HomeMy WebLinkAboutResolutions 84-232 N.C.S. 09/17/1984: _ -_. n` 1~eSC~lUt1Qr1 Nom. 84-2>32.N: ~..5.. `~ of the City' of Petaluma, California LAKEVILLE SQUARE APA1tTNENTS (Frates -Road at Ely Blvd. ) APPROVING CONDITIONAL OCCUPANCY OF THE APARTM~ENT5 IN BUILDINGS 1-14 AND 71-77 INCLUSIVE PRIOR TO COMPLETION OF EN'T'IRE PROJECT WHEREAS, the Duffel Company has requested occupancy of 130 apartment units contained in Buildings 1-14 and 7T-77; and WHEREAS, the Engineering, Fire and Planning .D'epartments have reviewed the request and find that occupancy is feasible if certain conditions are satisfied; and, WHEREAS, the City Council has reviewed the request and recommended conditions . NOW, THEREFORE, BE IT RESOLVED that the City Council hereby grants occupancy of said units subject to approval of the dwelling units and all other structures and the swimming pool by the Chief Building Inspector and fulfillment of the conditions recommended by the Engineering, Fire and Planning Departments as .follows.: 1.. Frates Road. improvements along the entire frontage of the apartment complex shall. be installed, including striping for the left turn lane at the entrance to the apartments. 2. The entire on-site and. off-site storm drain system must be cleaned of dirt and debris- (cleaning of the storm drain system just in the area of requested occupancy is not acceptable) . 3. The offsite storm drain., pipe at Lakeville Highway must be installed prior to occupancy of any additional units in excess of the 130 units which are the subject of this .resolution.. 4. The entire on-site sanitary sewer system, as well as the off-site sanitary system• must. be cleaned.,: .balled and flushed prior to occupancy of: any units. 84=232 NCS~ .. m•. - LakevlleSquare/RESO ., - 5. Adequate signing and barricading shall be provided to separate occupied units from units and areas .still under construction. 6. The streets and sidewalks shall be maintained in a clean, debris-free condition during construction of the remainder of the apartment units. 7. All fire hydrants ri the occupied :area shall be in complete service. 8 . Fire alarm systems 'in occupied units shall be in complete service. 9. Access must be riiantained to the entire. development. 10. Arrangements between Duffel Company. and the School District Representatives to insure that school children can safely get to school must be complete. 11. Incomplete portions ,of the project shall be fenced to reduce access by children from :the occupied portion. of the ;project. 12. All yard fencing .for individual units` to be .occupied shall be constructed ~in addition to complete perimeter fencing along Frates Road. - 13. Completion° of all .on-site improvements. in-occupied area to a point that all landscaping.. except grournd-cover is installed. 14. Satisfaction of Conditions 13 and 25 of _PUD regarding very low and low income households and ZO-year rental restriction on the project, respectively.. 15. Approval of lease agreement to insure compliance of PUD Conditions 23, 24 and 28 regarding recreational vehicle parking, agricultural operations, and home occupations. 16. Approval of plan which will satisfy PUD Condition 31 regarding street sweeping;. 17. Sewer trench backfill material shall b.e made acceptable to the Gity Engineer prior to occupancy.
