RESOLUTION TO AMEND THE~JOB DESCRIPTION OF CT,ASSZFICATIONS
POLICE LIEUTENANT AND POLICE SERGEANT
WHEREAS the City Manager as 'the Personnel Officer
of the City has subm'itted to the Council a revised job
description for the classifications Police Lieutenant and
Police Sergeant in order to bring them into conformity with
the present work assignments, and
WHEREAS, the Council finds that the notice has
been posted as r.equired by law,
NOW, THEREFORE, BE IT RESOLVED that the job
descriptions of the Police Lieutenarit and Pol.ice Sergeant
are hereby revised to establish the duties in accordance with
the description in Exhibits "A" and "B'" attached hereto and
made a part hereof.
BE IT FURTHER RESOLVED that Res:olution No. 6118 N.C.S.
be, and the same is hereby amended to reflect the job classifi~
cations attached hereto.
Under the power and authority conferred apon this Gouncil by the Charter of said City.

Definition
Under general direction of the Police Chief, commands a division of
the Police Department; performs xesponsible administrative, super-
visory and technical activities in directing the operations of major
departmental pro,g.rams; acts as Police Chief ,as required; performs
related work as required.
Example of Duties
Duties include but are not limited to supervising Sergeants in patrol,
investigations and records/communications as assigned; conducting back-
ground investigations on potential new employees; conducting internal
affairs investigations~as assigned by Po:lice Chief; developing pre-
liminary budgets and monitoring on-going budg;et; coordinating, developing
and/or conducting t-raining for all members' of the Department; conducting
inspections of various depar,tmental functions; is responsible for jail
facilities, crime pr:evention, reserves, warrants and property/evidence
and departmental equipment.
Employment Standards
Education and Experience: Combination ,equivalerit to 90 units in
Police Science or related area (BA preferred) and six years of regular
full-time California law enforcement experience with full police powers.
Two years experience.must have been at the supervisory level of sergeant.
Must possess an Advanced P.ost Certificate and be able to complete the
POST Middle Management Course within 18 months of appointment.
Knowledges and-Abilities: Knowledge of criminal law and investigation
and crime preuention methods;~knowledge of police administration, together
with .the ability to effec,tively deploy and r.eview the work of officers
and speeial investigational details; knowledge of the causes, prevention
and control of delinquency; knowledge of traffic enforcement and eduea-
tion, knowledge of the rules of evidence and of the laws governing the
custody of persons; knowledge of traffie engineering; ability to analyze
Taw enforcemen:t problems and adopt an effective course of aetion;
ability, to plan and coordinate the work of a number of subordinate police
officers; ability to pre,pare accurate and comprehensive reports; ability
to establisli and~ maintain effective publie relations.

P~OLICE S`ERGEANT
Definition
Under direction, superuises field operat.ions on an assigned shift or in a
specialized department program activity; performs rela.ted work as required.
Examples of Duties
Duties include but are not limited to serving a`s watch commander on an
assigned shift; supervising, patro.l officers, police investigators, or
records/communicat7ons pe`rsonnel; conducting briefings of on-coming shifts;
providing training for personnel; in'specti~ng and as~signing police officers
to 6eat or details; making invest.igati~ons of compl;aints received; reviewing
and correcting police reports:; supervising maintenance of the city jail and
. the security of Prisoners:; preparing employ,ee evalaations; supervising and
performing duties of traffic enfo'rcement and ,acciden.t investigation; making
press releases to the nevrs media; supervising a_nd perfo,rming duties of
criminal investigatio.ns and ~~~riting reports rela.ti'ng':to these inuestigations;
testif~ing in court; pa'troll.i;ng tfie City;,assisting manager~ent in planning,
controlling and directing the police function; maintain'ing contact with other
laui enforcement agencies.
Employment Standards
Education and.Experience: Any comhination equivalent to an A~1 degree in Police
Science or related field°and four years experience as a police officer in a full-
tir~e, paid ~olice department.. The POST Su~e:rvis`ory Gourse.must be satisfactorily
completed within lB months of appointment to thi<s class. Must possess an
Intermediate POST Certificate.
Knowledg_es and Abilities: Knowledge of departmenta:l organization, policies, and
regulations; kno~vled'ge of the fundamentals of poli;ce work including traffic
control and crime nrev'en:tion; kno~-aTedc~e of criminal inyestigation methods, and
rules of evidence, la-~~s of arrest, and court procedures; abili'ty to supervise
the -•rork of others and to maintain disci:pline and morale; ability to think
cl.ea,rly and ac.t effectively in emer,gency situation5; ability to gather,
anaTyze and eValuate facts and evidence and to dra~v sound conclusions; ability
to prepare cl'ear and ac'curate reports; ability to establish and maintain
effeetive re1ationships with others.
