HomeMy WebLinkAboutAgenda Bill 2D 05/27/2010~~'LU~ aw I85$ DATE: TO: FROM: ,4~~m~~Itewv# 2.l'~ May 27, 2010 Honorable Mayor and Members of the City Council through City Manager Pamala Stephens; Human Resources Manager SUBJECT: Resolution Amending the Classification Plan by Revising the Classification Specifications of Park Maintenance Worker II, Park Maintenance Worker III, and Park Maintenance Lead Worker RECOMMENDATION: It is recommended that the City Council adopt the attached resolution "Amending the Classification Plan by Revising the Classification Specifications of Park Maintenance Worker II, Park Maintenance Worker III, and Park Maintenance Lead Worker". BACKGROUND: Human Resources staff is currently conducting a review of all required certifications identified in ---- City. classification specifications to ensure they are current and relevant. Such review also supports prudent budget management, reducing City costs for maintaining employee certifications. The first classifications that underwent review and which require revisions are classifications in the Parks Division. Currently, the classifications of Park Maintenance Worker II and III require possession,of a valid Qualified Applicators Certificate (QAC) or License, and . the Park Maintenance Lead Worker requires an International .Society of Arboriculture (ISA) Arborist Certificate. It was determined in the review that these required certification requirements should be revised from required to desirable. DISCUSSION: Parks Division and Human Resources staffrecently reviewed the classification specifications for positions of Park Maintenance Worker II, III, and Lead Worker. In that review, it was determined that the required possession of a valid Qualified' Applicators Certificate (QAC) or License for the classifications of Park Maintenance Worker II' and III was not required to perform the duties and responsibilities of the position and there was no business necessity to obtain and maintain the certificate. Reducing the number of employees required to hold the certificate is important in maintaining close control over the program, and as well, supports the. division's efforts to establish other, non-toxic methods of performing the required maintenance. Therefore the classifications have been revised to reflect that the certificate is desirable rather than required. Agenda Review: Div. Manager~~ City Attorney Finance Director=City Manage The required possession of a valid QAC will remain in the classification of Parks Maintenance Lead Worker. The Parlc Maintenance Lead Worker can conduct the necessary applications and is qualified to train the Park Maintenance Worker I's and II's in safe application. It was determined that the ISA Certified Arborist Certificate for the classification of Park Maintenance Lead. Worker was not required to perform the. `duties and responsibilities of the position and there was no business necessity to obtain and maintain the certificate. The Park Manager is required to maintain. such certification, and serves as the City's Certified Arborist. Therefore the classification has been revised. to reflect that the certificate is desirable rather than required. These revisions better reflect the minimum requirements of the classifications, and ensure compliance with State Regulations. FINANCIAL IMPACTS: The annual salary for the Park Maintenance Worker II positon.is $60,028.80. The annual salary for the Park Maintenance Worker III is $63,107.20: The annual. salary for the Park Maintenance Lead Worker is $67,787.20. Revising the minimum certification_rcquirements for these classifications does not affect the salary levels. The City currently has eight Park Maintenance Worker II employees, the Park Maintenance Worker III position is vacant, and two Park Maintenance Lead Workers. The City -will reduce certificate and training fee costs for the Park Maintenance Worker II position of about $1,800.00 and 192 hours of staff time training every two years. The City will reduce certificate and training fee .costs for the Park Maintenance Lead. Worker of $1, 200 and 64 hours of staff time training every three years.
