is proposed on proper<ty ; wh-ich : has a suitable relationship to one or inore thoroughfare; and tYiat said thoroughfares are adequate ta carry' any additional traffic generated by the deveiopment . c) The propos.al, as conditionally approved, presents a unified and organized arrangemen:t of buildings and service facilities which are appropriate in relation to adjacent or nearby properties and that adequate landscaping and/or screening is included if necessary to insure compatibility. d) The natural and scenic qualities of the site are protected, with adequate available public and private spaces designated on the Unit Development Plan. e) The development of the subject property,: in the manner prop;osed by the applicant, and as- conditionaliy approved by the City, will not be detrimental to the pubTic welfare, will be in the best inferests of the City and will be in ~keeping with the general intent and spirit o.f the zoning reguTation of the City of Petaluma, with the Petaluma 'General Plan, and with the Environmental Design Plan adopted by the City. a- BE IT FURTHER' RESOLVED that the City Council approves the development plan subject to the following condition's: Reso. 85-53 NCS 1 of 2 :~, _ ~ 1. The development plan and building elevations are subject to review and conditional approval by SPARC. These plans, once approved by SPARC, shall become the PUD development plan for the project site. The tentative subdivision map shall be mo.dified to reflect any changes in the development plan which also affect the tentative map. SPARC shall consider the installation of a landscaped median island in Cerro Arroyo Drive to break up the linearity of the streetscape. 2. This PUD zone shall also incorporate all structural setbacks, development standards, and permitted and accessory uses applicable to the R-1 6,500 zone except where noted on the development plan. All setbacks not meeting the R-1 6, 500 lot sizes shall not be reduced from those created at time of final map. Variations from the R-1 6, 500 zone requirements (e.g. Lot 6, Phase 4) shall be nUted on the plans. All building setbacks shall be consistent between the PUD plan and tentative map (e.g. rear yard discrepancy along Frates Road). 3. Any changes to the Casa Del Oro 3-6 site plan or development plan made pursuant to these conditions or SPARC conditions of approval, shall be reflected on a new development plan, a sepia print and one copy of which shall be provided to the Department of Community Development within tliirty (30) working days after final approval of such change(s). 4. Lawns shall be provided in all required front yards and street side yards of corner lots. Plans depicting said lawn areas shall be approved by SPARC prior to lawn installation, Additional trees shall be added to the landscape plan and PUD development plan as required by SPARC to create a tree-lined streetscape throughout the project, including private driveways. 5. No more than thirty units or elevations (20% of the total number of units) may be changed throughout tYie, entire project without need of a PUD zone revision. All such modifications require prior approval of the Director of ~ Community Development . The Director shall not grant such . approval - if it is , fouri`d to have a detrimental effect on the housing mix or v'i"sual` ,repetitiveness of the immediate neighborhood. Landscaped parking islands within the ' two cul-de-sacs shall be i~nstalled subject to city staff approval.
