ESTABLISHING QUOTAS FOR THE RESIDENTIAL DEVELOPMENT
CONTROL SYSTEM FOR THE CITY OF :PETALUMA FOR THE 1984
CONSTRUCTION YEAR AND ESTABLISHING CITY-WIDE AREA WHERE
ALLOCATIONS MAY BE AWARDED PURSUANT TO SAID QUOTAS
WHEREAS, the City of Petaluma has adop-ted a revised residential
development Control System by Ordinance 1446A NCS and modified it by
Ordinance 1460 NCS and Ordinance 1481 NCS; and,
WHEREAS, said system requires that the City Council establish quotas
and application dates on an annual basis; and,
WHEREAS, after analysis of the City's Housing Element and current
construction activity, recommendations for future housing units and
distribution have been determined; and,
WHEREAS, the Community Development and Planning Department has
prepared a 2-year projection of housing units as contained herein, as well as
a projection of the maximum number of housing units which may be
constructed within this time period as contained herein; and
WHEREAS, the Office of Community Development and Planning has
recommended the following distribution of units assuming a five percent (5 0)
annual population growth rate and an average unit occupancy of 2.725
persons per household; and,
NOW, THEREFORE, BE IT RESOLVED that the quotas for the 1984
Construction Year and. the estimates for the 1985 and 1986 Construction
Years be established as follows:
City-wide Allotment Quota - 1984
and Estimates 1985 and 1986

Explanation of Terms
Hqusin Unit Backlo - Projected maximum housing units which may be
constructed all types Includes potential dwelling units on vacant lots in
final maps,. as shown on approved tentative maps, as established by prior
allotment award, and .as approved by the C'ty's Site Plan and Architectural
Review process - such projection prepared in month prior to establishing
quotas .
Detached Single-Family - One single family dwelling per lot and detached
from any others .
Attached Single-.Family - -Two or more dwelling, units connected together for
separate properties, or with air rights (such as condominiums) or in any
other time/space and ownership interest.
Apartment Rentals - A single property coritaring attached multiple dwelling
units which are rented to persons without ownership irl.terest.
