RESOLUTION AMENDING THE CLASSIFICATION PLAN AND ESTABLISHING
THE CLASSIFICATION DESCRIPTIONS FOR ENGINEERING TECHNICIAN UII,
SENIOR ENGINEERING TECHNICIAN, ASSISTANT ENGINEER I, ASSISTANT
ENGINEER II, ACCOUNTING MANAGER, COMMERCIAL SERVICES MANAGER,
BENEFITS ADMINISTRATIVE ASSISTANT, CODE ENFORCEMENT OFFICER,
AND THE CLASSIFICATION DESCRIPTION AND TITLE CHANGE
FOR THE ASSOCIATE IN CIVIL ENGINEER TO ASSOCIATE ENGINEER
AND ESTABLISHING THE PAY RANGE AND UNIT ASSIGNMENT FOR SENIOR
ENGINEERING TECHNICIAN, ASSISTANT ENGINEER I AND ASSISTANT
ENGINEER II, ACCOUNTING MANAGER, COMMERCIAL SERVICES MANAGER,
BENEFITS ADMINISTRATIVE ASSISTANT, CODE ENFORCEMENT OFFICER AND
HOUSING ADMINISTRATOR, AND UNIT RE-ASSIGNMENT FOR PLANS EXAMINER
WHEREAS, the classification titles and specifications as adopted by Resolution No. 90-
147 N.C.S., are hereby amended by establishing the classifications of Engineering Technician
UII, Senior Engineering Technician, Assistant Engineer I, Assistant Engineer II, Accounting
Manager, Commercial Services Manager, Code Enforcement Officer, the Associate Engineer and
Benefits Administrative Assistant (as attached hereto and marked Exhibit #2 and #3 and made a
part hereof); and,
WHEREAS, the pay ranges and unit assignments for the classifications listed below, are
hereby amended as shown, effective the pay period of June 26, 2002.

DEFINITION
Under general supervision, performs routine to difficult, drafting, surveying and engineering office
and field work in support of various engineering activities; performs related work as required and/or
assigned.
DISTINGUISHING CHARACTERISTICS
ENGINEERING TECHNICIAN I is theNentry-level. class in ,thin technical support series:
Incumbents are provided with training to enable them to gather, :analyze, and:monitor routine
engineering-related data and formulate recommendations based on established criteria in the area of
assignment. Generally, ,works observed and reviewed both during performance and' upon
completgn, and.changes in procedures or exceptions to rules are explained indetail-as they arise.
This class is distinguished from the Engineering Technician II in that, the technical work
assignments of the latter are performed more independently. and`incorporate previously learned
practices and principles.
ENGINEERING TECHNICIAN ILis the'journey-level class in this technical support series.
Positions in this class are normally filled'by advancemerit~frorn `the class of Engineering Technician .
I or, when filled;from the outside, require prior related.work experience.. Incumbents work under
general supervision fo gather, analyze, and monitor simple to moderately complex engineering-
related data. This class is distinguished from. the.Engineering Technician I in that the routine
technical work assignments of this class are performed mgre.ridependently. The Engineering
Technician II class is distinguished from the 'Senior Engineering Technician in that the latter
performs more complex technical work independently or with minimal supervision.
The work to be performed is determined by the department, operational division and functional area
to which an incumbent is assigned.
TYPICAL DUTIES
Depending o~.z assignment, employees in this class may not perform all the duties listed, below;

Participates in the preparation of engineering plans and specifications; researches, files, retrieves,
reviews, updates and/or prepares a variety of engineering maps; graphic displays., documents,
records, reports, and correspondence; operates computer-aided design, modeling and/or other
application programs.
Prepares minor construction project estimates; uses a computer and/or electronic calculator to solve
a variety of engineering-related problems; administers contracts.
Responds to complaints and inquiries from .:other departments, outside agencies, and the public
concerning plan checking, permit requirements and other engineering activities at a public counter

Locates utilities, easemen_ ts, property lines, and/or-other information on plans; performs and checks
mathematical, computer,: and/or statistical calculations used in engineering tasks; performs field
investigations and/or inspections of existing conditions and new construction; collects, compiles,
and/or analyzes data and/or field .samples; notifies contractors of discrepancies between work
performed and the approved plans, specifications and standards.
Reviews final subdivision and parcel maps, legal descriptions and improvement plans as well as
other drawings for conformance. with.. established engineering standards; processes permit
applications and issues permits; determines and collects fees.
Assist on field survey crews aspeeded; performs and verifies preliminary, construction, boundary,.
and control surveys; performs construction staking. '
Participates in~traffic studies and/or counts; develops and, with assistance, maintains traffic signal
timing and coordinated systems.
Develops and revises design standards, standard plans, specifications, and engineers approved lists.

ENGINEERING- TECHNICIAN I
QUALIFICATIONS
Knowledge of: Drafting;,procedures, nomenclature, and symbols; trigonometry as applied to the
computations of angles, areas, distances, and traverses; computer-aided drafting techniques; general
office computer applications.
Ability to: learn and understand the duties and responsibilities of the position; analyze and learn to
resolve problems and discrepancies encountered on assignments; read figures and make accurate
arithmetical calculations; understand.. and follow oral and written instructions and sketches; use
basic drafting materials, tools, and techniques; work both independently and as part of a'team;
operate computer-aided mapping, drafting workstations and plotter; prioritize work and meet time.
deadlines;. choose: appropriate drawing. scales, views and sections; gather data, prepare reports and
maintain accurate records; answer questions and provide clear; concise and accurate information to
staff and the public concerning engineering activities; communicate;clearly and effectively, orally

EXPERIENCE AND EDUCATION

Experience: None required.
Education: Equivalent o completion of high .school, including or supplemented by courses in
trigonometry, and computer-aided design sand drafting. College level coursework in mathematics,
computer-aided design, construction practices, surveying, and other. related courses is highly
desirable.

This is the advanced journey-level class in the Engineering Technician series.. Positions in this
.class, are normally filled by adwa_ncement from the class of Engineering Technician II or,-when
filled from the outside, require significant prior related work experience. Incumbents work in
their area of assignment to independently gather, analyze and.monitor a full range of
engineering-related' dataand formulate recommendations using independent judgment and from
previous on-the-job experience. The Senior Engineering Technician is expected to have
experience and familiarity with engineerng;prnciples ;and practices, automated mapping and
..drafting systems:, permanent records and files; .and is required to perform the more difficult work
.assignments at this level. Positions assigned to this class may'provide assistance and/or training
o less experienced technical personnel.
This class is distinguished from Engineering Technician.. II.in that. the technical work is more

performed by less experienced technical engineering personnel; provides technical guidance to
less experienced staff, train's individuals on techniques. for using computer aided design and `.
drafting systems; prepares program and projeet.schedules; requisitions necessary equipment and
office supplies.

service techniques; City design standards and specifications; applicable City and state codes,
policies, and.procedures; principles of project planning and administration; principles of statistics
and mathematics as applied to engineering tasks.
Positions assigned to traffic engineering also require knowledge- of traffic engineering and
transportation planning principles 'and practices; components of traffic signals and signal timing.
Ability to: read figures and make accurate mathematical and statistical calculations; understand

DEFINITION

DISTINGUISHING'' CHARACTERISTICS
This is the entry=level .class professional engineering; classification: Incumbents perform the less
complex office and field' engineering work under supervision. Assignments are generally routine
or closely related within a framework of established procedures. As incumbents gain experience,
they will. be expected to work more independently on more, complex assignments. Promotion, to
Assistant Engineer I--I is based upon demonstrated ability and satisfaction of the experience,
requirement..

SUMIVIARX
Under .general supervision, this, position performs a variety of .difficult and complex office
support duties" for benefits administration and personnel activities, which may include
:administrative: duties, typing; word processing,. record keeping and filing and performs related
work as assigned.
DISTINGUISHING CHARACTER'ISTIGS .
This.is the journey-level class in h'e .Office Support series. Positions in this classification are
assigned difficult and complex office support duties- using independent judgment in the
application of ,practices and procedures of the department in which they are assigned. The
Benefits Adrrunistrative Assistant is expected to'know,understand and-apply the; practices and
procedures; and to resglve' problems and deviations, -from. the .general work flow without:
assistance, but may refer~to' a lead or supervisory worker for decision or action on.new or~unusual
work situations: Thin .class is distinguished from the' Office Assistant II class by work
assignments that are performed more independently and are more complex. This class is

SUIVIIVIARY
Under general supervision, performs a variety bf duties involved in the investigation and
enforcement. to ensure compliance with the municipal codes, ordinances and resolutions;
performs related work as assigned.
CLASS GHAI2ACTERISTICS
This is a specalst/technical and/or planning support class responsible for performing of
the full range of duties as assigned. This class is responsible for specialized tasks in
enforcing regulatory ordinances and codes in such areas as planning, zoning,
subdivisions, encroachment, building. codes and other-related areas.
ESSENTIAL DUTIES, SKILLS, AND DEMANDS ®F' THE POSITI®N
Duties:
Performs duties related to .zoning and municipal code enforcement.
Responds to questions from the. public, other divisions and City Departments on
matters related to potential code violations: Interprets :and enforces provisions of
codes, planning policies and standards to potential =applicants and the public. .
Investigates. reported complaints of municipal code, ordinance and resolution
violations; conducts in-the-field investigations to verify violations; advises
individuals of violations and the methods of abatement;. seeks abatement through
voluntary compliance or, as necessary, through direct enforcement activities such as
issuance of appropriate written. warnings and violation notices. Prepares and issues
citations.
Coordinates and confers, as necessary, abatement actions with other departments and
agencies. Performs interdepartmental liaison work, coordinating. an approach to code
enforcement problems; informs involved departments of activities in a timely manner.
Maintains accurate records of inspections made and other related business conducted
on behalf of the City. Prepares. reports for review and/or action by other interested
individuals or agencies. Prepares documentation for referral of the City Attorney and
County court system.
Prepares and presents: code enforcement information and related matters to Planning
Commission, City "Council, community groups, and courts of law as necessary.

EDUCATION AND EXPERIENCE

years of full time experience involving the enforcement. and interpretation of administrative
rules and regulations, two years must be in code inspection capacity.
