RESOLUTION APPROVING--TENTATIVE SUBDIVISION MAP FOR
PARK PLACE UNIT IV SUBDIVISION
WHEREAS, Qantas Development as owner(s) and 5ubdivider(s) has filed
with this Council. a tentative map proposing to subdivide land within this
City to be known as Park Place Unit IV Subdivision, and have paid all
.required filing fees; and.,
WHEREAS, the City Engineer, the Director of Planning,: the Sonoma County
Water Agency,. and the Planning Commission have examined and reviewed
the same as required by law and all reports, recommendations, and
comments thereon have been forwarded to and considered by this Council at
its meeting held on October 23, 1984.
NOW, THEREFORE, B'E IT RESOLVED that this Council hereby finds as
follows
1. The proposed subdivision, together with provisions for its design and
improvement, is consistent vwith the General Plan..
2. The proposed .subdivision is compa_'tible. `wthr theobjectives, policies,
general land uses, and programs specified in said General Plan.
3. The site is physically. suitable for the type of~Gdevelopment proposed. -.

4. The site is physically suitable for -. the. proposed density of
development .
5. The design .of the Subdivision and' ~ the: p'roposed' improvements therefor
will -not cause substantial environmental- damage, and no substantial or
avoidable injury will. occur to fish or wildlife or their habitat.
6. The d''esign of the Subdivision.. and tlz`e -type of improvements will not
cause serious public health problems.

7, The design of the Subdivision and the type of. improvements proposed
will not conflict with easements, acquired by the. public at large, for
access through or use of property within the proposed subdivision.
8. The discharge of waste from the proposed subdivision into the existing
community sewer system will not result in violation of the existing -
requirements prescribed by the Regional Water .Quality Control Board.
BE IT FURTI3ER RESOLVED, that .the City Council finds that the
requirements of California Environmental Quality Act Guidelines Section
15083 have been satisfied and hereby incorporat~eQs/~ by reference the
Negative Declaration approved by Resolution No,By~-mil N.C.S.
BE IT FURTHER RESOLVED, based on the findings set forth above, that
the above referenced tentative map be and the same is hereby approved as
diagrammed in and subject to the conditions set forth below:
Conditions:
1. Lot 3 of Unit 1, Lots 13 and 14 or Unit 2 and Lot 12 will be
reconfigured to improve driveway access to Lot 3 Unit 1.
2. The Commission supports a pay-back agreement for Ely Blvd. frontage
improvements required across lands of Bascherini, Avila and Stefenoni,
AP#'s 136-111-8, 136-1.11-9 and 136-111-10; per Engineering Letter at
such time as development or further land division occurs on these
properties .
3. Subject to all conditions of Engineering Letter dated 10!18/84 re: Park
Place IV and attached as Exhibit. "A" .

Dear Commissioners:
Subject: Tentative Map -Park Place Subdivision Unit IV
Section 20.-16.420 of the Subdivision Ordinance. specifies that the City
Engineer shall prepare a written report of recommendations on the Tentative
Map in relation to the Public Improvement requirements of the Subdivision
Ordinance and the provisions of the Map Act.
1. All existing widths and grades of adjacent streets• shall be shown on
the tentative map (per Section 20.16.130) . The westernmost street
that stubs into Morningstar Subdivision Unit #6 shall line up with the
planned Morningstar Street and shall also be given the same name (per
Section 20.16.370) .
The easternmost street that stubs into Village Meadows shall .line up
with the planned Village Meadows Street (per Section 20.16.370) .
2. The water main along Ely Blvd.. shall be extended across the entire
frontage including the B~ascherini, Avila and. Stefenoni properties.
Fire. flow calculations shall be submitted with the ..final map and
improvement plans to verify adequate pressure.
3. The sanitary sewer main shall be extended to. Ely Blvd.. at Rainier
Ave. and Acadia Drive. A sanitary sewer stub shall also be provided
to serve the remainder of Qantas Development Corp. land.
4. Gut-de-saes shall not be designed with 100 year relief swales over
private property .
5. The non-access easement shall be dedicated along the entire Ely
frontage (per.Secfion 20.16.310).
6. The developer shall provide full improvements (including -appropriate
utility extensions, dedication of right-of-way and easements) to
Ely Blvd, across the entire frontage of project, including the
Department- of Public Works

and the approval of •the 'Ci'ty Engineer.
7. The developer shall- provide full improvements; (including; appropriate
utility extensions, dedications of right-of-way and- easements) to Nlaria
Drive " across the entire frontage of the remainder lands of Qantas
Development Corp, Th;e Typical section for Maria Drive shall .include
the full 30 foot half street. section.
8. Signing and, striping shall conform to City of Pefaluma .standards and
comply with the recommendations stated on the traffic report written
by DK'S and Assoc..:
9. The developer ahall ;agree, prior to approval of the Final Map, to
contribute a pro.-rata. share to the signalzaton of Rainier Avenue and
Ely Blvd.. The developers share shall be based upon the ratio:

Total estimated traffic signal warrant volume
This formula was. taken. from the. Gal Trans traffic manual and the
actual. "numbers to be used generated from: the. -DKS Assoc. traffic
study for this development. The method of agreement shall be
determined by the Gity Engineer.
` 10.. The typical street sections for this .development must agree with Park
Place Subdivision Unit #3 specifically Big Bend . Drive,
Smokey Mountains Dr. and Rainier Avc: (.per Section 2b.16.370) .
11. T,-he tentafye map shall. be revised to conform to the site development
plan. street. layout for Cbaco Canyon Drive 'and Armstrong .Drive. (A
copy of the site development .plan attached.) : Specifically, Chaco
Canyon Derive shall be revised', along with -lot layout. if necessary, to
conform ~to a standard city cut-de-saced street.
Street access. to the B'ascherini, Avila and Stfenon properties shall be
provided by the addition of Armstrong Drive.
12:. The proposed street section of .Ely Blvd. shall be constructed' with a
smooth g"rade and over-lay on the north side. if: necessary..
13. The overhead' utility lines along Ely Blvd. shall be underground per
Petaluma Municipal Code 20.32.330 Undergroundng Required.
DRATNAGE REQUIREMENTS
1. A drainage study shall be prepared by the developer for Park Place
Unit IV prior "to approval of the Final Map and' subgect to the approval
of the City .Engineer and the Sonoma County Water Agency. Said
study shall .include. but not be limited to the fallowing considerations
and shall propose implementation measures to be performed by the
developer to resolve all drainage issues identified by the study:
A. There appears to be a natural drainage Swale gunning through
_ ~ the Avila property .from Ely Road and continuing through Lots 56
- 59 to a proposed, catch basin in AcadiaDrive. The drainage
study for this project should include the amount of water coming
into the Swale above Ely Road.
Provision to catch the storm wa"ter before it .crosses the
above-mentioned lots shall be included.
B . The existing. temporary ditch constructed with Park Place
Subdivision Unit #3 shall be .shown (.per- Section 20..16. T80) .
C. ;There appears to be another natural Swale running from Ely Road
to Acadia Drive through Lots 50, 68 and 63.
2. The developer shall comply with the Petaluma Municipal Code Section
20.36 , 0..3'.0 .
"20..36.03:0, - On and/or off=site grading ,and drainage. The. subdivider
shall prodide on-site grading and on'- to and' or off-site drainage:, all
of which shall take into consideration the drainage pattern of adjacent
property' and: shall treat upstream areas, where appropriate, as though
fully .improved.
For those residential prof"ects which dr.airi. into the Petaluma River
,above the Washington Street Bridge and` which cause an increase of
normal runoff in excess of two acre feet., the subdivider shall provide
on or off-site. detention areas to accommodate such run-off . "'
The tentative map does not indicate. on or off-site drainage areas. We
recommend the developer pay in-lieu-of fees ;as calculated in Chapter 17.30
of the 'Petaluma .Municipal Code.:
