MAKING APPLICATION TO LAFCO TO INITIATE PROCEEDINGS FOR
ANNEXATION PURSUANT TO THE MORGA-1977 AND TO AMEND THE PETALUMA
SPHERE OF INFLUENCE. (aka Duffel and Old Lakeville Annexations)
LAKEV.ILLE HOMES AND GOLF COURSE PROJECT AREA
,('in 'vicinity of Frates Road and Ely Blvd. South)
BE IT RESOLVED:
I. Request Annexation Pursuant to the Municipal Organization Act -
1977 (Government Code §35000 et seq.) this City Council hereby applies to
the Local Agency Formation Commission (LAFCO) of Sonoma County for a
proposed change .of organization as follows:
1. The Annexation shall consist of:
"Inclusion in the corporate boundaries of the City of Petaluma
territory described as Assessor's Parcels 17-050-04, 17-050-05,
17-150-11 and 17-030-17 and portions of. the Casa Grande, Ely and
Frates Roads and Lakeville Highway rights -of -way."
2. Said territory is uninhabited.
3. Said territory is comprised of 113.9± acres (Duffel) and 45.5±
acres ( Old Lakeville) .
4. Diagrams and descriptions of said territories are attached hereto
as Exhibits A, B and C respectively.
II. Amend Sphere of Influence That- this. City Council hereby requests
an amendment to the Petaluma Sphere of Influence as indicated on the
attached Exhibit D to include an additional 46± acres; and,
III. Reasons for Requests That with regard to said Annexation and
Sphere of Influence Amendment, the reasons for these proposals are as
stated in the Petaluma Planning Department Staff Reports dated August 28,
October 18 and November 13, 1984 and associated environmental documents.
IV. Property Owner Support All the. owners of. land within said territory
have been notified .of such annexation and support same.

V . CEQA Action The City Council finds that', the requirements of
California Environmental Quality Act Guidelines have been satisfied and
hereby incorporates by reference the Final Environmental Impact Report for
the Lakeville Homes and Golf Course project certified by Resolution No.
85-7 N.C.S. of January 7, 1985.
Under the power and authority conferred upon this Council by the .Charter of said City.
