HomeMy WebLinkAboutStaff Report 3.A 6/16/2014DATE: June 16, 2014 TO: Honorable Mayor and Members of the City Council through City Manager n FROM: Dan St. Jector, Public Works and Utilities Larry Zi '` er, P.E. — Capital Improvements Division Manager SUBJECT: Resolution Accepting Completion of the East Washington Street 18" Water Main Replacement (Petaluma River to Edith Street) Project RECOMMENDATION It is recommended that the City Council adopt the attached resolution accepting completion of the East Washington Street 18" Water Main Replacement (Petaluma River to Edith Street) project. BACKGROUND To maintain and improve the condition of the City's water system, the Public Works and Utilities Department manages a program for replacement of deteriorating water mains throughout the City. During the subject project, the City's contractor replaced approximately 2,300 feet of old and deteriorated 6, 8 and 10 -inch cast iron and steel water mains with a new 18 -inch water transmission main on East Washington Street between the Petaluma River and Edith Street. The project included installation of new water services and fire hydrants. (See attached location map). Bids were opened on May 29, 2013. On June 17, 2013, the City Council awarded the construction contract to Team Ghilotti, Inc. of Petaluma, CA, in the amount of $1,595,895. Construction was successfully completed in April 2014. The proposed action meets Council Goal: "Plan for and implement priority capital projects as funding permits". DISCUSSION The final construction contract cost is $1,688,716.06, which includes change orders totaling $125,435.06 (8%) and unit -price bid item under -runs of $32,614. The approved total project budget is $2,680,000 and included design, construction management, and contingency for unforeseen conditions. Change orders included: extra work due to unknown and unmarked Agenda Review: City Attorney Finance Director City Managerl� utilities; additional excavation; placing a cement based Control Density Fill (CDF) in lieu of Class II base rock in unstable trenches; delays and additional shoring due to PG&E gas line conflicts; additional traffic control; removal of unforeseen thick asphalt in trench lines; extending the bore pit to avoid unknown PG&E utilities, unmarked traffic signal conduits, and traffic constraints; shut down of construction during the holiday season; and additional paving on Copeland Street. Copeland paving resulted in a change order of $21,256.00 which will be charged to the Streets Fund. FINANCIAL IMPACTS The East Washington Street 18" Water Main Replacement (Petaluma River to Edith Street), Project Number C67401002, approved budget is $2,680,000. With the design, construction contract, final quantities, contingency, construction management and inspection, and geotechnical and materials testing, the total cost for the project was $2,033,916. Following the acceptance of the project, the City Clerk will file a Notice of Completion with the Sonoma County Recorder and the Finance Division will release the contract retention account to the contractor within 60 days. Location Map Attachment 1 RESOLUTION ACCEPTING COMPLETION OF THE EAST WASHINGTON STREET 18" WATER MAIN REPLACEMENT (PETALUMA RIVER TO EDITH STREET) WHEREAS, in accordance with Section 68 of Article X of the City of Petaluma Charter, Section 20162 of the California Public Contract Code and other applicable laws, the City of Petaluma solicited bids for the East Washington Street 18" Water Main Replacement (Petaluma River to Edith Street) ("Project"); and WHEREAS, bids for the Project were opened on May 29, 2013 in accordance with California Public Contract Code Section 4104.5 and other applicable laws at which time the City received 7 bids; and WHEREAS, by Resolution No. 2013-066 N.C.S. adopted June 17, 2013, the City Council of the City of Petaluma found the bid of $1,595,895 for the Project to be the lowest responsive bid; awarded the Project to Team Ghilotti, Inc. in the amount of $1,595,895 conditioned on Team Ghilotti's timely executing the Project contract and submitting all required documents; and authorized and directed the City Manager to sign the Project contract on behalf of the City upon such timely submission and to execute on behalf of the City any amendments to the Project contract that are necessary to effectively complete the project and/or to realize the Project and/or cost benefits for the City; and WHEREAS, the following change orders (CO) affecting the Project amount have been approved: CO No. 1: Unmarked Utilities, PG&E conflicts, Traffic Control $ 12,065.17 CO No. 2: Holiday Season Shut Down $ 33,625.00 CO No. 3: Additional paving on Copeland Street $ 21,256.80 CO No. 4: Unmarked Utilities, conflicts, and PG&E conflicts $ 5,860.04 CO No. 5: Bore Pit under SMART for extension, delays, and extra work $ 23,623.40 CO No. 6: Additional striping, PG&E conflicts, and obstructions $ 29.004.65 Total Change Orders: $125,435.06; and WHEREAS, the final contract amount as amended including final quantities and all change orders is $1,688,716.06; and WHEREAS, City staff has inspected the Project and determined that it has been completed in accordance with the contract requirements subject to the Contractor's continuing warranty and other obligations pursuant to the contract; and WHEREAS, based on the foregoing, staff recommends acceptance of the Project on behalf of the City; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Petaluma as follows: The contract entitled East Washington Street 18" Water Main Replacement (Petaluma River to Edith Street), City Project Number C67401002 with a final contract amount of $1,688,716.06, is accepted as complete subject to the Contractor's continuing warranty and other obligations pursuant to the contract. 2. The City Clerk/Recording Secretary is hereby authorized and directed to file a Notice of Completion concerning the Project with the Sonoma County Cleric's Office within ten (10) days of the date of this Resolution. 3. Staff is hereby authorized and directed to release all undisputed retention not subject to pending change orders within sixty (60) days of the date of this Resolution and in accordance with the terms of the Project contract, the Petaluma City Charter, California Public Contract Code Section 7107 and applicable law.
