APPROVING 15S'UANCE OF A NEGATIVE DECLARATION
FOR VILLAGE MEADOWS 'S'UB'DIVISION
WHEREAS, the Planning Commission has recommended the issuance of a
Negative Declaration pursuant. to the California Environmental. Quality Act
(CEQA) for the following project..:
Tentative Subdivision Iviap and PUD Rezoning for Village Meadows
Subdivision, Lynch Creek between. Ely Blvd. N, and Maria Drive,
AP #'s 136-111-13, 16, 17, 20 ,and 21.
WHEREAS, the City has adopted a ;Master'. environmental. Impact Report on
the City's General. Plan/Environmental 'Design -Plan `:which depcts_ the land
use classification. proposed _ for the project,; and,
WHEREAS, additional focused environmen-tai studies such as traffic, noise,
and soils have been prepared for the area and. which have been reviewed
by the Community Development and Pl'aririing Department and the Planning
Commission; and,
WHEREAS, mitigating measures have been or will be incorporated into the
project where necessary to eliminate, or minimize any significant adverse
environmental effects.
WHEREAS,. the City Council has considered and concurs with he findings
made. by the Planning Commission in the Commission's recommendation of
approval of said negative declaration,
NOW, THEREFORE, BE IT RESOLVED that the issuance of said Negative
Declaration pursuant to the California Environmental.. Quality Act is hereby
approved., based upon the following findings:
Findings:
1. No indi¢atioris of archaeological. resources are presented on-site.

2. Additional air pollution generated by the project is not expected to
exceed permissible standards.
3. Proposed development is. not expected 'to have a 'significant impact on
rare or endangered: wild-life habitats..
4, Projected traffic" generation is not- expected to impact- neighboring
streets beyond, their planned capacity because adequate mitigation
measures .are incorporated in the conditoris~ of approval.
5. The design of the subdivision and the pr"oposedi,inprovements therefore
will not cause substantia'1 environmental: damage, and no substantial or
avoidable injury will occur- to fish or wildlife or their habitat .
6. The design of the Subdivision and ahe type of improvements will not
cause serious public health problems.
7. The design of the Subdivision and" the type. of improvements proposed
will not conflict with easements, acquired by the public at large, for
access through or use of property wi.fhin the proposed subdivision.
8. The discharge of waste. from. the proposed subdivision into the existing
community sewer system will. not result inviolation of the existing
requirements prescribed by the Regional .Water Quality Control Board.
