HomeMy WebLinkAboutResolution 84-009 N.C.S. 01/16/1984FZesolution No. 84-9 N.C.S. of the C~ity of Petaluma, California CREATING AND SETTING FORTH THE DUTIES OF THE AIRPORT ADVISORY COMMITTEE WHEREAS, that the City Council of the City of Petaluma does hereby repeal Resolution 9978 in its entirety; and, BE IT RESOLVED, that the City Council of the City of Petaluma does hereby recreate the Airport Advisory Committee to have seven members, five of whom must be residents of the City and two ( 2) of whom may reside outside the City limits (and have a"Petaluma" postal address); and, BE IT FURTHER RESOLVED, the said members of the Airport Advisory Committee will serve at the pleasure of the Mayor and City Council and shall not receive any remuneration for their services. T erms for said committee will be for four years with initial terms ending for three designated appointees on June 30, 1986 and for four designated appointees on June 30, 1988. Meetings will be held monthly at a regular time and place. BE IT FURTHER RESOLVED, the the City Council does declare that all a meetings of the Airport Advisory Committee shall be subject to the same statutory constraints as those governing the meetings and deliberations of the City Council. BE IT FURTHER RESOLVED, that the responsibilities of the Airport Advisory Committee shall include, but are not limited to the following : Advising the City Council and/or City Staff as to it's recommendations relative to: (a) Needed improvements to the Airport and methods of funding same; (b) Airport operational rules and procedures or any amendment thereto; ii~,. no......84.-.9...._...... n.cs. (c) Fees and charges or revisions thereto for the use of the Airport sufficient to provide adequate income to offset operating costs and capital investments; (d) Other policies and procedures necessary to properly operate the Airport consistent with Federal or 5tate law, sound business practices, and the general public welfare; (e) Minimum requirements and standards for leases and contracts including those for Fixed Base Operator or Operators and other Airport tenants . Notwithstanding the above, the City Council reserves the right to act independently with or without prior advice or counsel from the Committee wherein such actions are necessary to comply with the confidentiality necessary involving either litigation, contract negotiations, property acquisition or related matters or in the execution of an accepted grant contract or in matters it deems urgent by reason of the safety or general welfare of its citizens. BE IT FURTHER RESOLVED, that City Staff be directed to provide all reasonable and possible support and assistance to the Committee and that a representative thereof be in attendance and take minutes at all regular meetings of the Committee, and that copies of such minutes be made available regularly to the Council and such other interested persons who may request same . Under the power and authority conferred upon this Council by the Charter of said City.
