HomeMy WebLinkAboutStaff Report 3.D 6/16/2014a0 z85a DATE: June 16, 2014 Im FROM IIonorable Mayor and Members of the City Council through City Manager Dan St. John, RASCE — Director, Public Works & Utilities Larry Zimmer, P.E. — Capital Improvements Division Manager SUBJECT: Resolution Authorizing the Filing of an Application for Funding Assigned to MTC. Committing Any Necessary Matching Funds, and Stating the Assurance to Complete the East Washington Park Multi -Use Pathway Project RECOMMENDATION It is recommended that the City Council adopt the attached Resolution authorizing the filing of an application for funding assigned to MTC, committing any necessary matching funds, and stating the assurance to complete the East Washington Park Multi -Use Pathway Project. BACKGROUND As a mitigation measure to the East Washington Park Project, the City will need to provide a pedestrian connection to the Park. Bicycle and pedestrian trip demand generated by the East Washington Park project will then be adequately met by the existing and proposed bike lanes on East Washington Street and Adobe Road, the proposed pathway, internal sidewalks and pathways within the project site and the existing Ring Trail. The project will generally include an 8' minimum wide multi -use concrete pathway between Sky Ranch Drive to East Washington Park (approximately 1,375 feet), fence barrier, curb ramps, utility adjustments, landscaping, miscellaneous paving, striping, and signage. The project will tie into the proposed trail in the East Washington Park. In September 2013, the Governor signed Senate Bill 99 (Chapter 359, Statutes 2013) and Assembly Bill 101 (Chapter 254, Statutes 2013) into law, creating the Active Transportation Program (ATP). The State envisions the ATP to consolidate a number of other funding sources intended to promote active transportation, such as the Bicycle Transportation Account and Transportation Alternatives Program, into one program. The Statewide Competitive ATP will have $180 million available statewide in FY 2014-15 and FY 2015-16. The Regional Competitive ATP will have $30 million available for the Metropolitan Transportation Commission (MTC) region in FY 2014-15 and FY 2015-16. Agenda Review: City Attorney Finance D City Ma6 On April 7, 2014, City Council authorized use of Transportation Development Act Article 3 (TDA3) Pedestrian/Bicycle Project Funding (TDA3) funds for a portion of the East Washington Park Multi -Use Pathway Project with the intent to secure ATP grant foods later. The proposed action will allow staff to pursue ATP funds at this time. The proposed action meets Council Goal: "Plan for and implement priority capital projects as funding permits", and its goal priority: "Finance and Construct Ball fields (E. Washington)". The pathway is one of the environmental mitigation requirements for building East Washington Park. The pathway will provide both all-weather and ADA compliant access. The City submitted a statewide ATP application on May 19, 2014 for the East Washington Park Multi -Use Pathway Project. If unsuccessful in the statewide competition, the City will have a second chance of receiving funds through MTC's regional competitive call for ATP projects. The proposed ATP grant application will request construction phase funding only for the multi -use pathway connection to East Washington Park. An estimated project budget is included below: TTs----- es . _ Estimate Design $ 50,000 Right of Way $ 20,000 Construction Contracts $ 440,101 Construction Management $ 61,000 CIP Overhead $ 14,618 Construction Contingency $ 38,000 TOTAL $ 623,719 Funding Sources TDA3 (Overhead) $ 14,618 TDA3 (Design and Grant Match) $ 163,706 ATP Funds $ 445.395 TOTAL $ 623,719 Upon approval by City Council, staff will submit the grant application to MTC by July 24, 2014 and expect a decision in September 2014. Funds would be available in January 2015. FINANCIAL IMPACTS This project is included in the 2014-2015 Capital Improvement Program budget proposal. The City is eligible to receive up to a total of $306,623 in TDA3 funds for the project beginning in July 2014. The TDA -3 fimds unspent will remain for City use on a future project. If successful in the statewide or regional ATP grant solicitations, the total project will be 100% funded by grants. If not, the City will revisit the project budget and discuss alternative finding or scope reductions with Council at a later time. ATTACHMENTS 1. Resolution 2.
