J. ,~~ ~~~ of the City of Petaluma, California A RESOLUTION APPROVING THE ISSU.ANCE; OF~ A; .NEGATIVE DECLATATION PURSUANT TO CALIFORNIA ENVIRONMENTAL QUA.LITY ACT FOR A GENERAL PLAN/EDP LAND USE DESIGNATION AMENDMENT AND A PLANNED UNIT DEVELOPMENT ZONE FDR AP NO. s 00:7-471-36., 37 and 38 WHEREAS, the Planning Commission has recommerided the issuance of a Negative Declaration pursuant to the California Environmental Quality Act (CEQA) for the following project: 1. Amendment to the General Pl_an-/~Environmental Design Plan Land Use Designation from "Urban Low Residential" to "Urban High Residential" for . one 12, 870 square foot parcel on Lindberg Lane, Sonoma County Assessor's Parcel No. U07-471-36;. an:d 2. Amend the Petaluma Zoning Ordinance to institute a Planned Unit Development Zone designation for three parcels (formerly designated R-1-650Q (one family) Residential) to allow 16 units low-mo.derate cost housing for senior citizens. NOW THEREFORE BE IT RESOLVED., that the issuance of said Negative Declaration pursuant to the California Environmental Quality Act is hereby approved, based on the following findings: l. The City Council has considered any comments and proposed mitigating measures received pertaining to issuance of said Negative Declaration, arid finds the responses thereto to be adequate. 2. No significant adverse environmental effects will ersult form the project as proposed, or any .potentially significant effect will be mitigated by the proposed design and execution of the project. Said plan clearly results in a more desirable use of land and a better physical environment than would be possible under any single zonirng district or combination of zoning districts. 4. P. U. D. District is proposed on pr.operty which has a suitable relationship to one (1) or more thor.oughfares; and that said thoroughfares are adequate to carry any additional traffic generated by the development. 5. The plan for the prop`osed deveiopcnerit presents a unified and organized arrangement of buildings and service facilities which are appropriate in relation to adjacent or nearby properties and - that adequate landscaping and/or screening is included if ' necessary to insure compatibility. 6. The natural and scenic qualities of the site are protected, with adequate available public and private spaces designated on the ~ Unit Development Plan. 7. The development of the subject property, in the manner proposed by the applicant.; will: not be detrimental to the public welfare, will be in the best interests of the Ci:ty and will be in keeping with the general intent and spirit of fhe zoning regulation of th City of Petaluma, with the Petaluina General Plan, and with the Envi ronmental Design Plan adopted by the City. , ~ . ~'.'J ~ .
