Summary Statement:
Over the past year, Community Development has been working out the details of an internal reorganization
plan with 3 objectives in mind: 1) to eliminate the traditional divisional structure (planning, building,
engineering) and, instead, organize according to the various functions of the department; 2) to expand
opportunities for advancement within the department; and 3) to improve customer service and better
support other City functions (e.g., redevelopment, capital projects, etc.). To accomplish the reorganization,
Community Development has been working closely with Human Resources, as well as with Finance and
the City Manager's Office, to develop the proposed new job classifications and related compensation to
implement the reorganization. The attached job classifications are the direct result of that work. In addition,
the department has also created new job titles (without changing compensation) and utilized previously
approved job classifications to complete the reorganization. All of the proposed changes, as well as
recruitments already completed will be and have been accomplished within the Council approved FY 2002-
03 total compensation budget and the approved position allocation for the Community Development
Department. The new classifications that are in represented units have been reviewed by AFSCME.

1. EXECUTIVE SUMMARY:
Over the past year, Community Development has been working out the details of an internal
reorganization plan with 3 objectives in mind: 1) to eliminate the traditional divisional structure
(planning, building, engineering) and, instead, organize according to the various functions of the
department; 2) to expand opportunities for advancement within the department; and 3) to
improve customer service and better support other City functions (e.g., redevelopment, capital
projects, code enforcement, etc.). To accomplish the reorganization, Community Development
has been working closely with Human Resources, as well as with Finance and the City
Manager's Office, to develop the proposed new job classifications and related compensation to
implement the reorganization and better reflect the responsibilities and operational needs of the
department. The attached job classifications are the direct result of that work. In addition, the
department has also created new job titles (without changing compensation) and has utilized
previously approved job classifications to complete the reorganization. All of the proposed
changes, as well as recruitments already completed, will be and have been accomplished within
the Council approved FY 2002-03 total compensation budget and the approved position

2. BACKGROUND:
Last year, as a result of the combination of staff turnover and hiring freezes, Community
Development staff began looking at reorganizing as a means to more effectively utilize our
available staff, retain existing staff and provide opportunities for advancement; and better
integrate the planning, building and engineering functions of the department to not only improve
customer service, but also expand the capacity of the department to support other City functions.
We determined that by not filling the vacant Chief Building Official position and spreading that
position's compensation throughout the department, that we could create new positions and fill
some critical gaps in our staffing while improving our overall function and services. We made
that determination based on having to operate for more than six months without the ability to
recruit a Chief Building Official due to last fiscal year's hiring freeze. During that time it became
clear that we could provide a better level of service with existing staff and anticipated
recruitments under the reorganization plan than had we simply filled the vacant Chief Building
Official position.
Under the reorganization plan, Community Development will have five primary functions:
Permits, Planning, Code Enforcement, Inspection Services and Engineering Services. Permits
will consist of a centralized permit operation for all building, planning and encroachment permits
using our new web -based permit -tracking system. Inspection Services will combine Public
Works and Building Inspection to provide opportunities for inspector cross -training and more
efficient inspection operations. The Inspection Supervisor position is being created to help
manage this function. In addition, the Senior Building Inspector and Public Works Inspector 11
are being proposed to create career advancement opportunities ("career ladders") for qualified
employees within the department who have required ICBO certifications and journey -level
building and construction experience. These positions, in combination with the existing positions
of Building Inspector I, Building Inspector II and Public Works Inspector 1, will establish a
complete career path from entry level to advanced journey -level for these critical positions, while
also helping to retain valuable, experienced staff.
Planning, Code Enforcement and Engineering Services will benefit from the reorganization by
being able to better utilize existing staff resources who now spend considerable time at the
counter dealing with daily permit and informational questions. The Permits, Planning and Code
Enforcement functions will be managed by the proposed position of Assistant Director of
Community Development (currently Planning Manager), and Inspection Services and
Engineering Services will be managed by the City Engineer. The proposed change from Planning
Manager to Assistant Director of Community Development reflects the expanded responsibilities
that that position will take on under the reorganization.
3. ALTERNATIVES:

4. FINANCIAL IMPACTS:
The total compensation budget for the Community Development Department for FY 2002-03 is
$1,614,400.00. Total compensation includes salary and related benefits. The approved FY 2002-
03 budget allocates 22 full-time, funded positions to the department. The proposed classification
changes will result in 22 full-time, funded positions in the department and will not exceed the
total compensation budget approved by the City Council for Community Development. This is
accomplished primarily by the decision to leave the funded position of Chief Building Official
vacant. Since the proposed classifications and their related compensation will be accomplished
through promotional opportunities and reclassifications, the compensation changes are
incremental — that is, the salary and benefits associated with the new positions only adds some
portion to existing salaries and benefits within the established budgetary limit.
5. CONCLUSION:
The proposed classification changes will help accomplish the objectives of the Community
Development Department reorganization and will better reflect the qualifications and
responsibilities of the affected positions.

WHEREAS, the classification titles and specifications as adopted by Resolution No. 90-
147 N.C.S., are hereby amended by establishing the classifications of Inspection Supervisor,
Public Works Inspector U, Senior Building Inspector and Assistant Director of Community
Development (as attached hereto and marked Exhibit 92 and made a part hereof); and
WHEREAS, the establishment of the pay ranges and unit assignments for the
classifications as listed below, are hereby amended by the corresponding Resolutions listed below,
effective the pay period of November 25, 2002.

SUMMARY
Under general supervision this position monitors, supervises and coordinates the building and
public works inspection activities of the Community Development Department; participates in the
more complex and difficult work of performing technical inspection. This position exercises
formal and/or functional supervision over inspection field staff and performs a variety of technical
and supervisory tasks relative to assigned areas of responsibility. In the course of performing the
duties, this position requires independent action, discretion and sound judgment within established
management and technical guidelines.
CLASS CHARACTERISTICS
This is a supervisory, advanced journey level position distinguished by the level of responsibility
assumed and the complexity of the duties assigned. This position reports to the City Engineer
(Community Development Department).
ESSENTIAL DUTIES, SKILLS, AND DEMANDS OF THE POSITION
Duties:
Coordinate and review work of staff responsible for building and public works inspection services.
Provide administrative support and assistance to management staff regarding matters affecting
inspection services.

SUMMARY
Under general supervision of Community Development Director, manages the day to day
development, permit, code enforcement, and regulatory processes, as well as advanced and
policy planning responsibilities.
CLASS CHARACTERISTICS
The Assistant Director of Community Development is distinguished from the Director in that the
latter has responsibility for the overall administration and management of the department. The
incumbent is responsible for assisting the Director in accomplishing departmental goals and
objectives, supervising staff, and directing the day-to-day operations and activities of the
assigned areas.
ESSENTIAL DUTIES, SKILLS, AND DEMANDS OF THE POSITION
Duties:
Manages the developmental review, permitting, advanced and current planning processes, and
code enforcement.
Directs, coordinates, reviews and participates in the work of professional, technical and support
staff including analysis, plan formulation and implementation of a wide variety of
comprehensive community development planning activities.
Selects, assigns, monitors and evaluates work performance of assigned staff. Interprets City
policies and procedures to employees, establishes work priorities and schedules and/or
standards.
Assists in the preparation of the department budget; implements and monitor expenditures of the
approved budget.
Confers with local, regional and state authorities, civic leaders, and planning and development
specialists.
Recommends measures affecting land use, public utilities, community facilities, housing and
transportation relative to community development and planning.
Represents the department at public meetings and presents planning matters to the City Council,
Planning Commission, and citizen committees as required; prepare or directs the preparation of
reports, studies and recommendations for boards or committees.
Serves as department director in the absence of the Community Development Director;
represents the Department as necessary.

Skills:
Understand, interpret, explain and apply complex city, state and federal laws regulating
community development programs and projects, and interpret a variety of professional,
technical and legal documents related to the practice of planning.

EDUCATION AND EXPERIENCE
Equivalent to graduation from high school. A degree from a four-year college or university with
major coursework in urban planning, business or public administration, or a closely related field
and two years of management or supervisory experience in planning and community
development which has included program planning, development and administration. An
appropriate advanced degree and experience in working with citizen organizations are desirable.
