SUBJECT: Resolution Authorizing Award of Contract for the Petaluma Municipal Airport
Runway 11-29 Pavement Improvements Project, City Project No. C61501402.
RECOMMENDATION
It is recommended that the City Council approve the resolution authorizing the award of contract
for the Petaluma Municipal Airport Runway 11-29 Pavement Improvements Project.
BACKGROUND
The FAA AIP Grant 23 was approved for the Replacement of Airfield Guidance Signage,
Rehabilitation of Runway 11-29 and the Replacement of the Voltage Regulator. The
Rehabilitation of the Runway 11-29 was a crack seal. The City Council approved AIP-23 with
Resolution 2012-31 N.C.S. on March 19, 2012. A determination was made by Mead & Hunt that
the runway was in a condition that required additional work. After discussing the work needed
for the runway, the FAA recommended we apply for a new Grant for Pavement Repairs, Crack
Seal and an overlay.
There were changes to personnel at the Airports District Office that delayed applying for the
project. A pre -application for AIP-24 was mailed on March 18, 2014. In a letter dated June 4,
2014, the City was authorized to advertise for the contract for bids. On July 23, 2014 the FAA
confirmed the award of $900,000.00 for this project.
The above project was approved for Federal Airport Authority (FAA) funding to rehabilitate and
improve the airport runway pavement.
DISCUSSION
The project primarily consists of application of a 2 -inch asphalt concrete overlay on Runway 1I-
29. The work also includes runway shoulder base installation, localized pavement repairs, crack
seal, sign demolition, retroreflective marker installation, and application of new pavement
markings.

The Notice Inviting Bids was advertised on June 19, 2014 and on June 26, 2014; six (6) bids
were received as follows:

The lowest responsible and responsive bidder, Ghilotti Bros., Inc., has performed various street
projects for the City of Petaluma. Staff verified that Ghilotti Bros., Inc. possesses a valid Class A
California Contractor's License, license #132128, which expires on December 31, 2015, which
qualifies Ghilotti Bros., Inc. to perform the work.
Construction is scheduled to begin in September and to be completed by October, 2014. It is
imperative that the construction is completed before winter as the project involves AC overlay
and cannot be done in cold and rainy weather. It is anticipated that construction management and
inspection services will be conducted by City staff with assistance from Mead and Hunt and with
material testing and geotechnical support from outside consultants.
The proposed action meets Council Goals: "Plan for and implement priority capital projects as
funding permits."
FINANCIAL IMPACTS
It is anticipated that Petaluma Municipal Airport Runway 11-29 Pavement Improvements will be
reimbursed by FAA for the actual costs of design, construction management/inspection, and
construction. The following table is a breakdown of estimated total project cost for Petaluma

RESOLUTION AUTHORIZING THE AWARD OF CONTRACT FOR
THE PETALUMA MUNICIPAL AIRPORT RUNWAY 11-29 PAVEMENT
IMPROVEMENT PROJECT
WHEREAS, in accordance with the City of Petaluma Charter and Municipal Code,
California Public Contract Code Section 20162 and other applicable law, City staff prepared
construction bid documents and solicited bids for the Project; and
WHEREAS, the project was advertised on June 19, 2014 and on June 26, 2014 and six
(6) bids were received and opened on July 16, 2014 in accordance with applicable law; and
WHEREAS, the lowest responsible bid for the Project was submitted by Ghilotti Bros.,
Inc.from Petaluma, CA for $560,777.00; and
WHEREAS, staff has determined that the Contractor's bid satisfies the bidding
requirements for the Project; and
WHEREAS, staff has verified that Ghilotti Bros., Inc. possesses a valid California
Contractor's License, Class A, #132128 that qualifies Ghilotti Bros., Inc. to perform the Project;
and
WHEREAS, the Project is categorically exempt pursuant to California Environmental
Quality Act ("CEQA") and Title 14, the California Code of Regulations ("CEQA Guidelines"),
Section 15301, because the project consists of repair and maintenance to an existing runway.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Petaluma
hereby:
Approves a construction contract contingency of $75,000, and
In accordance with the City of Petaluma Charter and Municipal Code, California Public
Contract Code Section 20162 and other applicable law, waives any and all non-
conformance in the bid of Ghilotti Bros., Inc. for the Petaluma Municipal Airport
Runway 11-29 Pavement Improvements Project, City Project No. 061501402, finds the
bid of $560,777.00 to be the lowest responsive bid, and further finds that Ghilotti Bros.
Inc. is the lowest responsible bidder.
Awards the contract for the Petaluma Municipal Airport Runway 11-29 Pavement
Improvements Project, City Project Number C61501402, to Ghilotti Bros., Inc. in the
amount of $560,777.00, the amount of the lowest responsive bid, conditioned on Ghilotti
Bros., Inc.'s timely executing the project contract and submitting all required documents,
including but not limited to, executed bonds, certificates of insurance, and endorsements,
in accordance with the project bid documents.
4. Directs staff to issue a notice of award to Ghilotti Bros., Inc.

Authorizes and directs the City Manager to execute the project contract on behalf of the
City of Petaluma upon timely submission by Ghilotti Bros., Inc. of the signed project
contract and all other required documents, including but not limited to, executed bonds,
certificates of insurance, and endorsements, in accordance with the project bid
documents.
