RESOLUTION APPROVING TENTATIVE SUBDIVISION
MAP FOR LAKEVILLE BUSINESS PARK SUBDIVISION
WHEREAS, Christensen Development Corporation, as subdivider have
filed with the Council a -tentative map proposing to subdivide land within this
City to be known as Lakeville Business Park Subdivision, and have paid all
required filing fees.; and,
WHEREAS, The City Engineer, the Director of Planning, the Sonoma
County Water Agency, and the Planning Commission have examined and
reviewed the same as required by law and all reports, recommendations, and
comments thereon have been forwarded to and considered by the Council at
its meeting held on September 17, 1984;
NOW, THEREFORE, BE IT RESOLVED that this Council hereby finds as
follows:
1. The proposed. subdivision., together with provisions for its design and
improvement, is consistent. with the General Plan.
2. The proposed subdivision is compatible with the objectives, policies,
general land uses., and. programs specified in said General Plan.
3. The site is physically suitable for the type of development proposed.
4. The site is physically suitable for the proposed density of
development .
5. The design of the subdivision and the proposed improvements therefor
will not cause substantial environmental damage, and no substantial or
avoidable injury will occur to fish or wildlife or their habitat.
6. The design of the subdivision and the type of improvements will not
cause serious public health problems.
7. The design of the subdivision and the type of improvements proposed
will not conflict with easements, acquired by the public at large, for
access through or use of property within the proposed subdivision.
8. The discharge, of waste from the proposed .subdivision into the existing
community sewer will not result in violation of the existing
requirements prescribed by the Regional Water Quality Control Board.
BE IT FURTHER RESOLVED, based on the findings set forth above,
that the above referred to tentative map on file in the Office of Community

Development and Planning, be and the same is hereby approved, subject to
the conditions set forth as follows:
1. The applicant shall comply with all requirements of the City Engineer:
A. Public improvements along Lakeville Highway frontage should
include dedication fora 100 foot right-of-way and -improvements to
provide four lanes and left turn lanes; (96' shown) plus
deceleration lanes.
2. Street improvement plans shall contain a cautionary note near the
Pacific Telephone cable, instructing the contractor to call the U.S.A.
Underground Service. Alert telephone number 800-642-2444, at least
forty-eight hours prior to starting excavation work.
3. Lakeville Highway street improvement plans shall be subject to review
and approval by CAI,TRANS prior to Final Map approval..
4. During the course of development, if archaeological materials are found,
all work in the vicinity of the find(s) shawl be stopped and a qualified
archaeologist contacted to evaluate the materials and make
recommendations for mitigation as deemed necessary. The existing
on-site windmill shall be restored, and p;ermanen€1,y preserved by the
developer, or restored -and offered to the City for dedication as
proposed by the applicant.
5. Grading and drainage design shall° conform with the Sonoma County
Water Agency and the:. State Department of Fish and Game requirements.
6. The conditions, covenants and restrictions drafted for the park shall be
subject to approval by .the Community Development Department and City
Attorney prior to Final Map approval.
7. Future building construction in the project shall take place in strict
conformance with all applicable earthquake resistant construction
standards.
8. The front yard sidewalk system shall be designed in accordance with
the specifications of the City Engineer and installed prior to acceptance
of the project street system by the City.
9. The applicant shall provide a program of perpetual maintenance for the
front yard landscaping and rear yar,.d screening.. The program shall be
enforceable by a property owner's association and the City of Petaluma.,
and subject to content approval by the City Attorney prior to Final Map
approval.
10. Adobe Creek shall be improved to .flood control standards as a "natural
waterway" .subject to approval by the Sate Fish and Game Department,
the Community Development Department, and the Sonoma County Water
Agency. In addition, the creek landscaping. shall be maintained in a
manner deemed acceptable by the City Council.

11. The conditions., covenants and .restrictions drafted .for the park shall
~~ indicate the existence of the neighboring rendering. plant.
12. Applicant 'is advised that the development may be subject to future
charges for a Public Improvement: Benefit District pursuant to
Chapter 13.3'4 of the Petaluma Municipal Code, in order to provide
- needed future improvements to Lakeville 'Highway.
13. Developer and Staff hall agree on a method, :acceptable to the City staff
to cause construction of signals at Lakeville .and McDowell Boulevard
South as a part of the project, to be considered for credit against
- Community Facilities Development Fees as set out in Petaluma Municipal
Code Section 17.14.U6U.
14. The developer shall apply for an amendment to the existing PCD
development plan in order to more clearly detail- development standards
and land uses for the project including review and inclusion of items as
identified in 'the CC & R's.
15. Prior to approval: of the Final Map, the owners shall work with staff to
develop overall design criteria for Lakeville Business Park. Such
criteria shall include but not be limited-,to landscaping, architectural
style, exterior buildilig materials, screening and fencing, and parking
and loading areas, and shall meet minimum City Standards where
applicable, subject to SPARC review and approval.
16. Lakeville Highway frontage improvements for the adjoining Petaluma.
Poultry Processors property, as proposed as part of the original
improvement plains.,. shall be shown on subsequent improvement plans
and said improvements shall be completed at the time the construction of
the Lakeville Business Park portion of South .McDowell Boulevard is
completed.
17. Two lanes of South McDowell Blvd. shall be extended through the Cader
property to the Oakmead stub of South McDowell Blvd.
