CERTIFYING, APPROVING AND ADOPTING TH~E FINAL
ENVIRONMENTAL IMPACT REPORT AND MAKING FINDINGS WITH
RESPECT TO ADVERSE IMP .ArTS IN CONNECTION WITH
THE LAI~EVILLE HOMES & GQLF COU;RSE
~NHEREAS, the California Environmental ~uality Act of 1970, as
amended, provides that all local agencies shall prepare, or cause to be
prepared by contract, and certify the adoption of an Environmental Impact
Report prepared in the manner therein provided on any project intended to
be carried out or approved, which may have a significant effect on the
environment; and
WHEREA5, the Environmental Impact Report for the Lakeville Homes
and Golf Course Project was published in July 19.84; and,
WHEREAS, the Planning Commission after noticed public hearings held
on August 14, 28, September 25, and October 9, 1984, and recommended
that the Environmental Impact Report be forw-ar.cied to the City Council for
final certification together with comments made at the public liearing and
responses thereto:
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
Petaluma that the documents comprising the Final Environmental Impact
Report, and written comments received thereon and the responses thereto,
together with a list of persons, organizations and public agencies
commenting and comments received thereon and the responses thereto, are

hereby cietermineel to constitute the Final Environmental Impact R.eport for
the Lakeville Homes and Golf Course project; and,
BE IT FURTHER RESOLVED THAT, the City Council of the City of
Petaluma does hereby certify and approve said Final Environmental Impact
Report and in connection with this approval makes the following findings
pursuant to State and Local Guidelines :
l. The Final Environmental .Impact :Report for the Lakeville Homes
& Golf ~Course project adequately eval"uates the project's impact upon the
environment and has been completed in aecordance with the California
Environmerital Q'uality Act and in accord_ance with the Guidelines for
Implementation of said Act ~prescribed by the ~ State of California Secretary
of Resources and with- the Local Guidelines implementing the California
Environmental Quality Act adop~ted b'y the ,Couri~cil of, :the Cit,y of Petaluma;

2. The City Council has reviewed and considered the information in
said Final Environmental Impact Report; and that qualified consultants have
prepared the Final Environmental Impact Report; and the City Council has
reviewed the environmental documents applicable to the recommended
project;
3. Approval of the proposed Project will have both direct an.d indirect
effects on the environment as identified in the Final Environmental Impact
Report;
4. There are certain significant adverse impacts which cannot be
avoided if the recommended project is implemented. These impacts as noted
in the Final Environmental Impact Report include:
A. Land Use and Agricultural Values. The project
would eliminate approximately 153 acres of
potentially productive agricultural land. Potential
land use conflict between residential and nearby
agricultural uses would be introduced.
B. Population and Housing. The net population
impact of the project would be to increase the
portion of overall community growth accommodated
on the project properties by up to 737 people (322
homes).
C. Transportation . Project traffic increases could
contribute significantly (a 10 percent increase) to
projected cumulative traffic volumes in the vicinity,
assuming buildout of the area under the current
general plan scenario.
D. Municipal Service . The project would increase
demands for all public services .
E. Air Quality. Project-generated traffic would
contribute to cumulative local and regional
reductions in air quality.
F. Noise. Project-generated traffic would
contribute to cumulative increases in traffic noise
along project access routes (especially Casa Grande
Road and Lakeville Highway) .
G. Energy. The project would add to local
cumulative increases in consumption of energy.

5. A number of proposed mitigation measures which can be
implemented to minimize environmental impacts of the proposed Lakeville
Homes & Golf Course project have been identified in the Final Environmental
Report. It is the intention of the City Council to undertake these
mitigation measures to the extent feasible, as identified in the Final
Environmental Impact Report as the project is implemented;
6. The Final Envir.onmental Impact Report adequately describes
possible alternatives to the proposed project, as well as all significant
irreversible environ.mental changes which would be involved in the proposed
action should it be implemented;
7. The Final Environmental Impact Report adequately describes the
cumulative and long-ter.m effects of the proposed project which might
adversely affect the state of the environment:;
8. The Final Environmental Impact Report adequate]y addresses the
growth inducing impacts of the proposed projects;. ~
