ADOPTING GENERAL PLAN AMENDMENT
DE5IGNATIN'G PROPERTY IN VICINIfiY :OF .FRATES ROAD
LAKEVILLE HOMES AND GOLF COURSE
WHEREAS, the Gity Planning Commission has reviewed proposed
amendments to the General Plari and. its Environmental Design Plan Land Use
Element and has held a hearing thereon anc~' after said hearing finds the
proposed amendment should be adopted; and,
WHEREAS, the City P.lanning Commission filed with the City Clerk its
report as set forth in it"s minutes of August 14, 28, September 25, October
9, 23, and November T3, 1984 (File 8.91), recommending adoption of said
proposed amendments to the General Plan and its' Environmental Design Plan
Land Use Element; and,- ~
WHEREAS, the City Couricil has reviewed the proposed amendments to
the General Plan and its Environmental Desig~n Plan Land Use Element,
consistent with the Planning Commission's recommendations and has held. a
hearing thereon on the 7th day of January, 1985, and after said hearing
finds that the proposed designation of the property located at Assessor's
Parcels #17=030-17, 17-Q50-04, 05, 06, 17-140-08, 17-150-11, as shown on
the attached Exhibit A and descri.becl as follows :
A. AP 17-D50-06 and 17-140-08, Golf Course main portion
from Agriculture and Open Space to Urban Separator.
B. AP 17-050-04 anci 05 from Plannec~ Residential, (?
dwellings per aere), Urban Separator• and. A~ri`cultural

adjacent to the project side of Frates Road.
C. AP 1.7-150-11 from Planned Residential (7 dwelling
units per acre) , Urban Separator, and A~ricultural

D. AP 17-030-17 from Planned Residential to Study.
WHEREAS, an Environmental Impact Report prepared for this
project and certified and. approved by the City Council on
1/7/85 , 1985, identified certain significant adverse impacts,
some being unavoidable and irreversible; and,
WHEREAS, the City Council hereby declares its intention to
require/incorporate mitigation measures identified by the Final EIR at
such time as it considers rezoning and/or land division required for
the project; and,
WHEREAS, the Califo.rnia Environmental Quality Act requires
adoption of a statement of overriding c.onsideration when a project is
approved by a public agency without mitigation of certain impacts;
and,
WHEREAS, the City Council hereby finds that there are
overridin~ considerations regarding said impacts and adopts a
statement of overriding consideration contained herein as Exhibit B
which addresses said impacts; and,
WHEREAS,the California Environmental Quality Act requires
findings and a statement of facts regarding significant effects to be
made by any public agency which approves a project for which an
Environmental Impact Report was prepared: and

WHEREAS, said findin~gs and staterx~ents of fact are included
herein adopted as Ex~iibit C:
NOW, THEREFORE, BE IT RESOL,VED AS FC~LLOWS:
1. That the pr.oposed amendments to the ~ General Plan and it
Environmental Desi~n Plan Land Use Element are hereby adopted
as described herein; and.,
2. That the ~following General Plan•/Environmental Design Plan
poTicies are hereby adopted:
A. Where urba~n density c~esignations are applied to or
proposed for a parcel(s) lying only partially within proven
water service zone limits, the Deyelopment Constraint Area
designation shall be applied to ;the ~ortion of the parcel(s)
lying outside the proven water service zone limit; and,
B. A storm water bypass systern shall be planned in order
to relieve citywi'de flooding potential. b;y diverting runoff
from ereeks draining the Sonoma Phountain area to the
Petaluma Rivei at a point downstream from the developed
areas of t:he'. City. Each and every, ~ p,r.oject in the future
path of said system shall provide for said system in its
design subject to approval of the Sonoma County Water
Agency and City staff. _ . ' .~ : .

Statement of overri;ding e~nsideration_s:
The following unavoidable, irrever. sible, adver;se .impacts will occiar as
a result of ap:proval of 't}ie Lakeville Homes' and G.olf: Gourse project:
l. The ult'imate conv,ersion of approximately 153 acres of additional
potentiall.y product"ive. agricultur,al land to :urban uses.
2.: The contribution to cumulative reduction . in local and regi'onal air
quality,
The City Council is willing to aecept the` above .stated unavoidable,
ir.reversible impacts for tYie follpwinp reasons:
A. The project wiil provide additional housing required to
accommodate future p,l""anned growth:.
B. The project pr,ovides the opportunity £or long-ter. m land
application of treat;ed wastewater'. ~
C. The pr.oject will provide a permanerit open space buffer between
agrieulturaT and urban land uses which in part serves to protect
the approach zorie .f~r tlie muni'cipal airport.
D. The project will provide a major recreational facility (golf course)
desired by the community . ~

The significant effects which have been identified in the Project
Environmental Impact Report and which are 'atfributable to fhe proposed
CGeneral Plan/E`nvironmental Design. Plan Amen.dment includes:
1. Expansion of the, planned urban (,non-agricultural) area of the
City of Petaluma by approximately 46 'acres :
With regard to the above significant effect, the City Council hereby
finds that special economie and social consideratioris make infeasible the
mitigation measures or project alternative identified in the Final
Environmental Impact R'eport.,
The facts supporting; the above finding are as follows:
A. The projeet will ~ provide additional, liousing required to
accomm~date future planned gr.owth.
B. The projeet provides the `opportunity for long-term land
application of treated wastewater.
C. The pr-oject will provide a permanent open space buffer between
agriculturaT and urban lan:d uses ` which in part ser-ves to protect
the approaeh zone, for tlie municipal airport .
D. The project °will provide a major recreational facility (goTf course)
desired by the community. ~
