HomeMy WebLinkAboutStaff Report 3.E 7/7/2014DATE: July 7, 2014 TO: Honorable Mayor and Members of the City Council through City Manager �7 FROM: Dan St JoCE — Director, Public Works & Utilities Larry Zimmer, P.E. — Capital Improvements Divisions Manager SUBJECT: Resolution Rejecting all Bids for the East Washington Street and Edith Street Lighted Crosswalks Project RECOMMENDATION It is recommended that the City Council reject all bids for the award of contract for the East Washington Street and Edith Street Lighted Crosswalks Project. BACKGROUND On September 10, 2012, City Council accepted the Cycle 10 State Safe Routes to School Grant for the East Washington Street and Edith Street Lighted Crosswalks Project. This project includes the construction of a lighted crosswalk and curb ramp improvements at the Edith Street crossing. There have been ten pedestrian related accidents in the Edith Street crossing of East Washington Street within the past twelve years, the most recent on January 1, 2012. The crossing requires pedestrians to cross five travel lanes that have a speed limit of 35 miles per hour (mph). Vehicles routinely exceed 40 mph in that area. The Notice Inviting Bids was issued on April 21, 2014. On May 28, 2014, two bids were received as follows: Name of Bidder Bid Total W. Bradley Electric (WBE) $151,610 Mike Brown Electric $174,966 Engineer's Estimate $100,000 City staff has found that the cost for the site work and handicap ramps was higher than similar projects. As a result, bids significantly exceed the project construction budget of $122,000. It is anticipated that rebidding the project during a more favorable bid climate will secure bids that are bid at an amount closer to the project budget and the engineer's estimate. Agenda Review: �/ City Attorney Finance Director City Manager With Council consent, the project plans and specifications will be slightly modified and the project will be rebid. Staff proposes that the bid specification reclassify the required license so that a general contractor will be the prime contractor instead of an electrical contractor. As well, staff will also reduce the amount of concrete work specified. After receiving the high bids, staff reviewed the estimate of additional sidewalk to be replaced and believes it can be reduced without detracting from the project and still meeting ADA requirements. FINANCIAL IMPACTS The approved CIP budget is $181,248 and approximately $11,927.90 has been expended to date for planning, pre -engineering, assessments, and design. The Safe Routes to School Grant will fund 90% of the project or up to $154,800 maximum. The 10% grant match and City overhead costs of $26,448 will be met from the $40,000 developer contribution generated by the E. Washington Place settlement agreement with Regency. ATTACHMENTS 1. Location Map Attachment 1 RESOLUTION REJECTING ALL BIDS FOR THE EAST WASHINGTON STREET AND EDITH STREET LIGHTED CROSSWALKS PROJECT WHEREAS, city staff has prepared construction bid documents and advertised for construction of the East Washington and Edith Street Lighted Crosswalks, Project Number C16101308; and WHEREAS, in accordance with the City of Petaluma Charter and Municipal Code, California Public Contract Code Section 20162 and other applicable law, City staff solicited bids for the Project; and WHEREAS, the project was bid on April 21, 2014, and two (2) bids were received and opened on May 28, 2014 in accordance with applicable law; and WHEREAS, All bids received for the project exceeded the budgeted amounts; and WHEREAS, staff has determined that cost for asphalt, site concrete and ADA ramps exceeds current market costs for construction; and WHEREAS, staff believes that by reclassifying the required contractors' license and reducing unit quantity allowances for concrete, construction bid costs will be reduced; and NOW, THEREFORE, BE IT RESOLVED that the City Council of the City hereby: Rejects all bids for the East Washington and Edith Lighted Crosswalks Project. 2. Directs staff to modify the plans and specifications, and rebid the project.
