RESOLUTION ESTABLIStIIN~ SALARY AND SUPPLEMENTAL WAGE
BENEFITS FOR' MANAGEMENT EMPLOYEES, U~d-ITS B & 9
WHEREAS,. the City Manager, purs_uant,to Section 26, City
of Petaluma City Charter, is required and em~ower.ed to make a recom-
mendation to the City Counci`1-on matters. related to employees'
compensation; and,
WHEREAS,,, the City Manager has reviewed the attached
Exhibit "A" and Exhb°it ".B" and recommends.app.roval thereof,
NOW,. Tf9EREFORE, BE IT RESOLVEp~that~the:salary and
supplemental wage benefits as specified i~n these attachments for
Management Personnel are approved and shall :become effective July 1, 1983.
BE IT FU,RTNER ,RESOLVED that i t: i s. City Counci 1 policy that

The City s°hall provide, at no cost to the employee, group term life

Section '8.. Management :Li°f'e .
Insurance shall 'be in. the: amount of one and: one-half times their
annual,sa ary rounded to. the nearest even dollar, i.e., $12,000,
$13,000, etc. not to: exceed`$100,000.
Section 9. Holidays:,, General
Thee City s,hal'1 observe ten (10'~) paid fixed-date holidays. These
holidays shall be•esta°blshed for the Ci'ty's fiscal year as de ermined
by City Council resolution.
Section 10. Holidays, Floati:n,g
During the Fiseal..Year ]983-84., the City will au'fhorize.one (1)
"'Floating Hol i d'ay" per .employee, a~hi ch may be taken by the employee
at a~tme selected by the employee, subject~to•operational requirements

Section 11. Sick Leave, Accrual
Sick lea e shall. accrue to alT full-time employees at .the rate; of
eight hours~fo'r each month of continuous service.. .No employee shall
accumulate more sick l'eave~in any year than provided.
Section 12. Sick Leave Pay Out
In the event of the death or retirement..of an employee who has
completed ten (~] 0") or' more years of coati nuou .service wi th. the City,
the employee should be pa'i'd or shall receiue to his benefit fifty
percent (50%`) of his accumulated but unused sick leave not to exceed.

Section 13. Vacation
Amounts. .All regular- employees of the City of Petaluma, after working
one fu11 year, a.re .entitled to the. equ.i val'ent of eighty (,80.) hours of
vacation with pay in the year following the year in which vacation is
earned.
All regular employees of the City.of Petaluma, after five (5) years
of continuous service with the-City, and beginning with the. sixth year,
shall be entitled to the ~e.qui'valent of one hundred twenty (120) hours
of vacation per year.
After ten (10) years of continuous service with the City, eight (8) hours
of vacation shall be added for each year of continuous service to a
maximum of one hundred sixty (160) hours of vacation. .
Section 14. Retirement
The City of Petal.uma's retirement plan under the Public Employees'
Retirement System shall consist of the following items:.
P1iscellaneous Employees: 2% @ 60
Public Safety Employees: 2% @ 55 (Police and Fire)
Options: 1.959 Survivors .Benefit
1 year: Final Compensation Average

FY 1983 - 1984
This docunent represents the Compensation .Plan for Unit 8 for
the Fiscal Year 1983-84.
Section 1. Term
This compensati'o`n plan shall be fora one (1) year term for the
fiscal year commencing July. 1, 1983, through June 30, 1984.
Section 2. Salary
The City shall adopt the following salary ranges for. each of
the employees in the following classifications, effective
July 1, 1983.

Section 3. Administrative~Leave
Members of this snit are eligible for administrative leave. Days may
be granted.by the City-Manager upon written request; not to exceed
'ten (10`) days per Fiscal Year.
Section 4. Health Insurance
City of Petaluma Group:Medical-Hospital Insurance Program:
The City s-hall provide fora group medical-hospital insurance coverage
program for City employes in Unit 8. The Gi~ty shall pay,. toward

Section 5. Dental Insurance
The Gity shall provide for a group dental insurance coverage program for City
employees and dep:endents,in Unit 9, during`.the.fscaa year 1983-84. The
premium cost of $35.56 per employee, per month, shall be paid by the City.
Section 6,. Long Term,Di.sablity
The City shall provide a long term disability pT,an, premium to be paid by
the. City. ,
Section 7. Life Lnsurance. •
The City shall prov.i~de, at no cost to. the empToyee,, group term life insurance:

Section 8. Management Life

Section 9. Workers' Cor~pensation
Benefits shall be payable `n si'tuaf~i;ons where empl o'yee. absence i s due to
industrial injury as provided in California State~Workers' Compensation Law.
Th'e amount: of the. di sabi 1'i ty, .payments pa~i~d o. the i nju'red emp oyes shat 1 be
deducted from salary payabhe to the employee while on sick leave.. During
the first three (3::) calendar days of absence for industrial disability,
emp oyes will be compensated'-at their fu`1T ra<te of~pay without deduction

immediate hospi`tal'ization or absence continuing 6eyong the third day shall
be charged against,~the; employee ;at the rate of one-half (1/2) day for each
day, of absence credited 'or compensated by .workers` compensation insurance,

payments only, without Gity payment for salary at no foss of sick leave.
Sick leave 'fo.r industrial injury shall not be allowed for a disabi`Tity~
resulting from si:ckn'ess, self-inflicted injury or willfull misconduct.
Se.cti.on 10. Berea ement Leave
In the euen;t of the: death of an employee's ~spou`se, mother, step-mother,
mother-in-law, father-, s.te;p-father, father-in-law, brother; sister, child:.,
including an adopted child,; grandchild and grandparent, an• emp;loyee who
attends the funeral shall 6e granted time off work with pay. The amount
of ti:me...off work- w;i th pay s~ha]`1 be only that which i s 'requi r.ed to attend.
' the funeral and make necess;ary~funeral arrangements, b,ut in no event 'shall
it exceed three (3) working 'days. These fhree (3) days shall not be
chargeable to ,sick leave. An additional two (;2) days required for necessary
funera)` arrangements may be charged. to the employee's sick leave a'nd any
additional time beyond these two days may be charged to accumulated vacation

or lea~,:e without pay. ,Such bereavement leave shall :not be~accruable
from year to year, nor shall it h"ave any monetary value if unused.
Section ll. "Holidays, General

During the Fiscal Year. 1983-84, the. City will authorize one (1) "Floating
Holiday" per employee,,. which may be taken.. by the "empl;oyee a.t a time selected
by the 'employee, subject to,operati'o-nal requirements and approval determined
6y the City. Employees hired between July 1, 1`'983, and December 31; 1983,
will be eligible fora "Floating Holiday" during the course of the 1983-84
Ff•scai Year.
Section 13. Sick Leave, Accrual
Sick leave 's'hall accrue.to: a'1~1 full-time: employees at the rate of eight
{8-) hours for each-month of continuous service. No .employee shall accumulate
mores'>ck leave in any year than. provided.

sister. or other individuals whose r-elatio:nship.to the; employee is that.
of a legal dependent, in such case; fhe appo"i"n.ting power shall grant such sick

person to the employee warrants such use .of sick leave.
• Section 15. Sick Leave Pay Out

the year following the year in which vacation is earned.

the' needs of the service., If the requirements of the- service are
such that an employee cannot take part or all ;of ,his annual
vacation in a particular calendar year, such vacation shall be
taken during the following calendar year.
