RESOLUTION MAKING RECOMI~4ENDATIONS
REGARDING THE SONOMA COUNTY
DRAFT PENNGROVE SPECIFIC PLAN
WHEREAS, the Planriing Commission of the City of Petaluma has
reviewed the Draft, Penngrove Specific Plan, and
WHEREAS, the City Council has received and reviewed certain
recommendations from the Planning Commission :
NOW, THEREFORE BE IT RESOLVED that the Council of the City of
Petaluma hereby transmits to the Sonoma County Planning Commission and
Board of Supervisors its recommendations regarding said plan as listed
below :
1. The City of Petaluma supports the priorities developed by the Citizen's
Advisory Committee :
a. Preserve the small-town lifestyle within the community of
Penngrove.
b. Accommodate a variety of rural life-styles while protecting
- agriculture and recognizing septic and water constraints.
c. Mitigate traffic impacts.
d. Preserve the area's scenic beauty.
2. An immediate effort should be undertaken by the County to form a
County Service Area (assessment district) to upgrade the water system
for the area of Peringrove designated as unincorporated community.
3. A monitoring program should be established by the County to track
available capacity of the Penngrove area sewer system.
4. Floodway and floodplain zoning should be applied for the Lichau and
Vdillo.w Brook Creeks which is at least as restrictive as the City's
zoning .. Storm drainage mitigation ineasures equal to the City's as
established by Chapter 17.30. of the Petaluma Municipal Code should be
adopted for the Penngrove Plan Area.

5. Upgrading of Old Redwood Highway between the City limits and
. - ~ Petaluma Hill Road., . Ely Road between Qid:~ Redwood Highway and Corona
< Road and Corona. Ro,ad between Adobe..'Road and McDowell Blvd, should
proceed as soon as. possible. Sufficient right-of-way to bring these
• roads to arterial standards should be secured - by the County as
_ development and `land division occur. . • _
. 6. Residential density in the area :bound'ed by the N. W. Pacific Railroad,
. Ely Road and Cor.,ona Road should be a miriimum of 20 acres per unit .to
preserve long-term development opportunifies in the event the City
amends its Gen'eral P-,lan/EDP and Sphere of Influence to permit
urbanization of this area:.
