AUTHORIZING MAYOR AND/OR CITY MANAGER TO SIGN
AGREEA9F..NT ~NITH PACIFIC BELL FOR E~UIPMENT BUILDING
BE IT RESOLVED that the Mayor and/or City T~ianager is hereby
authorized to sign agreement by and between the City of Petaluma and
Pacific Bell for equipment huildin~ located at the southerly terminus of
Sar. tori Drive pursuant to conditions outlineci in- the. 'attached Exhibit "A" .
Under the power and authority conferred upon this Council by the Charter of said City.

BACKGROUND DISCUSSION
Pacific Bell has indicated a willingness to install certain physical
improvements on the subject parcel in exchange for use of the land. A
draft easement agreement was prepared and approved by Pacific Bell and
City staff in August 1984 which contains the following improvement
requirements for Pacific Bell ("Grantee" ) :
]_ . Grantee agrees to reimburse the City for Grantee's prorata
share of a masonry sound. wall to be constructed along the
frontage of Lakeville and Frates Road of approximately 78
feet in length, adjacent to Grantee's easement, at such time
as the wall is constructed by the City.
2. Grantee agrees to install a six foot screened fence or wall,
desi~;ned to City approval, around the perimeter of the
easement area, excluding the twenty-five f.oot wide access
entrance easement, off of Sartari Drive. Such enclosure
shall also contain screened entrance gates facing Sartori,
and extend to the fence at Lot 112 of the Casa De Arroyo
No. 2 subdivision, from the southwesternmost side of the
easement, a distance of approximately 93.43 feet (on well site
property) and shall be installed by Grantee within ninety
(90) days of City approval of any building plans for said
easement area.
3. Grantee will provide the City with the fol.lowing additional
plans for City approval and install such improvements as
noted :
a. A landscapinp and automatecl irrigation plan, designed
to City standards, for the 25± foot setback area along
Lakeville and Frates Road, (i.e. , along the abutting
City well site proper. ty} , and along the abandoned
portions of Sartori Drive. These improvements will be
installed both between Frates Road and Grantee's
easement area, and on either side of the ent.rance
easement driveway, for a width of 76.11 feet (minus the
future driveway width) .
b. Detailed construction plans for the proposed
communications buildings . Such plans shall be
approved by the City as to architectural treatment of
the exterior facade, and contain no exterior electrical
parcels, meters, air conditioning systems, or other
mechanical equipment. Electrical service to the building
shall be undergrounded.
c. Detailed construction plans for required public
improvements to the area and to the end of Sartori
Drive; i.e., storm drainage improvements, curb, gutter

and sidewalk with appropriate driveway cut, and a
twenty-five foot wide onsite, concrete or
asphaltic-concrete driveway, d.esi~ned. to City
standards, to serve both the City well site and
Grantee's building easement area.
4. Grantee agrees to complete the fencing, onsite driveway,
public improvements (to the end of Sartori) , land.scaping,
and irrigation systems described herein in Conditions No. 2
and 3 a-c, except for that portion of landscaping and
irrigation system improvements lying along Lakeville Highway
abutting the well site area. These improvements shall be
installed as a part of the communication facilities proposed
by Grantee .
5. City and Grantee agree that the 25 by 93.43 foot long access
easement and driveway shall be shared with the City of
Petaluma, and that a post and chain barrier at the driveway
entrance at Sartori shall be installed by Grantee as approved
by the City.
6. Upon execution of this agreement City will provide Grantee
the easement as requested herein within fourteen (14) days.
