I discussed ths~~ -idea in-general terms with John Scharer a few weeks ago. - . I. recentl;~ re.t.red from the US, Fore's'"t' Service after more than 36 ,years: of public land .management service. I;am a graduate, registered Foresaw with considerable addi°tonal graduate and on-"the®job training and exper- ience. in. surPeying, civil. engineering and 'c,ons~tructon. Much. of my ea-rly field exper,enc;e,° involved dealing with the public on contractual, permit and le.as:e matters. Por the last ten years -I served as :Staff Director- to the Regional Forester fo'r land management planning, and. in- _ ternal managemen affairs for the Pacific, Southwest Reg'on~ of 'the Forest S'ervice~. Aviation has:'- always. been an integral part. of the Sere°ce operation. I have been a pilot and arcr._aft owner ;fo;r over 20 years.. I have lived in this area and, based at the Sky Ranch for oPer twelve yea-rs, Having been. ac ve in the.Pet- aluna Area Pilots Association °for some, time:,,. I am quite.. faml'az~ with the; layout, operation: and peculiari~.tes of the present facli;ty~. Myself. and a ,few other members haue been doing most of the maintenance chores for some. tine. I have briefly outlined my, 'backg-round to give y-qu " a. -general idea of why I believe I cax be a particular aervice to the:. City and the aviation community ate thus time.e As fi mentioned earlier to John Scharer, there are a.number of suitable economical arrangements which could, be worked out f'or airport 'managem'ent services... By the way,. my retirement package ncYude he~al.th and` life .insurance coverage. I should -share with you'~,my view that this inter-m po tion could"very well be a combination. of "white collar"~ administration duties and "blue collar" on-the-ground maintenance work.. I also ~b.elieve it a-good idea if these; dude are kept s`eparats from commercial.actvi°tie on the airport. I think interim management and routine maintenance ser- vices could easily be provided .from within on going airport re~enues~ and still allow~a margin to the Gity. I would ap;preci~ate~an opportunity to discuss this general situation with you. I'n the meantime I am also making my availability known to Don Smth,'Charman of the. Airport Advisory Comm~ttee~.. Scenic and photo flights ..Aircraft ,cleaning facilities It seems to us that 'the aliove list o'f services comprises just a minimum. level of service that must.be provided to the aviation community -for a, .viab a airport operation:. My partners and I are provid`ng most of these services now, with plans underway to provide all these.~services within 90 days. We; have the expert=s~e, the aapi.tal and certainly, the desire to provide thin and more as we grow with the Petaluma aviation community. -Page 1 of 2 .' That our company, PETALUMA SKYRP;NCH AVIATIbN'CENTER, be allowed to continue operation by the- granting of a short term .lease subsequent to City acquisition of the existing airport. 2. Said lease be valid anti _ the Cay of Petaluma is ready -to go to bid °for FBQ operators a~t the completion of the runway phase of construction. In any event, the lease. should be valid unt October 1, 198!5. 3. That, ' at your earliest convenience', we s°t drown to negotiate theses lease so that uninterunte-d operations may continue-at Petaluma Skyranch.
