RESOLUTION APPROVING ;'THE ,TENTATIVE.; SUBDIVISION MAP FOR REDWOU'D B'USINESS' PARK LOCAT:ED IN THE G'ENERAL VICINITY OF THE NORTH~EA`STERN CORNE-R OF ULD REDWOOD HI,G.HWAY . AND MC DO~VELL .BOU,LEVARD NORTH (A:P. NOS. 047-213-15, 137-010-41 and 65) WHEREAS, G, and. W. McDowell Associates, Inc:~, as authorized agent . .. ~, for the property owner 'an.d subdivider, has fil_`ed ."with this Council a tentative map prop.osing to subdivide land within this City to be known as Redwood Business Park' Subdivision, and has paid al'1 required filing fees; and, ~ WHEREAS, the City Engineer, the Director of Planning, the Sonoma Gounty Water Agency, Sonoma County Planning Department, and the Planning Commission have examined and reviewecl the same as required by - law and all reports, 'recommendations, and comments thereon have been forwarded to and considered by this Council at its rneeting held on April 16 , 1984; NOW, THEREFORE, BE IT RESOLVED that this Council hereby finds as f ollow s : 1. The proposed tentative map, subject to the following conditions, will conform to the intent of the zoning ordinance and policies of the General Plan / EDP . 2. The proposed map, subject to the following conditions, will not constitute a nuisance or be detrimental to the public welfare of he community . 3. Ap,proval of this map in _no manner approves or disapproves potential uses within future buildings which may be constructed as a result of' this map. Rather, each use must be approyed, conditionally approved, or disapproved pursuant to the Zonirig Ordinance. 4. The proposed map, subject to the foilowing conditions, complies with. the requirements of Municipal Code Chapter 2-0.16 and the Subdivision Map Act. 5. The design of the Subdivision and the type of improvements proposed will not conflict with easements, aequired by ,the public at large, for access through or use of property within the proposed subdivision. 6. The discharge' of waste from the progosed subdivision into the existing community sew:er system will not result in violation of the existing requirements prescribed by the Regional Water Quality Control Board. The. proposed subdivision is compat'ibTe with. the objectives, policies, gerier,al land uses, and pro,grams sp'ecified in said General Plan. 9. The site is physi¢ally suitable for the type of' development proposed. 10. T-he site is physically suitable for . the proposed density of development. 11. The design of the ~subdivision and the proposed im.provement therefor will not cause substan.tial environmental . damage, and no :substantial or avoidable injury w~ill, oeeur to fish or wil'dlife or their habitat. 12. The design of the Subdivision and the type of improvements will not cause serious public; heal•th problems. BE IT FURTHER :RESOLVED; based on the findings set forth above, that the above referred to tentafive map, be and the same is hereby approved subject to the conditions set' forth below and incorporated herein as follows: 1. A prograin of visually screeriing and Tocating electrical transformer boxes to avoid their plaeemerit iri fronb yard areas shall be completed, subject to approval by the Community Development Department and SPARG, prior to Fi-nal. Map A.pprovaT, Adequate a1l-weather access shall be required and installed to each transforrner loeation and shown on the final map to the approval of City staff and P. G. &E. Such access shall be installed at the time public improvements are installed. 2. Dra'inage design plans shall be approved> by the City Engineer and shall conform with the Sonoma C'ounty Water Agency Design Criteria to prevent increased flooding of adjacent p:roperties. Gr,ading plans for each phase of construc;tion shall be submitted to and approved by : appropriate City staff prior to ~issuance . of building permits for sueh construction . 3. Public utility access and easement locations and widtlis s'hall, be subjeat to approval by P. G, &E: , Pacific Telephone arid the Gity Engineer and shall be shown on the 'Final Map . 4. During the course of development, if archaeological ~'materials are fou~nd, all work in the vicini~ty of the f,ind(s)~ shall be stopped and a qualified archaeologist~. :cont'acted to evaluate the materials and make recomrriendations for .mitigation as deemed necessary. 5. A master landscape plari sha11, be submit,ted' to S.P.A.R.C. Committee for review and . approval prior to Final Map approval. Plan to create a four-way intersection at Redwood Way to serve as the other access to the Willow . Creek industrial area, thereby utilizing the signalized intersection. d. Install street lighting to illuminate the Redwood Way intersection at Old Redwood Highway and at North McDowell. e. Stripe both Redwood Way exit lanes as two.lanes with initially one servixig right arnd one serving left turns.. f. Access to the Highway Commercial Parcels 4 and 5 should be focused along Redwood Way with access onto Old Redwood Highway, if allowed, being limited to right-turn out. BE IT FURTHER RE50LVED the City Council finds that the requirements of California Environmental Quality Act Guidelines, Section 15083 have been satisfied by Re~solution to :84'-75 N. C.
