RESOLUTION ADOPTING INTERIM RULES
AND REGULATIONS _EOR THE PETALUMA MUNICIPAL
AIRPORT FACILITY
BE IT RESOLVED the City Council, hereby adopts Interim Rules and
Regulations pertaining to the Petaluma Municipal Airport facility, which is
attached hereto as Exhibit ."A" and incorporated herein by reference.
Under the power and authority conferred upon this Council by the Charter of said ~

Airport rules and regul`at.ions are the methods by which all airport users are
made aware of 'opera"ting• pol ic'ies and standards of use so that the airport can
off,ectiv'ely and efficiently serv8 the broadest .needs in the safest manner pos-
sible.

SECTION I - DE'FINITI~ONS
• 1.1 (Aircroft) shall mean and incaude any and; aII contrivance now or
hereinafter used for the naviga ion bf o-' fI fight in air or space:, including,
..but .not I imit~d to, ai'r-pI apes, airships,. di rigl bl es, heI icopers, gliders,
ultralights, amphibians, and seaplanes.
1.2 (Airport) means the Petaluma Munk pal P;=irport.
1.3 (Airport Manager) means the Gity Manager or his designee"as determined
by the City Council.
1.4 (;Based: Aircraft) means any aarcraf't assi;;gned a reserved parking space,.
tie-down, or hangar space at th,e Airport, wh,eth'er such assignment is made under
w r 1 tten I ease w'i th the Gi ty of Petaluma.
1 .5 (City) means, th`e City of Petaluma, Caf ifornia.
1 .6 (Counci I) means #he. City Counct i of the City of Petal uma, CaI lfornt:a.

1 .7 (Cou,nty°)' means the County of Sonoma, .Cal ifornia.
1.8 (FAA) mean the Federal Aviation Adm,' nistratlon of the, llnite'd :States
of America, as. def i ned i n the Federa Aviation Act of 1958, or any subsequent
andsuccessor 'both. to that agency created for the control and: operation of
aviation ahd' its re aced functions. `
1.9 (Owner) means the registered or legal owner of an aircraft accordsng
to the records of the 'FA'A.: '`
1.10 (Person.) means `ind'ividuals, firms, companies, corporations, and
public agencies.
1.11 (Restricted.Ar.ea) means any portton.of an'a°irport not°intended for use
by the general public and so posted by the City:

1 .13 (Vehicle) means a dev 1'ce i n, upon, or by a~ha ch any person or property
is or may be propelled and includes, but is not limited tq, automob-ales, motor-
cycl es, trucks., tractors, bicycles, buses, and trailers.
SECTION II - INTRODUCTION
2.1 The Federal Aviation Act of 195:8 authorizes the Administrator to pre-
scribe. Air Traffic Rules and RegulatYons governing the flight of aircraft..
(,a) The Fe,dera) Avia ion Regulations Promulgated by the Adm ihi strator
covers ai f fl i'ghts on or in the vicinity of fhe Ai°rport, and by reference, the
Federa Aviation Regulations are made a Part thereof,.
Cb) A'ircraft operators, pilots, an'd other users of said airport are
required to be famfil"Jar with the Federal.. Avia#i on Regulations; and, in parfic-
u I ar, Part 91, General Operati n9 and F1 i ght Ru I_es, of .said regu I ati ons.

2.2 The Ai r-port Manager is empowered to oversee. th;e operations of the At.r-
port, and to ap,P'Iy and enforce these rules, The rules contained herein are
suppl'ementai to the Federal Aviation Regu~,lat:ions and apply specif ;ca 1y to th.e
~Ai r-port. •
SECTI"ON III -GENERAL
3.1 .All persons u ing the Airport shall. be,`subJ;ect to, anal governed by,
these Ruies and Regulation , ali City and. County ordinances and resolutions,
State and Federal laws, and ;FAA regulations.
3.2 Af I aeronautical activi"ties at' the Airport and al I flying of alreraft
departing from; oe arri"wing at said Airpor-t, sha f be conducted in conformity
with th`e current `pert`i Went prov i si orts of the Federal Av i"ati on R"egu I ati one.
3.3 The Airport shal'I be open for pub,l is u e at al I' hours of the. day and
night subJect to the RuCes an,d. R'egu'lations set forth herein, subJect to the
condition of the landing :area,. as m:ay be determined by the Airport Manager.
3.4 The privilege of using the Airport and its facil ities shat I be cond -
tinned upon the. assumption of f"u,II responsdbility and risk by the user thereof
and such user ,.shat I' release,, Fiol d harmless, and i ndemn fy the City and its of-
f 1 cers and empi oyee5 against cI aFm ari s~Lng from ":use of th.e Airport.
3.5 No persons steal L o6 Eruct, impair, or unreasonably interfere with the
use of th.e A :'sport 6,y any other person,. or obstruct,. imps r, or unreasbnab,ly
1 nterfere with.. the passage of safe, order') y and ef`f a c ent use of the Ai r-por-t 'by
any other person,, "vehicle or a,ircr-aft.
3.6" SubJ"ect to appii;cable orders,: certificates, or permts,of the FAA or
Civ i 1 A'eronauti es Board, or 1-hei r successor::5, no person- steal 1 use the Airport
or any portion thereof,, or any of .its improvements or facJlities, for revenue
producing commercial ;business or activities who has not fist ccmpiied with
app{icab°le Ordinances and Airport Minimum.Standards;. Such business or commer-

clal activity sha'I I 1'nclude, but not~6e i lmited to any solicitation of data or
statistical Information; any advertisement or promotion of goods or services,;
any offer to sell., rent, or Lease goods ,or ervices; or any offer to buy, rent
or lease goods or serv 1 ces d i reefed ~ to the pub l i c, 'whether by. a prof i tab e,
non-profitable, oc charitable organiiation.
3.7 Commercial oPerati°ons" sh"aa I be conducted by .Operators having current
valid written contract which' have: beep approved by the Council, and a valid
annual- City business license.

ties to be .used by the. tenant or operator.
(b) Such contracts steal) stipulate services to be rendered and the
operator may charge r•easonabfe fees for "such serv"ices..
3.8 Any person .not so authorized by co,ntr-act or permit as aforesaid steal
not engage in any acti'vities.on a commercial bas s, or operate, service or re-
pa i r aircraft , on Airport prema ses for hire or carry- o`o any business of any
nature whatsoever on the A~i.~rport.
3.9 The Airport Manager sha,il represent the City at ail times, in regard
to all Airport matters. We:
(a) shwa I at a I I t i"mes.h av a author i`ty to taKe such. action as may be
necessary to~safeguard the public i'n attendance at the Airpoort. Every tenant,,
pi lot,. mechan;ic.:or other ,person employed on or usI ng the Ai rport_ •shal I cooper-
ate to enforce these ru°I es and to see that ai ( persons upon the- .premises ucse
care and caution to prevent inJur-y to persons or damage to property;
(b) may suspend 'or restrict" a'ny or al I :operations at the Airport
without regard to weather conditions whenever such, action is deemed necessary
in the interest- of safety; _
(c) may suspend, as a means of safeguarding the Airport and the pub-

iic, the priv~llege of the Airport and its tactlit.ies to any person, ref using to
comply with these rua~es;
(d) sha;l l have authority to restrict operations to such portion or
portions of the Airport as h`e may deem necessary or desirable. Any part of the
:Airport temporarily unsafe for aarcraf`t operations which Ps not available for
any• cause, shall be c,Fearly marked in accordance with recommendations of the
FAA;
(e) may issue ;per.mi,ts,. with. the approval of the Counci I, for special
events and/or- demonstrations, provided FAA requirements are met, and no such
event or demonstrations steal f be conducted. by anyone without such written per-
m i ss'i on;
(f) i'n any co;nt'ingencies or emergencies not specifically covered by
these ru es, the .A rport Manager is authorized"'to;make such d'ecisi;ons as to him
may seem proper.
3.10 Radio contacts between p'iLots and Fixed Ba ed Operator(s) at the Air-
port sha l be conducted in accor~dance~ w'itt the procedures and by means of the
Phrased >ogi es recommended; b,y tFi~e F.G.E. wher:ev:er practicable.

straFned by leash or confined in such a manner as to be under control.
3.13 Per sonCs'~) involved in an accident at the A rPort which results an dam-
age to persons or p"roperty shall report Prompfl.y such .occurrences to the Air-
port Manager.

3.14 No person sh,ai l enter any portion of the Ai"rport de i gnated a re-
stricted area unless authorized to. do so by the Airport Manager.
3.i5 No person excepf peace officers, duly authorized government employees,
or members of tfe Armed Forces of the United States:, when such person i s on of-
f icia) duty which authorizes the possession of a f irearm, shat I carry or pos-
. less any firearm or explosive on -thee Airport. This section shall not apply to
persons carry'i ng firearms. i n cases, .broken down, or un I oaded when se i d firearms
are being. transported f'or the purpose of saleD demonstration, survival,
hunting, or other sport activities.
3.16 No per son sh al i po t, distribute, or display' signs, advertisements,
cir,cul ars, or any other ;printed or written matter at the Airport except as
authorized Ln writing 'by' the Airport Manager.
3.17 No person steal i sol icit~ fares, contributions, or funds for any purpose
on the Ai rpo--t without the written perm i ss 1'on of th e A sport Manager.
3.18 No person steal L di°~spose, of garbage, papers; refuse, or other materi ai
on the Airport except i n receptacles prow ided "for that purpose..
3.1"9 No person,. except representatives of the press on duty or during of-
ficiai assignment, hall take still, motion, or sound pictures for- commercial
purposes on.the' A sport without permission of the Airport Manager..
S ECT FON I V -MOTOR 'VEHICLES ,
4.1 Every person who operates any ,motor veh i cl'e or mob i I e ~egu i pment on the
Airport shai! comply :with a;ll applicable prowisi.ons of the laws of~ the State of
Cal if-orni.a anal any s;peclal 'regu;fations pres.cri'bed herein for the control of
such vehicles excepting cases of emergency invo?Iv'ing (ife or property.
4.2 The City shall designate by apPrgpri`ate_ posting;
(a) Places where vehicles may or may not be parked in aircraft parking

Chapter, and to impound the same at owner's expense and without Iiabil.ity to
the City for damages which may result from, or' i n the course of, such moving.
4.3 Mofior vehic es„ except emergency vehicles, shall not be driven onto
the parallel taxiway or runway w thout fhe ex.Pres•s permi"sslon of the Airport
Manager. Suchauthorized vehicles shall 'b.e disti:nctly painted or marked in
accordance with the provisions of the current F`AA req:u.arements for marking of
vehicles used on landing areas. Automobile. parking may be permitted in
specifi`ed",genera'i aviat-ion 'aircraft parkJng areas.,.
4.4, No. Vehic es sha 1 be driven upon any road or upon other areas within
the perimeter of the A'irPort n excess of the speed which is posted at the en-
trance to the.Airport or upon a, particular road or area. The driver of every
vehicae shall adhere to any'slgn posted; to regulate veh cular traffic on or
about "the Airport for th".e Publ tc safety.

SECTFON V" - GROUNQ RULES
5.1 A ,rcraft .shah be parked in designated areas administered by the City
and areas :rented to commercial operators. Afircraft owners or operators may
also park aircraft i n p.r vately-owned hangars' erected: on land leased by the
owner from the, C1 ty.

5.2 Fixed base operators may charge such reasonabl„e' fees 'for use of° leased
tact l 1 ti es. Appeals to such charges may be made to the Ai r-,por-t Manager.
5.3 For special events, ;a;ircraf`t shall be parked only in areas designated
' by the A1-rport Managee.
5.4 No aircraft shall' be parked in areas not under lease without special
written permission of th`e Airport Manager, w:ho m`ay authorize such .parking as a
temporary measure or as an interim measure pending the execution of a lease or
contract.
5.5 Taxiway. areas shal,'I be maintained open. to taxiing aircraft at al
times, and no aircraft shat be Parked in such taxiway areas or left unattended
i n such a manner as #o `i nterf'ere with th;e firee flow of traffic.
5.6 No aircraft shall be left unattended; on the Airport unless properly
secured i n a ti a-.down or' with i,n a hangar. Owners of ai'_rcraft shat i be respon-
si bI e- for damage resu i ti ng from f'a'~1.1 ure to 'comp Iy w i'th this sect on.
5.7 Alrccaft engines shat I be started of warmed-up only in the places des-
lgnated for such purposes. At no time sha'LI engines be tuned-up when hangars,
shops, other bu i I di nags.,.,. or persons i n an obsecvat~i on area are i n the path of
the propel I er s ipstream.
5.8 Hand-cranking of aircraft engine`s is prohibited except when the design
of the aircraft ,is such. that this is the only method of starting. When hand-
crank if n`g i'~s :necessary, a I i tensed.' p i I of or mechanic shad I :be at the contro i s at
a I times and the wheels sha;li be chocked..
5.9 No person eaxce,pt a.i rmen, duly authori~z;ed' personnel, passengers, or
other person gai.ng to or from aircraft p,ersona;i 'ly~ conducted by airmen or ai s-
port attendants, shoal l b°e permitted to enter 'an aircraft apron area. Any per-
son or persons so excepted do not have the. p,rivi.iege of unrestricted use of the
apron. These privileges are confined to the necessary use of such space in
_g_.

5.10 Aircraft owners an'd their agents :and pilots shall be responsible for
prompt removal. from the At;rport of ~d`isabl~ed aircraft and their parts, except
f`or salwage and repair to be within an enclosed hanger, unless rega;ired or
directed to delay th is action p.,endi ng. i nvesti gat'ion of an accl dent..
SECT i ON V' I -TAXI i NG
6.1 Adreraft movement areas- at th'e Airport are defLned as the runways,
taxiways,. and; other areas of the Airport uti;i ized f`or taxiing, take-off, and
land ng of a rcr-afto Th'e movement areas do not,. however, excl nde aircraft
parking and loading ramps and the taxiways serving t:he general aviation hangar
storage areas.
6.2 Al i aircraft preparing to takeoff shal I taxi wia the taxiway to the

6.4 No per son. shall taxi an aircraft from an approved parki`hg space until
he has ascertained through'. nformat-ion furnished' by visual inspection, airpor-f -
•aftendants, or otherw: tse that there w i I I be no danger or co 61 i s ion with any
person -or object ~i.n the immediate area.
6.5 Aircraft •shal I be taxied at 'a safe and reasonable speed: and distance
from other aircraft. Maximum taxi- speed is '10 miles per hour.
6.6 Aircraft not equipped with adequate brakes shaCi not be taxied near
buildings or parked aircraft unless an attendant is at the~wing of the aircraft

SECTION. Y I i - LANDING; AND TAKEOFF RULES
7.1 Landings and, takeoffs shal f be made instrict acco--dance with FAA
f I i gh rru i es and regu l at1 ons, °wh i ch are by reference °made, a part of these
rules.

7.3 Land ngs and takeof#s shall be made on the runway most nearly aligned
with the wind ind cator at the Airport. Wheri wind conditions are. calm, Runway
29 should be used.

mediate action. as provided in Part 91.3 of the Federal Aviation Re.gulati'ons.
SECTION VIII -TRAFFIC PATTERNS
8.1 All aircraft arriving at or departing from the A1'rPort shall conform
to the FAA races for operations at airports without a control tower.

(g) Straight-in approaches are prohibited except under simulated or
actual IFR conditions.

recommended that aircraft entering or r'emain,ing in the pattern announce their
intentions on the un com radio.

SECT I'ON l X - A I RCRA`FT FUEL i`NG AND REFUEL I NG
9.1 No a',ircraft shall be~ fueFed or def`ueled at the Airport while engines
are running or while such aircraft 1's in a hangar or enclosed space.

9.3 Persons engaged in th.e fueling or defue,l ing of a rcraft shat I exercise
ai I caution to prevent sp~i J I age of f ue I, i ncl' ud I~ng the f i I' I i ng of tanks to the
point where they would overflow from heat expansion.
9.4 No person sha°I I use any material l i,kely to cause a static discharge
dur-ing fue'I ing of defuel i:ng_ of aircraft.

9.7 Fueling hoses and defueling equipment shall be maintained i'n a safe,
sound, and nonleaking condition at all t'ime's.

9.8 All hoses, funneas, and appurtenances used in .fueling and deliue,ling
operations shal'i be equ'ip,ped with a ground device to prevent 1gniti`on of voI-
atile I iqu` ds, and no fue! ing or defuel i.ng operations may be conducted without
the proper connection of this device to the aircraft and an adequate-electrical
ground.
SECTION X -FIRE SAFETY RULES
1.0.1 AI I .persons using the- Ai''rport shal i comply with the fol lowing Fire
Safety Rut es:
(.a) Power operated. tugs used w i;th: i n hangar-s sh~a L I be of a ty pe
approved by the Fire Marshal I.
(b) No person sh~ai l store or stock material or equipment so as to
constitute a fire hazard:
(c) No per-son shall store: or place any flammable liquids, solids,
gases, s'ignaf flares,, or similar hiazardous~ mat,eriais w.lthin any hangar or
bu i I d1 ngs .except i n areas or ~roorns spec'i f lcal I~y approved by the Fire Marshal
The storage of: flammable Iiqu'ids within buildings shall, be under permit issued
by the Fire Marshall . Such storage shat be i n approved containers bearing the
