SUBJECT: Resolution Approving Application to the Federal Aviation Administration for the
Airport Improvement Program AIP 24 FY 13/14 Grant Funding and to the
California Department of Transportation Caltrans Division of Aeronautics for a
5% Grant Match, and Authorizing City Manager to Accept Grant Funding from
Both Agencies and Execute All Grant Related Documents.
RECOMMENDATION
It is recommended that the City Council adopt the attached resolution approving application to
the Federal Aviation Administration for the Airport Improvement Program AIP 24 FY 13/14
Grant Funding and to the California Department of Transportation Caltrans Division of
Aeronautics for a 5% grant match, and authorizing City Manager to accept grant funding from
both agencies and execute all grant related documents.
Each year the Federal Aviation Administration (FAA) offers to general aviation airports
matching entitlement grants to fund part of their Airport Improvement Program (AIP). In
addition to federal funding, Caltrans Division of Aeronautics offers a 5% matching grant to
supplement the AIP program.
On September 13, 2010, Council approved a grant in the amount of $52,250.00 for the
installation of pilot controlled lighting and the replacement of the rotating beacon. On January
24, 2011, the Council approved a grant in the amount of $118,750.00 for the Design of Aircraft
Parking Apron Phase I Rehabilitation Project and the Southwest Taxiway Pavement
Rehabilitation Design Project. On March 19, 2012, Council approved a grant in the amount of
$45,000.00 for the Runway 11-29 Pavement Rehabilitation and Replace of the Airfield Runway
Lighting Voltage Regulator.
The proposed action meets Council Goal: "Plan for and implement priority capital projects as
funding permits."

DISCUSSION
At its February 6, 2014 meeting, the Airport Commission recommended using the FY 13/14 AIP
24 for the Runway 11/29 Pavement Rehabilitation and Overlay Project. Council approval is
required in order for staff to submit the AIP grant request. When applying for a Cal Trans
matching Grant, the sponsor is required to submit the application using their resolution fon-nat.
On 2/6/14, the Airport Commission approved a recommendation that the City submit the subject
grant application and recommended Council approval of same.
FINANCIAL IMPACTS
The projected cost of the above project is $737,516 of which the FAA grant portion (90%) is
$663,764 and the Caltrans match is $33,188. The remaining local grant match of $40,564 was
included in the approved CIP FY 14/15 budget.

RESOLUTION APPROVING APPLICATION TO THE FEDERAL AVIATION
ADMINISTRATION FOR THE AIRPORT IMPROVEMENT PROGRAM AIP-24 FY
13/14 GRANT FUNDING AND TO THE CALIFORNIA DEPARTMENT OF
TRANSPORTATION CALTRANS DIVISION OF AERONAUTICS FOR A 5% GRANT
MATCH, AND AUTHORIZING CITY MANAGER TO ACCEPT GRANT FUNDING
FROM BOTH AGENCIES AND EXECUTE ALL GRANT RELATED DOCUMENTS.
WHEREAS, the City of Petaluma and the Federal Aviation Administration are parties to
federal Airport Improvement Program (AIP) grant 3-06-0186-24 for the Runway 11-29
Pavement Rehabilitation and Overlay for the Petaluma Municipal Airport; and
WHEREAS, the California Department of Transportation, pursuant to the Public
Utilities Code section 21683. 1, provides grants of 5% of Federal Aviation Administration grants
to airports; and
WHEREAS, at its February 6, 2014 meeting the Petaluma Airport Commission
recommended using this year's AIP 24 grant funding Runway Pavement Rehabilitation and
Overlay; and
WHEREAS, the projected cost of the above project is $737,516 of which the FAA grant
portion (90%) is $663,764 and the Cal Trans match is $33,188 and
WHEREAS, the remaining local match of $40,564 is identified in the Airport CIP
budget for FY 14/15; and
WHEREAS, the California Department of Transportation requires the Petaluma City
Council, to adopt a resolution authorizing the submission of an application for an AIP Matching
grant;
NOW, THEREFORE BE IT RESOLVED that the Petaluma City Council, of the
County of Sonoma, State of California:
1. Authorizes filing an application for a state AIP Matching grant and an FAA AIP 24 Grant
for this project
2. Authorizes accepting the allocation of state AIP Matching funds and FAA AIP 24
grant funds for the project.
3. Authorizes execution of an AIP Matching Grant Agreement and an FAA AIP 24 Grant
Agreement for this project; and
BE IT FURTHER RESOLVED, that the Petaluma City Council of the County of
Sonoma does hereby authorize the City Manager, to sign any documents required to apply for
and accept these subject funds on behalf of the City of Petaluma.
