ESTABLISHING QUOTAS FOR T,HE RESID.ENTIAL DEVELOPMENT
CONT.ROL SYSTEM FOR THE CITY OF PETALUMA FOR THE 1983
CONSTRUCTION YEAR AND ESTABLISHIN;G CITY-WIDE .A-REA WHERE
ALLOGATIONS MAY ~3.E AWARDED PURS:UA:NT TO SAID QUOTAS
WHEREAS, the City of Petaluma has adopted a revised residential
development Control System by Ordinance 1446A NCS and modified it by
Ordinance 1460 NCS and Ordinance 1481 NCS:; and,
~ WHEREAS, said system requires that the City Council establish quotas
and application dates on an annual basis; and,
WHEREAS, after analysis of the City's Housing Element and current
construction activity, recommendations for future housing units and
distribution have been determined; and,
WHEREAS, the Community Development and Planning Department has
prepared a 2-year projection of housing units as e9ntained herein, as well as
a projection of the maximum number of housing units which may be
constructed within this time per~iod as contained herein; and
WHEREAS, the Office of Community ~ Development and Planning has
recommended the following distribution of units assuming a five percent (50)
annual population growt'h rate and an average unit occupancy of 2.70
persons per household; and,
WHEREAS, the City Council has reviewed the matter at a public meeting
held on Monday, August 22, 1983..
NOW, THEREFORE, BE IT RE50LVED that the quotas for the 1983
Construction Year and the estimates for the 1984 and 1985 Construction
Years be established as follows:
City-wide Allotment Q,uota - 1983

Explanation of Terms :
Housin Unit Backlo - Projected maximum ,housing units which may be
constructed all types~} . Includes potential clwelling units on vacant lots in
final map's., as shown on approved tentative maps,~ as established by prior
allotment award, and as approved by the City'.s Site Plan and Architectural
Review process - such projection prepare.d ~in month prior ~to establishing
quotas . '
Detached Single-Family ~- One single ~family dwelling per lot and detached
from any others .- ' ' ' ' ~
Attached Single-Family - Two or mor.e dwellin.g units connected together for
separate properties, or with air rights (such as conclominiums) or in any
other time/space and ownership interest.
Apartment Rentals - A single property containing attached multiple dwelling
units which are rented to persons without ownership interest.
