HomeMy WebLinkAboutResolution 2002-122 N.C.S. 08/05/2002Resolution No. 2002-122 N.C.S. of the City of Petaluma, California AUTHORIZING THE CITY 1VIANAGER TO EXECUTE A PROFESSIONAL SERVICES AGREEMENT WITH CAROLLO ENGINEERS FOR PROFESSIONAL SERVICES IN SUPPORT OF THE OXIDATION POND FLOW DIVERSION PROJECT WI3EREAS, the City currently treats wastewater at the 950 Hopper Street site and at the oxidation pond site at 4400 Lakeville Highway; and, WHEREAS, influent flows to the oxidation ponds at 4400 Lakeville Highway are conveyed to the aerated lagoons and then into oxidation pond no. 1 for treatment. From oxidation pond no. 1, the wastewater travels through the remaining oxidation ponds for additional treatment and is then disinfected prior to discharge or reuse; and, WHEREAS, the City is going to construct a new water recycling facility at the oxidation pond site at 4400 Lakeville to treat the community's wastewater, including the construction of new facilities within the existing aerated lagoons and oxidation pond no. 1; and, WHEREAS, the existing wastewater treatment facility must continue to provide treatment of the community's wastewater during construction of the water recycling facility; and, WHEREAS, in order to facilitate construction of the water recycling facility the following actions must occur prior to construction of the water recycling facility: 1) Wastewater sludge in the aerated lagoons, oxidation pond no. 1, and oxidation pond no. 4 must be removed and disposed; and 2) An influent pipeline diverting flows around the aerated lagoons and oxidation pond no. 1 and into oxidation pond no. 2 must. be designed and constructed; and 3} Aerators must be designed and installed in oxidation ponds. nos. 2 and 3, and perhaps other Resolution No. 2002-122 N.C.S. oxidation ponds, in order to maintain the treatment capacity of the oxidation ponds during construction of the water recycling facility; and, WHEREAS, the oxidation pond flow diversion project is programmed in the Fiscal Year 2002-03 Capital Improvement Program budget as a Priority 1 project; and, WHEREAS, the professional services for this work are estimated at $166,393, with a requested contingency of $25,000, for a total authorized amount of $191,393. NOW THEREFORE BE IT RESOLVED, by the City Council that the City Manager is authorized to execute a professional services agreement with Carollo Engineers for professional .services in support of design of the oxidation pond flow diversion project, subject to the review and approval of the City Attorney and the City Risk Manager. Under the power and authority conferred upon this Council by the Charter of said City.
