BACKGROUND: Human Resources staff is conducting a .review of all required certifications identified in City .classification specifications to ensure they are current and relevant., Such review also supports prudent Budget management; potentially reducing City costs for maintaining employee ` certifications which are: not-.necessary to the conduct of an employee's duties. The classifications of Animal. Control Officer and Senior Animal Control Officer were reviewed and it was determined that the ;required State of California. Hunter Safety Course is not. a relevant qualification for these positions. The course was required by former management staff with the intention of eliminating the requirementfor. the California State Arrest PC832 Certificate. Given that the Animal-'Control Officer and Senior Animal Control Officer are not peace officers, but exercise. the. power of arrest .and. may use firearms in'the course of their duties, they are required to .maintain a California. State Arrest PC832 Certificate. Thus,: the -City will not substitute the Hunter Safety .Course :for .the PC832 Certificate; making the Hunter Safety Course no longer relevant. DISCUSSION: Animal Services Division and Human Resources staff recently;reviewed the classification specifications fbr positions of Animal Control Officer..and :Senior Animal Control Officer. In that review,.. it was determined that the required completion of-the State of California Hunter Safety Course was not required fo perform the duties and responsibilities of the position; nor is there a .business necessity to continue to require the course. To reflect the current minimum Agenda Revie~<wQn Div. Manager r~ City Attorney Finance Director City Mana~~ requirements for the positions, the classifications are revised to eliminate that course requirement. FINANC~IA~I, .IMPACTS: Annual salary for the Animal Control Off cer position is $56,097.60 and the annual salary for the Senior~Animal Control Officer is $64,584.00. Revising the minimum certification requirement does not affect. the salary level. The City will reduce certificate fee costs of about $80.00 and twenty-four hours of staff time required for training.- The City currently has two Animal Control Officers that are subject to the requirement. Maintain records and prepare accurate and .concise reports. Safely use and care for small .firearms and other assigned equipment. Drive a light truck with or without a trailer. Communicate effectively both verbally and in writing. Establish and maintain effective relationships with those contacted in the course of'the work. Physical Demands and Work Environment: Position requires extended..- sitting, standing; walking; reaching; twisting, turning, kneeling, bending, ,squatting and stooping in the performance of daily activities. The position also requires grasping; repetitive hand- .movement and fine coordination in preparing statistical xeports and data, using a computer keyboard. The employee must occasionally lift,, carry, handle. and transport animals weighing. over 75 pounds and frequently lift and/or move up to 100 pounds.
