of the City of Petaluma, California
APPROVING THE ISSUANCE OF A MiTIG'AT-ED NEGATIVE DECLARATION
PURSUANT TO THE CEQA FOR THE 1984 C$D PARKING ASSESSMENT
DISTRICT AND EXPANSION OF DOWNTOWN PARKING FACILITIES
WHEREAS., the City Council of the. City of Petaluma is considering the
creation of approximately 316 new parking spaces in the central business
district, and;
WHEREAS, said provision of parking spaces includes the construction
of a three-level facility at Western Avenue and Keller Street at the existing
Keller Street lot, and an expanded parking lot encompassing the existing
"A" Street lot between Fourth and Fifth Streets, and improvements to the
Golden Concourse to improve and encourage pedestrain access, and;
WHEREAS, development of the above-referenced improvements will
involve creation of an assessment district as shown ' in~ Exhibit "A" and
herein incorporated by reference, to finance said improvements, and;
WHEREAS, an initial study, 'including an additional • focussed traffic
study, was conducted by,~ the =City staff to identify ~ any ~ possible significant
effects of said improvements, ~ and'; "
WHEREAS, certain mitigation measures as listed below and herein
incorporated by reference will satisfactorily mitigate said possible significant
effects to an acceptable, insignificant level.,
NOW, THEREFORE, BE IT RESOLVED :that issuance . of a mitigated
Negative Declaration pursuant to the California Environmental Quality Act is
hereby approved based upon the following findings:
1. The City Council has considered any comments and mitigating
measures received pertaining to issuance of said Negative Declaration, and
finds the responses therto to be adequate.
2. The project as mitigated, does not have the potential to degrade
the ,quality of the. environment, substantially reduce. the habitat of a fish or
wildlife species, cuase a fish- or wildlife population to drop below self
sustaining levels, threaten to eliminate a plant or animal community, reduce
the number or restrict. the range of a rare or endangered plant or animal or
eliminate important examples of the major periods of California history or
prehistory.

3. The project as mitigated, does not have the potential to achieve
short-term, to the disadvantages of long-term, environmental goals.
4. The project as mitigated, does not have impacts which are
individually limited, but cumulatively considerable.
5 . The project as .mitigated does not have environmental effects which
will cuase substantial adverse effects on human beings, either directly or
indirectly.
NOW, THEREFORE„ BE IT RESOLVED that ,issuance of a Negative
Declaration pursuant to. the ~Environmen,ta~l Quality Act is hereby approved
subject -to the following and mitigation measures:
1. All construction,• parking facility location., design and layout; and
landscaping are subject to approval by SPARC .meeting in conjunction with
the Petaluma Historic and Cultural Preservation Committee. Approval by
said committee shall satisfy requirements of approval by the Site Plan and
Architectural Review Committee pursuant to Zoning Ordinance Section
26-401.
2. In considering approval of the physical improvements of the
proposed project, the Historic and Cultural Preservation Committee shall
consider the facilities' aesthetic impact on surrounding uses and structures.
Construction materials and design standards shall be incorporated wherever
possible so that the proposed improvements, will reflect and harmonize with
the design of Petaluma's downtown area existing buildings of historical or
architectural significance, such as the nearby masonry and iron-front
community builds, turn-of-the-century homes and school district building.
3. The project design shall incorporate the following traffic mitigation
measures
A. Install more guide signing to direct dirivers to the new Keller
Street parking garage.
B . Install a STOP sign to control eastbound A Street at 5th Street.
C. Provide permit or .long-term parking in both expanded parking
facilities to serve employees. The amount could change from time
to time depending upon the overal parking utilization within the
downtown .
D . Monitor the intersections of Keller/ W, ashington and Keller/Western
to determine if additional measurea are needed to facilitate traffic.
This could include improvements . such as creating two approach
lanes on Keller Street to separate right turns from through and
left turns. This would necessitate additional curb parking
removal. Signalization at the Keller/Washington intersection is
another measure to explore.

4. All buildings of historical, and/or architectural importance which
may have to be removed from the project, site,(,s') (,e.g., old gas station/depot
burl -ding on Fourth Street) shall be relocated" if ,possble and. feasible rather
than be demolished.. The feasibility of, relocating said" buildings shall not
exist if no offers to relocate the buldin-g have been received by the City
in a reasonable period: of time... ',
