EXPANDING THE HOURS DOGS MAY BE EXERCISED OFF LEASH
IN DESIGNATED PARKS
WHEREAS, the City Council has designated parks and hours where dogs maybe
exercised off leash; and
WHEREAS, the program has proved to be successful since its start in 1994; and
WHEREAS, the Animal Control Advisory Committee and the Recreation, Music and
Parks Commission are proposing an expansion of hours that dogs maybe exercised off leash at
designated parks, and proposing the implementation of a "Petaluma Dog Park/Off--Leash
Exercise Area Community Education Plan.."
THEREFORE, BE IT RESOLVED, that-the City Council hereby authorizes that the
Hours to exercise dogs off leash at designated parks be expanded per the attached schedule, and
that the Petaluma Animal Control Advisory Committee implement their "Petaluma Dog Park/
Off-Leash Exercise Area Community Education Plan."

Objectives:
• To keep the parks clean and safe by teaching residents safety and etiquette guidelines for dog
parks and off-leash exercise areas.
• To enhance'the lives of resident dogs, their human companions and other citizens.
To help residents determine whether their dogs are good candidates for dog parks/off-
leash exercise areas.
• To help individuals who are afraid of dogs cope better when encountering them.
Strategies:
Develop a brochure on dog parl~/off--leash etiquette for Parks and Rec. and Animal Services to provide
to the public.
Publish an article on dog parl~/off--leash etiquette in Parks and Rec. catalog.
Offer a free dog park/off-leash etiquette class or classes (depending on demand)
Write and ask local. newspapers to run a serious of articles covering such topics as: What makes a good
dog park and/or off-.leash area candidate; alternatives for non-dog park candidates, appropriate park
etiquette, how to read dog body language, the importance of voice control and obedience training,
pooper-scooping and the law, how to safely break up a squabble, the right way to approach a dog, etc.
.Produce a special show- about dog parks for PCA (to be done by the producer of Petaluma Pets for
Adoption, who is also a member of the Animal Services Advisory Committee).
Approach°.local pet therapy organizations to partner with Animal Services in helping adults and
children who are. afraid of dogs learn not to be. Also consider workshops on reading dog body
language and dealing with strange dogs.
Ask Animal Services staff, volunteers and local dog trainers to conduct special educational programs
at Roclcy Dog Park and various off-leash sites.
Train the animal control officers in educating dog park users of appropriate etiquette.
