RESOLUTION AMENDING THE CLASSIFICATION PLAN AND ESTABLISHING
THE CLASSIFICATION DESCRIPTIONS FOR ENGINEERING TECHNICIAN I/II,
SENIOR ENGINEERING TECHNICIAN, ASSISTANT ENGINEER I, ASSISTANT
ENGINEER II, ACCOUNTING MANAGER, COMMERCIAL SERVICES MANAGER,
BENEFITS ADMINISTRATIVE ASSISTANT, CODE ENFORCEMENT OFFICER,
AND THE CLASSIFICATION DESCRIPTION AND TITLE CHANGE
FOR THE ASSOCIATE IN CIVIL ENGINEER TO ASSOCIATE ENGINEER
AND ESTABLISHING THE PAY RANGE AND UNIT ASSIGNMENT FOR SENIOR
ENGINEERING TECHNICIAN, ASSISTANT ENGINEER I AND ASSISTANT
ENGINEER II, ACCOUNTING MANAGER, COMMERCIAL SERVICES MANAGER,
BENEFITS ADMINISTRATIVE ASSISTANT, CODE ENFORCEMENT OFFICER AND
HOUSING ADMINISTRATOR, AND UNIT RE -ASSIGNMENT FOR PLANS EXAMINER
WHEREAS, the classification titles and specifications as adopted by Resolution No. 90-
14E N.C.S., are hereby amended by establishing the classifications of Engineering Technician
UII, Senior Engineering Technician, Assistant Engineer I, Assistant Engineer H, Accounting
Manager, Commercial Services Manager, Code Enforcement Officer, the Associate Engineer and
Benefits Administrative Assistant (as attached hereto and marked Exhibit #2 and #3 and made a
part hereof); and,
WHEREAS, the pay ranges and unit assignments for the classifications listed below, are
hereby amended as shown, effective the pay period of June 26, 2002.

and field work in support of various engineering activities; performs related work as required and/or
assigned.
DISTINGUISHING CHARACTERISTICS
ENGINEERING TECHNICIAN I is the,entry-level class in ,this technical support series:
Incumbents are provided with training to enable them to gather, analyze, and:monitor routine
engineering -related data and formulate recommendations based on established criteria in 'the area of
assignment. Generally, ;work.is observed and reviewed both during performance and',upon
completion, and.changes in procedures or exceptions to rules are explained in detail -as they arise.
This class is distinguished from the Engineering Technician II in that the technical work
assignments of the latter are performed more independently and`incorporate previously learned
practices and principles.
ENGINEERING TECHNICIAN ILis the: journey -level class in this technical support series.
Positions in this class are normally filled by advancement from the class of Engineering Technician.
I or, when filled.from the outside, require prior related work experience. Incumbents work under
general supervision to gather, analyze, and monitor simple to moderately complex engineering -
related data. This class is distinguished from the.Engineering Technician I in that the routine
technical work assignments of this class are performed more. independently. The Engineering
Technician II class is distinguished from the Senior Engineering Technician in that the latter
performs more complex technical work independently or with minimal supervision.
The work to be performed is determined by the department, operational division and functional area
to which an incumbent is assigned.
TYPICAL DUTIES
Depending on assignment, employees in this class may not perform all the duties listed. below;
duties may include but are not limited to the following:
Participates in the preparation of engineering plans and specifications; researches, files, retrieves,
reviews, updates and/or prepares a variety of engineering maps, graphic displays, documents,
records, reports, and correspondence; operates computer -aided design, modeling and/or other
application programs.
Prepares minor construction project estimates; uses a computer and/or electronic calculator to solve
a variety of engineering -related problems; administers contracts.
Responds to complaints and inquiries from other departments, outside agencies, and the public
concerning plan checking, permit requirements and other engineering activities at a public counter
or over the telephone.

Locates utilities, easements, property lines, and/or other information on plans; performs and checks
mathematical, computers and/or�statistical calculations used in engineering tasks; performs field
investigations and/or inspections of existing conditions and new construction; collects, compiles,
and/or analyzes data and/or field samples; notifies contractors of discrepancies between work
performed and the approved plans, specifications and standards.
Reviews final subdivision and parcel maps, legal descriptions and improvement plans as well as
other drawings for conformance with established engineering standards; processes permit
applications and issues permits; determines and collects fees.
Assist on field survey crews as'needed; performs and verifies preliminary, construction, boundary,
and control surveys; performs construction staking.
Participates in'traffic studies and/or counts; develops and, with assistance, maintains traffic signal
timing and coordinated systems.
Develops and revises design standards, standard plans, specifications, and engineers approved lists.
Performs related duties as assigned.
ENGINEERING TECHNICIAN I
QUALIFICATIONS
Knowledge of: Drafting procedures, nomenclature, and symbols; trigonometry as applied to the
computations of angles, areas, distances, and traverses; computer -aided drafting techniques; general
office computer applications.
Ability to: learn and understand the duties and responsibilities of the position; analyze and learn to
resolve problems and discrepancies encountered on assignments; read figures and make accurate
arithmetical calculations; understand and follow oral and written instructions and sketches; use
basic drafting materials, tools, and techniques; work both independently and as part of a team;
operate computer -aided mapping, drafting workstations and plotter; prioritize work and meet time
deadlines; choose appropriate drawing scales, views and sections; gather data, prepare reports and
maintain accurate records; answer questions and provide clear; concise and accurate information to
staff and the public concerning engineering activities; communicate; clearly and effectively, orally
and in writing; establish and maintain effective working relationships and work cooperatively with
those contacted in the course of work; learn and observe all appropriate safety precautions including
but not limited to CAL/OSHA and City policies.
EXPERIENCE AND EDUCATION
Any combination equivalent to experience and education that could likely provide the required
knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities
would be:
Experience: None required.
Education: Equivalent to completion of high school, including or supplemented by courses in
trigonometry, and computer -aided design and drafting. College level coursework in mathematics,
computer -aided design, construction practices, surveying, and other related courses is highly
desirable.
LICENSES AND CERTIFICATES
Possession of a valid California Driver's License during term of employment.

QUALIFICATIONS
In addition to the qualifications for Engineering Technician I:
Knowledge.of: terminology, methods, practices, and techniques of public works construction
inspection; surveying principles and practices; engineering design and construction practices;,
proper, techniques and methods used in -mapping, engineering and drafting; graphic presentation
tools, materials, and -techniques; computer -aided design and other general engineering computer,
software application programs, including graphic presentation, spreadsheets and word processing;
quantity and cost estimating; customer service techniques; City design standards and'specifications;
applicable City and state codes, policies, and procedures; principles' of project planning and
administration; principles of statistics and mathematics as applied to engineering tasks.
Positions assigned to,traffic engineering Also require knowledge of traffic engineering and
transportation planning principles and practices and components of traffic signals and signal timing.
Ability to: solve mathematical' problems and make Accurate computations; analyze engineering,
technical, and statistical information; evaluate alternatives and make, sound recommendations;
comprehend and draw inferences from written material; understand and use computer -.aided design,
modeling, and/or other application programs use computer-aided'and manual design and drafting
tools and equipment to prepare skilled layouts, maps, and,graphic materials; read and understand'
record drawings, parcel maps, subdivision maps, zoning maps, improvement plans and
specifications; use a variety of engineering office equipment; maintain engineering- records file
information using numerical, alphabetical, chronological and/or reverse chronological, filing
systems; perform research;, provide lead direction to less experienced staff; understand and apply
City and state design standards, and specifications; estimate labor or material costs; investigate. and
analyze engineering field conditions; identify discrepancies between plans and construction in the
field; operate and care for surveying instruments; make,legible survey notes and drawings; enforce
City requirements with tact and firmness; organize and.compleie assignments within established
timeframes; establish and -maintain effective working relationships and work cooperatively with
those contacted in the course of work;'learn and observe allappropriate safety precautions including
but not limited to: CAIJOHSA and City policies.
If assigned traffic engineering duties, understand traffic signal timing principles and -methods; and
apply basic traffic engineering and transportation planning principles to the collection and analysis
of data.

work; provides support to staff members and professional engineers; provides lead. direction in
an assigned engineering specialty function; and performs related work as required and/or
assigned..

This is the advanced journey -level class in the Engineering Technician series. Positions in this
class, are normally filled by advancement from the class of Engineering Technician II or; when
filled from the outside, require significant prior related work experience. Incumbents work in
their area of assignment to independently gather, analyze and monitor a full range of
engineering -related data and formulate recommendations using independent judgment and from
previous on -the job experience. The Senior Engineering Technician is expected to have
experience and familiarity with engineenng.principle. and practices, automated mapping and
drafting systems, permanent records and files, and is required to perform the more difficult work
assignments at this level. Positions assigned to this class may provide assistance and/or training
to.less experienced technical personnel.
This class is distinguished from Engineering Technician ILin that the technical work is more
complex and performed independently or with minimal supervision. The work to be performed
is determined by the department, operational division and.functonal area to which an incumbent
is assigned.
TYPICAL DUTIES

less experienced staff, train's individuals on techniques for using computer aided design and
drafting systems, prepares program and projectschedules; requisitions necessary equipment and
office supplies.
Performs related duties as assigned.
QUALIFICATIONS
Considerable Knowledge of: terminology, methods, ,practices, and techniques of public works

computer -aided design and other general engineering computer software application programs,

configurations of computer systems to include storage, plotting, scanning, database retrieval,
graphics, networks, and user care and maintenance; quantity and cost estimating; customer
service techniques; City design standards and specifications; applicable City and state codes,
policies, and procedures; principles of project planning and administration; principles of statistics
and mathematics as applied to engineering tasks.
Positions assigned to traffic engineering also require knowledge of traffic engineering and
transportation planning principles and practices; components of traffic signals and signal timing.

Education: Equivalent to.completion of high school supplemented by course in engineering,
mathematics, computer -aided design and drafting, construction practices, and/or other related.
courses. An Associate of Arts degree or certificate of completion from an accredited Civil
Engineering Technology, or other related technical program is highly desirable.
Experience: two years of engineering technical support work at a level equivalent to the City's
class of Engineering Technician II.
License or Certificatei Possession of a valid California: driver's license during the term of
employment.

review, investigation, inspection and construction of°public facilities, water resources or
community development projects; and performs related. work, as required.
DISTINGUISHING CHARACTERISTICS
This is the entry-level class professional engineering classification. Incumbents perform the less
complex office and field engineering work under supervision. Assignments are generally routine
or closely related. within a framework of established procedures. As incumbents gain experience,
they willbe expected to work more independently on more, complex assignments. Promotion. to
Assistant Engineer'II is based upon demonstrated ability and satisfaction of the experience
requirement.
TYPICAL DUTIES
Depending on assignment employees in this class may, not perform all the duties listed below;
duties may include but, are not limited to the following:
Participates in''the preparation of plans and specifications for the construction of streets;
wastewatercollection, storm drains, potable water and recycled water systems and related public
works projects.
Reviews development applications including tentative and final maps, improvement plans :and
applicable documents, and ensures conformance to .city standards.
Responds to inquiries,and complaints from citizens, developers, engineers, contractors, other^city
departments, utility agencies., and various other sources.
Makes presentations to departments, commissions, committees and boards as required or
assigned.
Coordinates review, approval and construction of projects with staff, other departments,
applicable outside agencies and citizens.
Maintains records, maps, plans, and files; researches and prepares clear and concise technical
reports as assigned:
Makes field•inspections of engineering projects and perform_ s engineering analysis and

QUALIFICATIONS
Knowledge of: principles and practices of civil engineering; methods, materials and techniques
used in general'construction projects; method& of using engineering -equipment including
calculators, computers, and -engineering computer programs.
Ability,tos make engineering computations, and check, design and prepare engineering plans,
studies;, profiles, andmaps; communicate clearly and concisely, orally and in writing; apply
engineering principles and techniques to evaluate and solve problems, exercise -sound judgment
withinestablished guidelines; establish and maintain effectiv,.e working relationships and work
cooperatively With all'.levels of representatives from governmental agencies, private'agenci'es,.
consultants, developers, contractors, coworkers, andthe public; maintain accurate records and

Education: Bachelor's degree from an accredited college or�un versity with major.coursework in

DISTINGUISHING CHARACTERISTICS
This is the Journey -level class in the professional engineering series not requiring-re.gistration.
Incumbents typically receive direction from a higher -level professional engineer or a division
head level position,, serve asprojectengineer on a limited basisand may provide direct or
indirect supervision to technical personnel: The Assistant Engineer II is distinguished from.the
Associate; Civil Engineer in that the latter serves as project leader. on assignments requiring
considerable professional knowledge: of engineering principles and;technical engineering
analysis, provides direction to engineering and technical. personnel, and requires registration as a
Civil Engineer, As .assigned responsibilities and breadth of _knowledge increase with experience
and as, registration.is..achieved, the Assistant Engineer II may be eligible for the next higher class
of Associate Civil Engineer.
TYPICAL DUTIES

duties, may include but are not limited to the following:
Participates in the preparation of plans and specifications for the construction of streets,,`water
systems, storm drains, sewers and related public works,projects and researches projects design
requirements; performs moderately difficult calculations and prepares estimates: of time and
material costs; assigns routine investigation, design, and drafting tasks to technical staff and
reviews completed work of staff; assists in the solution of difficult problems
Participates.in the review'and processing of plans for private developments affecting streets,

SUMMARY
Under general supervision, performs a variety of duties involved in the investigation and
enforcement to ensure compliance with the municipal codes, ordinances and resolutions;
performs related work as assigned.
CLASS CHARACTERISTICS
This is a specialist/technical and/or planning support class responsible for performing of
the full range of duties as assigned. This class is responsible for specialized tasks in
enforcing regulatory ordinances and codes in such areas as planning, zoning,
subdivisions, encroachment, building codes and other related areas.
ESSENTIAL DUTIES, SKILLS, AND DEMANDS OF THE POSITION
Duties:
Performs duties related to zoning and municipal code enforcement.
Responds to questions from the public, other divisions and City Departments on
matters related to potential code violations. Interprets and enforces provisions of
codes, planning policies and standards to potential applicants and the public. .
Investigates reported complaints of municipal code, ordinance and resolution
violations; conducts in -the -field investigations to verify violations; advises
individuals of violations and the methods of abatement; seeks abatement through
voluntary compliance or, as necessary, through direct enforcement activities such as
issuance of appropriate written warnings and violation notices. Prepares and issues
citations.
Coordinates and confers, as necessary, abatement actions with other departments and
agencies. Performs interdepartmental liaison work, coordinating an approach to code
enforcement problems; informs involved departments of activities in a timely manner.
Maintains accurate records of inspections made and other related business conducted
on behalf of the City. Prepares reports for review and/or action by other interested
individuals or agencies. Prepares documentation for referral of the City Attorney and
County court system.
Prepares and present& code enforcement information and related matters to Planning
Commission, City'Council, community groups, and courts of law as necessary.

Explains and interprets municipal codes', ordinances, and resolutions at the counter
and in the field, City staff, to property owners and general public.

EDUCATION AND EXPERIENCE
Graduation from an accredited high school or equivalent. A coursework in communications, law
enforcement, planning, business or public administration .or a related field preferred. Three
years of full time experience involving the enforcement and interpretation of administrative
rules and regulations, two years must be in code inspection capacity.
Other Requirements:
Must possess a valid California Driver's license and have a satisfactory driving record.
