RESOLUTION APPROVING TENTATIVE SUBDIVISION MAP FOR
RANCHO ARROYO BUSINESS PARK UNIT I SUBDIVISION
WHEREAS, Redwood Oil Company as owner(s) and Subdividers) have filed
with this Council a tentative map proposing to subdivide land within this
City to be known as Rancho. Arroyo Business Park Unit I Subdivision, and
have paid all required filing fees; and,
WHEREAS, the City Engineer., the Director of Planning, the Sonoma county
Water Agency, and the Planning Commission have examined and reviewed
the same as required by law and all reports, recommendations, and
comments thereon have been forwarded to and considered by this Council at
its meeting held on October 4KX~X~X~I 2 9 , 19 8 4 , and ,
WHEREAS, the applicable findings and mitigation measures of the previously
certified Industrial Avenue Extension EIR are hereby adopted by reference,
NOW; THEREFORE, BE IT RESOLVED that this Council hereby finds as
follows
1. The proposed subdivision., together with provisions for its design and
improvement, is consistent with the General Plan.
2. The proposed subdivision is compatible with the objectives, policies,
general land uses, and programs specified. in said General Plan.
3. The site is physically suitable for the type of development proposed.
4. The site is physically suitable for the proposed density of
development.
5. The design of the Subdivision and the proposed improvements therefor
will not cause substantial environmental damage, and no substantial or
avoidable injury will occur to fish or wildlife or their habitat.

6. The design of the Subdivision and the :type of improvements will not
cause serious public health problems:.
7. The design 9f the Subdivision. and the. type. of improvements. proposed
will not .conflict. with easements, acquir-ed by the public at large, for
access through or use ofproperty within the proposed subdivision.
8. The discharge of waste from the proposed subdivision into the existing
community sewer system will .not result in, violation of the existing
requirements prescribed by -the Regional Water Quality Control Board.
BE IT FURTHER RESOLVED,, based on the: findings set forth above, that
the above referenced tentative map be, and the same. is hereby approved as
diagrammed in and subject to the. conditions set forth below:
Conditions
1. Any proposal for .grading, or excavation in the Floodway related to the
development, of any .lot in Rancho Arroyo .Unit I shall be accompanied
by certified engineering caleulatiorrs prior to approval of Final Map
that said excavation and/or grading will not have a detrimentai effect
on hydraulic. capacity either upstream 'or downstream from the site.
All. grading and excavation in the Floodway shall be subject to the
approval of City staff:, the Sonoma' County Water Agency .and the State
Department of Fish and Game.
2.. No fill shall be permitted in the floodway..
,3. A buffer .zone- of not less than fifty (.50' )' feet and not more than
sevent-y-five, .feet- ('75') from the tope of the "bank of 'Petaluma Creek and
extending the entire length. of th e: ..subject property shall be
established subjec€ to the approval of City taff . and dedicated to the
City of Petaluma prior to. approval of the final map.. Buildings and
parking areas shall not be permitted in the: buffer ,zone:.

4. A one .lane (.'8' wide minimum) ~a11,-.weather access .road to serve and
maintain the creekside buffer shall be designed .and constructed by the
developer,. subject to City approval.: Location. of the road shall be
subject to approval as per condition. #1,, above, of the Department of
Fish and Game.
5. A natural filter and absorption drainage system,, (i. e. an undeveloped
natural area in which run-off water can, percolate and. be cleansed
through the: soil a"nd vegetation) to handle. .storm run-off that flows
toward the ~ creek from developed` areas.., sYia11,. be constructed to
prevent the direct drainage of stormwater 'into the creek:.
6. The developershah dedicate ~an access easement from Industrial Drive
by which the. City can reach the .maintenance. r-oad in the creekside
buffer subject to City staff. approval -and. prior :to approval of the Final
Map .
7. All future development shall be. subject to approval of the Sonoma
County Water Agency ~ to insure setback ,and floodplain fill
requirements.
8. That portion of 'Rancho Arroyo Unit I ,presently ..outside the City Limits
- approximately .25 acres shown ~as, part of l.ot 8 - shall either be
annexed or a `lot line adjustment shall be completed to remove that
portion of property from the project site and; append it to the
neighboring lot~.AP# 48-080-26 prior to` d'evel'opment of lot number 8.
9. Tile pending ,minor lot line adjustment between. Redwood.. Oil Company
and Rancho Arroyo Racquet Club shall b.e completed ,prior to final map
approval..
10. The developer, shall pay Flood Mitigation. fees per City ordinance. for
increased runoff from those .areas of: ;development not covered by the
storm water detention pond system.

11. Combined access (i.e., one driveway serving two or more properties)
shall be used wherever possible.
12. Landscaping in the Floodway zone shall be subject to the approval of
the Community Development and Planning Department.
13. A master landscape plan consistent with the landscape guidelines
established by the PCD Zone shall be developed for street frontage
areas and for undeveloped creek frontage ar-eas, including dedicatecl
areas, subject to 5PARC approval.
14. Project subject to architectural design policy regarding buildings
backing onto US 101.
