REPORT OUT OF CLOSED SESSION (ACTIONS TAKEN)
City Attorney Danly reported under Government Code Section 54957.1(a) (2) that Council has
given its legal counsel direction to refrain from seeking appellate review with respect to one of
the cases on tonight's agenda. That is the case against the Director of the Department Finance
that involves the monies for capital improvements to Old Redwood Highway and East
Washington; however, it should be understood that the direction from the Council overall, with
respect to the redevelopment funding that's at issue regarding those cases, is still to secure
those monies that are essential to very important infrastructure projects in the community that
are part of the City's General Plan and connected with the 101 widening, as well as other
redevelopment funds of importance to the City and the community that have been affected
by the dissolution law. The Council's direction is to continue to pursue the appeal relating to
Rainier Cross Town Connector Project, and to continue to consider and examine and monitor
the litigation developments relating to the dissolution of redevelopment in California.

Katherine Rinehart, Petaluma, said she had been advocating for Petaluma to
obtain Certified Local Government status since 1996 and still supports it. She
commented on the number of letters Council had received in support of this. She
emphasized the credibility obtaining this status would give to Petaluma's historic
preservation efforts.
Richard Brawn, Petaluma, urged the City Council to exercise caution because
development in areas surrounding historic landmark buildings can be very limited.

29 Mr. Chechanover suggested Council look at the Federal budget and urge
30 Congress to use some of the 45% of our income tax dollars allocated for current
31 and past military operations to restore public works projects that exited during the
32 Great Depression, when the budget wasn't allocated the way it is now.

34 Richard Brawn, Petaluma, spoke of risks the City incurs by not maintaining
35 infrastructure.

37 Savannah Stafford, Petaluma, Senior at Casa Grande High School, told Council
38 that in May 2013 she was turning left out of the Casa Grande parking lot when
39 she was hit by a driver traveling at 55 mph. She said the lane configuration there
40 is confusing and she thought the other driver was preparing to turn right into the
41 parking lot, but she was actually merging into the right lane. Her slight hesitation
42 saved her, as the paramedics told her if she'd been any further out into the street,
43 she would likely have been killed on impact. Her experience inspired her senior
44 project which is about ways to fix the parking lot as well as the street in front of
45 the school.
