No's. 8-321-42,; 8-480-05, $-490=0'4, 06, 09 and 10; 19-120-15 and .16 with access roads through 19-120-21 and 20-030-12) WHEREAS, Daon Corporation as owner and -subdivider, has filed with this Council a tentative map to subdivide larid within this City to be known as Sonoma Highlands Subelivision, and has paid :all required filing fees; and, WHEREAS, the City Engineer, the Director of Planning, the Sonoma County Water Agency, and the Planning Commission . have examined and reviewed the same as required by law and all reports, recommendations, and comments thereon have been forwarded to and consi'dered by this Counci~l at its meeting held on F'ebruary 21,, 1984:, .-_ : ' ~ . ., . . ~ . ' ,~ CONDITION 6: Prior to approval of ;a final map for an~y portion of the project which drains northwestward towar.d `Denman~~ Flat, the developer shall pay the in-lieu fee speci~fied in the City ordinance for projects generating less thari 2 ac. ft. of excess runoff. CONDITION 7:. .Utilit.y extensions on "D'! Str.eet beyond the City's adopted sphere of influence shall be deleted from the plans. CONDITION ~8: Prior to,; or at the time of approval of the first final map, the developer shall offer to the Cit,y of Petaluma for public. dedication, the 42± acres noted as urban separator adjacent to the West Petaluma Regional Park. The boundary of the urban separator area shall be modified to abut `to Brewster Court. The developer shall install a one inch water service line and small pump station, to provide adequate water pressure at . the park boundary . Other improvements to be extended to the. regional park boundary include a four inch sewer lateral, and a twelve foot wide gravelled access road covering the utilities and a five foot paved bike trail beginning at Brewster Court. A barrier shall be provided to prevent roubine . vehicular access to the Park from this location until such time as t'he City and County agree to provide park access from this direction. CONDITION 9: Specific recommendations contained in the project soils/geology report shall be carried out in project desi'gn and implementation, subject to approval of the Ci;ty Engineer and Chief Building Inspector. CONDITION 10: Prior to approval of a final map, the developer shall submit a plan for construction and post-construction erosion eontrol and sediment control, subject to the ap.proval b.y the City Engineer. In ~ addition, landscaging/~slope stability plan for the restoration of all graded areas over 10$ shall be submitted prior to final map, approval for review and approved by fhe Gommunit,y Development and Planning D epartment . CQN-DITION 11: All grading (cutting, eomgaction of fill and repair of landslide areas,) shall be according to the reeommendations and under the direct on-site supervision of a registered soils engineer selected by the City and paid for through developer fees all to the satisfaction of the City En•gineer. The fencing shall be erected prior to ariy grading/construction activity. CONDITION 52: All back yard and hillside drainage control shall be by underground pipe system with surface catchment swales and inlets. CONDITION 55: Landscaped islands in the public streets shall be privately maintained. Additionally, the streets must be widened appropriately to accommodate a 2 foot shy-away from curbed medians and landscaping installed so as not to provide sight distance obstructions for motorists. CUNDITION 56: Developer shall construct a pipe parallel to the existing stream from the end of Highland Court to the entrance to the Water Agency pipe near El Rose Drive that will carry a portion of the flow from the project representing the increased flow due to development. The base level of flow shall remain in the stream.
